An application for a right-of-way across the Western (Kobuk River) unit of Gates of the Arctic National Preserve has been filed by the Alaska Industrial Development and Export Authority with the National Park Service, pursuant to and consistent with section 1104(b) and (c) of the Alaska National Interest Lands Conservation Act (Pub. L. 96-487). In accordance with section 201(4)(c) of the Alaska National Interest Lands Conservation Act, the National Park Service is giving notice and providing for a thirty-day period for other parties to apply for access across the preserve. Potential applicants for such access need to contact the National Park Service (see the contact information provided below) to obtain the requirements for filing an application for access.

The National Park Service (NPS) announces that the Secretary of the Interior and the Secretary of Energy have entered into an agreement governing the administration of facilities, land, or interests in land under the jurisdiction of the Department of Energy (DOE) that are to be initially included in the Manhattan Project National Historical Park (Park) and setting out the specific responsibilities of each of the Secretaries with regard to the Park. This agreement satisfies the legal requirements to establish the Park. This new unit of the National Park System is located in Oak Ridge, Tennessee; Hanford, Washington; and Los Alamos, New Mexico.

The Hudson Museum, University of Maine has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present- day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the Hudson Museum, University of Maine. If no additional requestors come forward, transfer of control of the human remains to the Indian tribes or Native Hawaiian organizations stated in this notice may proceed.

The U.S. Department of the Interior, Bureau of Indian Affairs has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present-day Indian tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Bureau of Indian Affairs. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Los Angeles County Museum of Natural History, in consultation with the appropriate Indian tribes, has determined that the cultural item listed in this notice meets the definitions of sacred object and object of cultural patrimony. Lineal descendants or representatives of any Indian tribe not identified in this notice that wish to claim this cultural item should submit a written request to the Los Angeles County Museum of Natural History. If no additional claimants come forward, transfer of control of the cultural item to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The New York State Museum, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of sacred objects. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim these cultural items should submit a written request to the New York State Museum. If no additional claimants come forward, transfer of control of the cultural items to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

This notice sets the dates of the next three meetings of the Acadia National Park Advisory Commission occurring in 2016. The Commission meeting locations may change based on inclement weather or exceptional circumstances. The National Park Service (NPS) announces the availability of the Final Environmental Impact Statement (EIS) for the acquisition of Florida Power & Light Company (FPL) land in the East Everglades Expansion Area (EEEA), Everglades National Park, Florida.

The National Park Service proposes to amend the special regulations for Rocky Mountain National Park to allow bicycle use on a 2-mile segment of the East Shore Trail located within the park. A portion of this 2-mile segment will require trail construction activities to accommodate bicycles and is therefore considered a new trail that will be opened to bicycles. National Park Service regulations require promulgation of a special regulation to designate new trails for bicycle use off park roads and outside developed areas. National Park Service regulations require publication of notice in the Federal Register providing the public at least 30 days to review and comment on a written determination supporting bicycle use on an existing trail.

The National Park Service is soliciting comments on the significance of properties nominated before November 7, 2015, for listing or related actions in the National Register of Historic Places.

Yosemite National Park is initiating the conservation planning and environmental impact analysis process needed to inform consideration of alternative strategies for the future management of Yosemite Wilderness. The Yosemite Wilderness encompasses 704,638 acres that were designated by the California Wilderness Act of 1984 (an additional 927 acres were designated as potential wilderness additions). Through the preparation of the Wilderness Stewardship Plan/ Environmental Impact Statement (WSP/EIS), Yosemite National Park (YOSE) proposes to update the park's current 1989 Wilderness Management Plan to achieve enhanced wilderness stewardship objectives, which include preserving wilderness character, providing appropriate types and levels of access for visitors and authorized users, protecting natural and cultural resources, and adhering to legally-mandated management and preservation requirements. YOSE intends to coordinate the steps of Section 106 of the National Historic Preservation Act with reviews under the NEPA process.

This notice announces a quarterly meeting of the Boston Harbor Islands National Recreation Area Advisory Council (Council). The agenda includes planning for the annual meeting, reactivation of the nominating committee, report by park managers on the past season and their plans for next season, and an update on plans for celebrating the 10th anniversary of the opening of Spectacle Island, the 20th anniversary of the park, and the NPS Centennial and the Boston Light Tricentennial in 2016.

The National Park Service announces the availability of the Draft Environmental Impact Statement for the Moose-Wilson Corridor Comprehensive Management Plan, Grand Teton National Park, Wyoming. The Draft Environmental Impact Statement analyzes four alternatives for future management of the corridor. Alternative C has been identified as the NPS preferred alternative.

We (National Park Service, NPS) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. The National Park Service is seeking public comments and suggestions on the planning of the 2015 National Christmas Tree Lighting and the subsequent 29-day event. The general plan and theme for the event is the celebration of the holiday season with the display of the traditional American symbols of Christmas.
