This final rule designates areas where personal watercraft (PWC) may be used to access Cape Lookout National Seashore, North Carolina. This final rule implements the provisions of the National Park Service (NPS) general regulations authorizing park areas to allow the use of PWC by promulgating a special regulation. Individual parks must determine whether PWC use is appropriate for a specific park area based on an evaluation of that area's enabling legislation, resources and values, other visitor uses, and overall management objectives.

The purpose of this notice is to alert the public to two items. First, pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the draft Environmental Impact Statement (EIS) for the disposition of the former Bureau of Mines Twin Cities Research Center (Center), located within the boundary of Mississippi National River and Recreation Area (MNRRA), a unit of the NPS, in Hennepin County, Minnesota. The draft EIS is now available for public review and comment, and everyone is invited to comment on the document. Secondly, the notice is intended to alert any prospective Government or university entities that the NPS is soliciting proposals for use of the Center. In accordance with the legislation addressing the Center (Pub. L. 104-134), only Government and university entities qualify as possible recipients of the property. Additionally, Public Law 106-113 allows the Secretary to accept financial remuneration for the Center and distribute the funds to MNRRA and the national wildlife refuge system for the benefit of their respective activities in Minnesota. The Center is Federal land located within the boundary of the MNRRA. Accordingly, through today's notice, the NPS invites written proposals from Government and university entities who may be interested in acquiring the former Bureau of Mines property. Verbal proposals will not be considered.

The National Park Service is soliciting nominations for two members of the Native American Graves Protection and Repatriation Review Committee. The Secretary of the Interior will appoint one member from nominations submitted by Indian tribes, Native Hawaiian organizations, and traditional Native American religious leaders. This particular appointee is not required to be a traditional Native American religious leader. The Secretary of the Interior will also appoint one member from nominations submitted by national museum organizations and scientific organizations. Nominations must include the following information.1. Nominations by Indian tribes or Native Hawaiian organizations: Nominations must be submitted on official tribal or organization letterhead with the nominator's original signature and daytime telephone number. The nominator must be the official authorized by the tribe or organization to submit nominations in response to this solicitation. The nomination must include a statement that the nominator is so authorized. 2. Nominations by traditional religious leaders: Nominations must be submitted with the nominator's original signature and daytime telephone number. The nominator must explain how he or she meets the definition of traditional religious leader. 3. L. 91-190, as amended), and the Council on Environmental Quality Regulations (40 CFR part 1500-1508), the national Park Service, Department of the Interior has prepared a Final Environmental Impact Statement (FEIS) identifying and evaluating five alternatives for a Non-Native Deer Management Plan for Point Reyes National Seashore administered lands. When approved, the plan will guide the NPS in managing the herds of non-native deer over the next two decades on all lands administered by Point Reyes National Seashore. Through the FEIS, the potential impacts of a ``no action'' alternative and four ``action'' alternatives are assessed and, where appropriate, mitigation measures are applied to reduce the intensity of the potential effect or to avoid the potential effect. Five other preliminary alternatives were considered but rejected because they did not achieve the objectives of the non-native deer management plan or were infeasible.

The National Park Service (NPS) is expanding the scope of the General Management Plan (GMP)/Environmental Impact Statement (EIS) being prepared for Everglades National Park. As part of this planning effort, the NPS will include a wilderness study to determine if any portions of the East Everglades Expansion Area should be recommended for inclusion in the National Wilderness Preservation System as defined in the Wilderness Act of 1964. The study will be included as part of the GMP/EIS currently in preparation. The wilderness study will only address East Everglades, the 109,000 acres which were added to the park by the Everglades National Park Protection and Expansion Act of 1989. A Notice of Intent to prepare an EIS for the GMP was originally published in the Federal Register of October 25, 2002 (Volume 67, Number 207). That EIS now will be expanded to include an evaluation of the impacts associated with possible designation of wilderness in East Everglades. This notice is being furnished under the National Environmental Policy Act regulations, 40 CFR 1501.7 and 1506.6. To facilitate sound planning and analysis of environmental impact, the NPS is gathering information necessary for the preparation of the GMP, the wilderness study, and the associated EIS and is obtaining suggestions and information from other agencies and the public on the scope of issues to be addressed. Comments and participation in this scoping process are invited.

Under the provisions of the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C., Chapter 3507), and 5 CFR Part 1320, Report and Recordkeeping Requirements, the National Park Service invites public comments on a submitted request for the Office of Managment and Budget (OMB) to approve a revision of a currently approved collection. (OMB 1024-0009). The Primary Purpose of the Information Collection Request is to request approval for Federal tax incentives for historic preservation contained in Section 47 of the Internal Revenue Code. Section 47 of the Code requires that the Secretary of the Interior certify to the Secretary of the Treasury upon application by owners of historic properties for Federal tax benefits, (a) the historic character of the property, and (b) that the rehabilitation work is consistent with that historic character. The NPS administers the program in partnership with the Internal Revenue Service. The Historic Preservation Certification Application is used by the NPS to evaluate the condition and historic significance of buildings undergoing rehabilitation for continued use, and to evaluate whether the rehabilitation work meets the Secretary of the Interior's ``Standards for Rehabilitation.''
