Notice of Intent To Rule on Request To Release Airport Property at the Colorado Springs Airport, Colorado Springs, Colorado.
The FAA proposes to rule and invite public comment on the release of land at the Colorado Springs Airport under the provisions of Section 125 of the Wendell H. Ford Aviation Investment Reform Act for the 21st Century (AIR 21).
Proposed Amendment of Class E Airspace, Wellsboro, PA
This action proposes to amend Class E airspace at Wellsboro, PA, as the airspace surrounding Wellsboro Johnston Airport was inadvertently removed. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at the airport.
Amendment of Class E Airspace, Bar Harbor, ME
This action amends Class E airspace at Bar Harbor, ME, by removing the part-time status of the Class E surface airspace at Hancock County-Bar Harbor Airport. The boundaries and operating requirements of these airspace areas remain the same. This action also updates the airport's geographic coordinates and corrects the airport name in the airspace designation.
Proposed Establishment of Class E Airspace; Picayune, MS
This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Highland Community Hospital Heliport, Picayune, MS, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures (SIAPs) serving Highland Community Hospital Heliport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at the heliport.
Proposed Establishment of Class E Airspace; Columbia, MS
This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Marion General Hospital Heliport, Columbia, MS, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures (SIAPs) serving Marion General Hospital Heliport. Amendment of Class E Airspace; Kyle-Oakley Field Airport, Murray, KY
This action amends Class E airspace at Murray, KY, as the Calloway non-directional beacon (NDB) has been decommissioned, requiring airspace reconfiguration at Kyle-Oakley Field Airport. This action enhances the safety and airspace management of instrument flight rules (IFR) operations at the airport. This action also updates the geographic coordinates of the airport and updates the airspace designation header.
Airworthiness Directives; The Boeing Company Airplanes
We are superseding Airworthiness Directive (AD) 2011-26-03, which applied to certain The Boeing Company Model 777-200, -200LR, - 300, and -300ER series airplanes. AD 2011-26-03 required installing Teflon sleeving under the clamps of certain wire bundles routed along the fuel tank boundary structure, and cap sealing certain penetrating fasteners of the main and center fuel tanks. This AD requires certain inspections for certain airplanes, corrective actions if necessary, and installation of Teflon sleeves under certain wire bundle clamps. This AD was prompted by a report indicating that additional airplanes are affected by the identified unsafe condition. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 98-13-14, for certain Airbus Model A320-211, -212, and -231 airplanes. AD 98-13-14 required repetitive inspections of certain fastener holes of the aft fuselage, and corrective action if necessary. This new AD continues to require the actions in AD 98-13-14, with revised inspection compliance times. This AD was prompted by identification of cracks in the fastener holes of the former junction of the aft fuselage, which occurred during a fatigue test; and a determination that certain compliance times specified in AD 98-13-14 must be reduced. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-100-1A10 airplanes. This AD was prompted by several reports of nose wheel steering failures in service. This AD requires a part verification and replacement of certain steering manifolds. We are issuing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all Dassault Aviation Model MYSTERE-FALCON 900 airplanes. This proposed AD was prompted by a determination that new or more restrictive maintenance requirements and/or airworthiness limitations are necessary. This proposed AD would require revising the maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance requirements and/or airworthiness limitations. We are proposing this AD to address the unsafe condition on these products.

