Nuro, Inc.; Grant of Temporary Exemption for a Low-Speed Vehicle With an Automated Driving System
This notice grants the petition of Nuro, Inc. (Nuro) for a temporary exemption from three requirements of FMVSS No. 500 under two bases: (1) That an exemption would make the development or field evaluation of a low-emission motor vehicle easier and would not unreasonably lower the safety level of that vehicle; and (2) that compliance with these requirements would prevent Nuro from selling a motor vehicle with an overall safety level at least equal to the overall safety level of a nonexempt vehicle. The vehicle that Nuro intends to manufacture under this exemptionthe ``R2X''is a highly automated, electric, low-speed vehicle (LSV) that lacks seating positions and manual driving controls and is smaller, lower, and narrower than conventional vehicles. The exemption applies to the requirements that an LSV be equipped with exterior and/or interior mirrors; have a windshield that complies with FMVSS No. 205, ``Glazing materials''; and a backup camera system that meets the requirement in FMVSS No. 111, ``Rear visibility,'' limiting the length of time that a rearview image can remain displayed by the system after a vehicle's transmission has been shifted out of reverse gear.
Competitive Research Funding Opportunity: Redesign of Transit Bus Operator Compartment To Improve Safety, Operational Efficiency, and Passenger Accessibility.
The Federal Transit Administration (FTA) announces the availability of $2,000,000 in Fiscal Year (FY) 2018 Public Transportation Innovation Program (49 U.S.C. 5312) funds for the redesign of the transit bus operator compartment to improve operator and public safety. Bus operator assaults have been increasing. On July 6, 2015, the Transit Advisory Committee for Safety (TRACS) published report 14-01, ``Reinventing and Mitigating Transit Worker Assaults in the Bus and Rail Transit Industry,'' (14-01 Report) highlighting news articles documenting bus operator assaults. The report recommended incorporating measures such as installing protective barriers and educating the workforce in conflict resolution tactics. This NOFO provides an opportunity to reevaluate the bus operator compartment and develop innovative solutions to the space around the bus operator with the purpose to not just increase safety, but also to improve bus operator efficiency and passenger accessibility. FTA is seeking to fund cooperative agreements to engage in the research and development of new transit bus operator compartment designs in partnership with bus manufacturers, technology vendors, vehicle engineering and design firms, and transit agencies. The major goals of this program are to support a redesign of the bus operator compartment that improves bus operator and public safety, and to improve bus operator access to key vehicle instruments and controls without hindering the accessibility of the bus. Transit agency partners would have an important role to test a promising compartment redesign. This research will apply only to transit buses that are 40 ft. or longer, and almost exclusively used for local, fixed-route public transportation revenue service. An eligible lead applicant and eligible project partners and subrecipients under this program may include, but are not limited to, providers of public transportation; State and local governmental entities; departments, agencies, and instrumentalities of the Government, including Federal laboratories; private or non-profit organizations; institutions of higher education; and technical and community colleges. This notice solicits competitive proposals to address the objectives described under the Program Description of this notice, provides instructions for submitting proposals, describes criteria FTA will use to identify meritorious proposals for funding, and the process to apply for funding. Proposed Amendment of Class E Airspace; Shenandoah, IA
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Shenandoah Municipal Airport, Shenandoah, IA. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Shenandoah non- directional radio beacon (NDB), which provided navigation information for the instrument procedures at this airport. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.

Airworthiness Directives; Bell Helicopter Textron Inc. Helicopters
The FAA is superseding Airworthiness Directive (AD) 2015-04-04 for Bell Helicopter Textron Inc. (Bell) Model 412 and 412EP helicopters. AD 2015-04-04 required revising the Rotorcraft Flight Manual (RFM) for your helicopter and installing a placard to limit flights to visual flight rules (VFR) and prohibit night operations because of failing inverters. This AD requires replacing the affected inverter with a new inverter. This AD was prompted by numerous failures of inverters. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes), and certain Model A310 series airplanes. This AD was prompted by the FAA's analysis of the fuel system reviews on these models conducted by the manufacturer. This AD requires modifying the fuel quantity indicating system (FQIS) to prevent development of an ignition source inside the center fuel tank due to electrical fault conditions. This AD also provides alternative actions for cargo airplanes. The FAA is issuing this AD to address the unsafe condition on these products.
Railroad Cost Recovery Procedures-Productivity Adjustment
In a decision served on February 6, 2020, the Board proposed to adopt 1.010 (1.0% per year) as the measure of average (geometric mean) change in railroad productivity for the 2014-2018 (five-year) period. This represents an increase of 0.5% from the average for the 2013-2017 period. The Board's February 6, 2020 decision in this proceeding stated that comments may be filed addressing any perceived data and computational errors in the Board's calculation. The decision also stated that, unless a further order is issued postponing the effective date, this decision will take effect on March 1, 2020.

