Proposed Collection; Comment Request
In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Department of the Navy announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11:00 a.m. to 12:00 p.m. on December 9, 2013, will include discussions of disciplinary matters, law enforcement investigations into allegations of criminal activity, and personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.
Submission for OMB Review; Comment Request
The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35).
Cancellation of the Notice of Intent To Prepare an Environmental Impact Statement for Construction and Operation of an Outlying Landing Field To Support Carrier Air Wing Aircraft at Naval Air Station Oceana and Naval Station Norfolk, VA
The Department of the Navy (DoN) hereby cancels its Notice of Intent to Prepare an Environmental Impact Statement (EIS) for Construction and Operation of an Outlying Landing Field (OLF) in northeastern North Carolina and southeastern Virginia. The purpose of the OLF was to support carrier-based air wing aircraft squadrons stationed at and transient to Naval Air Station (NAS) Oceana and Naval Station (NS) Norfolk, VA. Navy Auxiliary Landing Field Fentress remains the single, local DoN OLF for Field Carrier Landing Practice (FCLP) training for all fixed-wing, carrier-based air wing aircraft operating from NAS Oceana and NS Norfolk Chambers Field.
Privacy Act; Implementation
Department of the Navy is updating the Navy Privacy Act Program by adding the (k)(5) exemption to accurately describe the basis for exempting the records in the system of records notice NM03800-1, Naval Global Maritime, Foreign, Counterterrorism and Counter Intelligence Operation Records. This direct final rule makes non- substantive changes to the Department of the Navy's Program rules. These changes will allow the Department to add exemption rules to the Department of the Navy Privacy Program rules that will exempt applicable Department records and/or material from certain portions of the Privacy Act. This will improve the efficiency and effectiveness of DoD's program by ensuring the integrity of the security and investigative material complied for law enforcement purposes by the Department of the Navy and the Department of Defense. This rule is being published as a direct final rule as the Department of Defense does not expect to receive any adverse comments, and so a proposed rule is unnecessary.
Privacy Act of 1974; System of Records
The Department of the Navy proposes to add a new system of records in its inventory of record systems subject to the Privacy Act of 1974, as amended. The blanket (k)(1) exemption applies to this systems of records to accurately describe the basis for exempting disclosure of classified information that is or may be contained in the records.
Meeting of the Ocean Research Advisory Panel
The Ocean Research Advisory Panel will hold a regularly scheduled meeting. The meeting will be open to the public. Members of the public who expect to attend are asked to provide name and citizenship in advance in order to facilitate entry into the office suite.

This notice provides information on the 30-day public review period and availability of a Final Environmental Assessment (EA) and Draft Finding of No Significant Impact (FONSI) for the Department of Navy's (DoN) transfer of excess property at Naval Air Station (NAS) Alameda, Alameda, California.
Notice of Availability of Record of Decision for Naval Air Station Key West Airfield Operations, FL
The United States Department of the Navy, after carefully weighing the strategic, operational and environmental consequences of the proposed action, announces its decision to support and conduct airfield operations at Naval Air Station (NAS) Key West by accomplishing the proposed action as set out in Alternative 2. Alternative 2 will provide for the transition from legacy aircraft to next generation aircraft, alteration of existing facilities as necessary to meet requirements for next generation aircraft, and will potentially accommodate carrier air wing detachment training events should primary carrier air wing training locations on the U.S. East Coast be unavailable. Total annual airfield operations could equal up to approximately 52,000 operations.