Airworthiness Directives; The Boeing Company Airplanes
We propose to supersede Airworthiness Directive (AD) 2016-09- 12, which applies to certain The Boeing Company Model 787-8 and 787-9 airplanes. AD 2016-09-12 currently requires repetitive inspections of the bilge barriers located in the forward and aft cargo compartments for disengaged decompression panels, and reinstalling any disengaged panels. Since we issued AD 2016-09-12, a terminating modification has been developed to address the unsafe condition. This proposed AD would retain the actions required by AD 2016-09-12 and require replacing the existing decompression panels with new panels and straps, which would terminate the repetitive inspections. This proposed AD also removes airplanes from the effectivity. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Honeywell International Inc. (Honeywell) Enhanced Ground Proximity Warning System (EGPWS)
We propose to adopt a new airworthiness directive (AD) for various normal and transport category rotorcraft with certain Honeywell EGPWS installed. This proposed AD would require updating the software version of the EGPWS. This proposed AD is prompted by a software defect that prevents the EGPWS from providing terrain warnings. The proposed actions are intended to address an unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are adopting a new airworthiness directive (AD) for all Airbus Model A318-111 and -112 airplanes; Model A319-111, -112, -113, - 114, and -115 airplanes; Model A320-211, -212, and -214 airplanes; and Model A321-111, -112, -211, -212, and -213 airplanes. This AD was prompted by reports of cracks in certain pivot fittings of a CFM56 engine's thrust reverser (T/R). This AD requires repetitive inspections for cracking and corrosion of certain pivot fittings of a CFM56 engine's T/R, and corrective actions if necessary. We are issuing this AD to address the unsafe condition on these products.
Notice of Opportunity for Public Comment on a Land Use Change From Aeronautical to Non-Aeronautical Use for Revenue Generation of 5 Acres of Airport Land at Nantucket Memorial Airport, Nantucket, MA
Notice is being given that the FAA is considering a request from the Town of Nantucket in Nantucket, MA, to change the current land use from aeronautical use to non-aeronautical use of a 5 acre parcel of land. The parcel is located in the northwestern quadrant of the airport and is adjacent to other non-airport parcels used for industrial and/or commercial use properties. The parcel is currently identified as surplus for non-aeronautical use on the airport's September 16, 2015 Airport Layout Plan. The parcel will be used to generate non- aeronautical revenue through the lease of land for industrial/ commercial use. All revenues through the leasing of the parcel will continue to be subject to the FAA's revenue-use policy and dedicated to the maintenance and operation of Nantucket Memorial Airport.
Airworthiness Directives; Rolls-Royce plc Turbofan Engines
We are superseding airworthiness directive (AD) 2015-17-19 for all Rolls-Royce plc (RR) RB211 Trent 768-60, 772-60, and 772B-60 turbofan engines. AD 2015-17-19 required inspection of the fan case low-pressure (LP) fuel tubes and associated clips and the fuel oil heat exchanger (FOHE) mounts and associated hardware. This AD requires an engine modification, which terminates the repetitive inspections. This AD was prompted by fractures on the LP fuel return tube at mid-span locations that were found with resulting fuel leaks. We are issuing this AD to correct the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This proposed AD was prompted by reports of cracking in the upper aft skin at the rear spar of the wings. This proposed AD would require repetitive inspections for cracking of the upper aft skin of the wings, and repair if necessary. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model CL-600-2B16 (CL-604 Variant) airplanes. This proposed AD was prompted by reports of in-service incidents regarding the loss of all air data system information provided to the flightcrew. This proposed AD would require revising the airplane flight manual to provide ``Unreliable Airspeed'' procedures to the flightcrew to stabilize the airplane's airspeed and attitude for continued safe flight and landing. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Northrop Grumman LITEF GmbH LCR-100 Attitude and Heading Reference System Units
We propose to adopt a new airworthiness directive (AD) for Northrop Grumman LITEF GmbH LCR-100 Attitude and Heading Reference System (AHRS) units installed on various aircraft. This proposed AD would require removing certain LCR-100 AHRS units from service. This proposed AD is prompted by test results showing loss of or invalid data. The proposed actions are intended to prevent an unsafe condition on these products.
Airworthiness Directives; Sikorsky Aircraft Corporation Helicopters
We propose to adopt a new airworthiness directive (AD) for Sikorsky Aircraft Corporation (Sikorsky) Model S-76A, S-76B, S-76C, and S-76D helicopters. This proposed AD would require inspecting the main rotor (M/R) servo pushrod (pushrod) assembly and applying slippage marks. This proposed AD is prompted by an accident of a Sikorsky Model S-76C helicopter caused by a failed pushrod assembly. The proposed actions are intended to prevent an unsafe condition on these products.