This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Dunn County Weydahl Field, Killdeer, ND, and New Town Municipal Airport, New Town, ND. The FAA is proposing this action due to the establishment of new public instrument procedures at these airports. Airspace design is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.
Amendment of the Class E Airspace; Bowling Green and Somerset, KY
This action amends the Class E airspace area designated as a surface area and the Class E airspace extending upward from 700 feet above the surface at Bowling Green-Warren County Regional Airport, Bowling Green, KY, and Lake Cumberland Regional Airport, Somerset, KY. This action is due to an airspace review caused by the decommissioning of the Bowling Green VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at these airports, as part of the VOR Minimum Operational Network (MON) Program. The name and geographic coordinates of Lake Cumberland Regional Airport are also being updated to coincide with the FAA's aeronautical database.

This action amends the Class E airspace extending upward from 700 feet above the surface at C E `Rusty' Williams Airport, Mansfield, LA. This action is due to an airspace review caused by the decommissioning of the Mansfield non-directional radio beacon (NDB) which provided navigation information for the instrument procedures at this airport. The name and geographic coordinates of C E `Rusty' Williams Airport would also be updated to coincide with the FAA's aeronautical database.

This proposed AD was prompted by a report of non-conforming main rotor (M/R) hub lead-lag bolts (bolts). This proposed AD would require removing certain bolts from service. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Sikorsky Aircraft Corporation Helicopters
The FAA is adopting a new airworthiness directive (AD) for certain Sikorsky Aircraft Corporation (Sikorsky) Model S-70, S-70A, S- 70C, S-70C(M), and S-70C(M1) helicopters. This AD was prompted by four incidents of disbonding between the tail rotor (T/R) blade pitch horn and the torque tube. This AD requires recurring visual and tap inspections of the T/R blade, and depending on the outcome, replacing the T/R blade. The FAA is issuing this AD to address the unsafe condition on these products.
Deepwater Port License Application-SPOT Terminal Services LLC
The Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announce the availability of the Draft Environmental Impact Statement (DEIS) for the SPOT Terminal Services LLC (SPOT) deepwater port license application for the export of oil from the United States to nations abroad. A Notice of Application that summarized the SPOT deepwater port license application was published in the Federal Register on March 4, 2019 (84 FR 7413). A Notice of Intent to Prepare an Environmental Impact Statement (EIS) and Notice of Public Meetings was published in the Federal Register on March 7, 2019 (84 FR 8401). This Notice of Availability incorporates the aforementioned Federal Register notices by reference. The application describes a project that would be located approximately 27.2 to 30.8 nautical miles off the coast of Brazoria County, Texas. Publication of this notice begins a 45-day comment period, requests public participation in the environmental impact review process, provides information on how to participate in the environmental impact review process and announces an informational open house and public meeting in Lake Jackson, Texas.

FMCSA announces receipt of applications from six individuals for an exemption from the prohibition in the Federal Motor Carrier Safety Regulations (FMCSRs) against persons with a clinical diagnosis of epilepsy or any other condition that is likely to cause a loss of consciousness or any loss of ability to control a commercial motor vehicle (CMV) to drive in interstate commerce. If granted, the exemptions would enable these individuals who have had one or more seizures and are taking anti-seizure medication to operate CMVs in interstate commerce.

The FAA is superseding Airworthiness Directive (AD) 2017-15- 04, which applied to certain The Boeing Company Model 787-8 and 787-9 airplanes. AD 2017-15-04 required replacement of affected electromechanical actuators (EMAs). This AD retains the requirements of AD 2017-15-04; expands the applicability to include all The Boeing Company Model 787 series airplanes; and adds a new requirement to identify, for certain airplanes, the part number of EMAs and to replace affected EMAs. Airworthiness Directives; De Havilland Aircraft of Canada Limited (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-400 series airplanes. This AD was prompted by a report of a quality escape in the manufacturing of advanced pneumatic detector (APD) switches, which consisted of the presence of contamination on the switch contact pin. This AD requires identification and testing, and reidentification or replacement if necessary, of affected APDs. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A330-200 Freighter series airplanes, Model A330-200 series airplanes, Model A330-300 series airplanes, Model A340-200 series airplanes, Model A340-300 series airplanes, Model A340-541 airplanes, and Model A340-642 airplanes. This AD was prompted by the absence of a requirement to remove certain Emergency Procedures in the existing Aircraft Flight Manual (AFM) after accomplishing a certain modification. This AD requires, for airplanes on which a certain modification is done, revising the AFM by removing certain Emergency Procedures in the AFM, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Dassault Aviation Airplanes
The FAA is superseding Airworthiness Directive (AD) 2019-03- 14, which applied to certain Dassault Aviation Model FAN JET FALCON, FAN JET FALCON SERIES C, D, E, F, and G airplanes. AD 2019-03-14 required revising the existing maintenance or inspection program, as applicable, to incorporate new maintenance requirements and airworthiness limitations. This AD continues to require, and adds new requirements for, revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. The FAA is issuing this AD to address the unsafe condition on these products.
