The FTA and FHWA are jointly issuing this Revised Notice of Intent to advise the public that the joint Environmental Impact Statement/Section 4(f) Evaluation (EIS/4(f)) for transit and highway improvements in the City and County of Denver, Adams County, and the City of Aurora, Colorado will be revised to create two separate environmental documents. Previously, the transit and highway improvements were being evaluated as part of a combined highway and transit study. Recently, the agencies working on the combined project decided to prepare separate EISs for the different highway and transit project elements. This Revised Notice of Intent provides notice for the separate transit and highway EIS/4(f)s that are being prepared.

This notice announces the availability of proposed guidance on the application of section 6002 of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59, 119 Stat. 1144) to projects funded by the Federal Transit Administration (FTA), the Federal Highway Administration (FHWA), or both. Section 6002 of SAFETEA-LU adds requirements and refinements to the environmental review process for highway and public transportation capital projects. The proposed guidance describes how FTA and FHWA propose to implement the new requirements within the environmental review process required by the National Environmental Policy Act (NEPA) and other Federal laws. The FTA and FHWA request public comments on this proposed guidance.

The FHWA is seeking public input on preliminary list of elements to be excluded from exemptions of the Interstate Highway System from consideration as historic property under the provisions of section 106 of the National Historic Preservation Act and section 4(f) of the Department of Transportation Act of 1966.\1\ This list is available at https://www.environment.fhwa.dot.gov/histpres/index.asp. This notice contains a link to and the process for interested members of the public to comment on the preliminary list of elements to be excluded from the respective exemptions of the Interstate Highway System from consideration as historic property under the authorities cited above. Comments received from the public will be factored into development of a final list of exceptional elements of the Interstate System.
Traffic Control Devices on Federal-Aid and Other Streets and Highways; Standards

The FHWA is extending the comment period for a notice of proposed rulemaking (NPRM) and request for comments, which was published on April 25, 2006, at 71 FR 23877. The original comment period is set to close on June 26, 2006. The extension is based on concern expressed by the National Committee on Uniform Traffic Control Devices (NCUTCD) that the June 26 closing date does not provide sufficient time for discussion of the issues in committee and a subsequent comprehensive response to the docket. The FHWA recognizes that others interested in commenting may have similar time constraints and agrees that the comment period should be extended. Therefore, the closing date for comments is changed to July 21, 2006, which will provide the NCUTCD and others interested in commenting additional time to discuss, evaluate, and submit responses to the docket.

To correct a previous county location error in the Federal Register, Vol. 71, No. 101, Thursday, May 25, 2006, Notices, the FHWA and WisDOT is re-issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for proposed transportation improvements in the United States Highway (US) 51 corridor in the city of Madison, Dane County, Wisconsin generally between U.S. 12/18 (South Beltline Highway) and State Trunk Highway (STH) 19. The EIS is being prepared in conformance with 40 CFR 1500 and FHWA regulations.

The FHWA and the FTA are jointly issuing this document which proposes the revision of regulations governing the development of metropolitan transportation plans and programs for urbanized areas, State transportation plans and programs and the regulations for Congestion Management Systems and invites public comment. This proposed revision results from the recent passage of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEA-LU) (Pub. L. 109-59, August 10, 2005), which also incorporates changes initiated in its predecessor legislation, the Transportation Equity Act for the 21st Century (TEA-21) (Pub. L. 105-178, June 9, 1998) and generally would make the regulations consistent with current statutory requirements. Interested parties are invited to send comments regarding all facets of this proposal.