Special Conditions: Pilatus Aircraft Limited Models PC-12, PC-12/45, PC-12/47; Autothrust System
This special condition is for the Pilatus Aircraft Limited PC- 12, PC-12/45, and PC-12/47 airplanes. These airplanes, as modified by Innovative Solutions & Support, Inc., will have a novel or unusual design feature associated with the use of an autothrust system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. This special condition contains the additional safety standards the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Proposed Amendment VOR Federal Airways V-66, V-189, V-260, and V-266; in the Vicinity of Franklin, VA
This action proposes to modify VHF Omnidirectional Range (VOR) Federal airways V-66, V-189, V-260, and V-266 in the Vicinity of Franklin, VA. The modifications are required due to the planned decommissioning of the Franklin, VA, VORTAC navigation aid which provides navigation guidance for portions of the above routes.
Proposed Amendment of Class D and Class E Airspace; Cheyenne, WY
This action proposes to modify Class D airspace, Class E surface area airspace, Class E airspace extending upward from 700 feet above the surface, and Class E airspace extending upward from 1,200 feet above the surface at Cheyenne Regional/Jerry Olson Field Airport (formerly, Cheyenne Airport), Cheyenne, WY. Airspace redesign is necessary due to the decommissioning of the Cheyenne instrument landing system (ILS) locator outer marker and removal of the Cheyenne VHF Omnidirectional Range/Tactical Air Navigation (VORTAC) from the airspace description as the FAA transitions from ground-based navigation aids to satellite-based navigation. Also, this action would update the airport name and geographic coordinates for Class D and E airspace areas to reflect the FAA's current aeronautical database.

This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Dixon Airport, Dixon, WY, to support the development of instrument flight rules (IFR) operations under standard instrument approach and departure procedures at the airport, for the safety and management of aircraft within the National Airspace System.

This proposed AD was prompted by a revision of certain airworthiness limitation item (ALI) documents, which require more restrictive maintenance requirements and airworthiness limitations. We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model CL-600-2B16 (CL-601-3A, CL-601-3R, and CL-604 Variants) airplanes. This proposed AD was prompted by reports of fuel leaks in the engine and auxiliary power unit (APU) electrical fuel pump (EFP) cartridge/canister electrical connectors and conduits. This proposed AD would require repetitive inspections for fuel leakage at the engine and APU fuel pumps, and related investigative and corrective actions if necessary. We are proposing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model DHC-8-400 series airplanes. This AD was prompted by the failure of the fire control amplifier, which was likely caused by an electrical short in a discharged squib for a fire extinguishing bottle. This proposed AD would require replacing certain circuit breakers. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We propose to supersede Airworthiness Directive (AD) 2015-15- 10, for all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2015-15-10 currently requires repetitive inspections of the trimmable horizontal stabilizer actuator (THSA) for damage, and replacement if necessary; and replacement of the THSA after reaching a certain life limit. Since we issued AD 2015-15-10, an additional life limit for the THSA has been established, based on flight cycles. In addition, the THSA manufacturer has issued service information which, when accomplished, increases the life limit of the THSA. This proposed AD would require repetitive detailed inspections of certain THSAs, and related investigative and corrective actions if necessary. We are proposing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Safety, Awareness, Feedback, and Evaluation (SAFE) Program
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew a previously approved information collection. Executive Order 12862 Setting Customer Service Standards, and most recently updated in Executive Order 13571, requires the Federal Government to provide the ``highest quality service possible to the American people.'' Under the order, the ``standard of quality for services provided to the public shall be: Customer service equal to the best in business.'' The FAA Flight Standards Service designed the SAFE Program to continuously promote and improve overall aviation safety.
