Sole Source Concession Contract for Gateway National Recreation Area, NY
Pursuant to 36 CFR 51.25, public notice is hereby given that the National Park Service proposes to award a sole source concession contract for the conduct of certain visitor services within Gateway National Recreation Area, New York for a term not to exceed 5 years. The visitor services include marina operations and dry storage for boats at Great Kills Marina. This action is necessary to avoid interruption of visitor services.
Boston Harbor Islands National Recreation Area Advisory Council
This notice announces a meeting of the Boston Harbor Islands National Recreation Area Advisory Council. The agenda includes a discussion and vote on changes to the Committee bylaws, and the Council's mission, goals, and community outreach initiative. Record of Decision for the General Management Plan, Fort Matanzas National Monument, Florida
Pursuant to 42 U.S.C. 4332(2)(C) of the National Environmental Policy Act of 1969, the National Park Service (NPS) announces the availability of the Record of Decision (ROD) for the General Management Plan (GMP) for Fort Matanzas National Monument (National Monument). On 08/01/14, the Regional Director, Southeast Region, approved the ROD for the project.
Establishment of a New Recreation Fee Area at National Mall and Memorial Parks
The National Park Service plans to install parking meters and collect expanded amenity recreation fees at public parking areas in West Potomac Park and the National Mall. We are installing the parking meters to better manage public parking in West Potomac Park and on the National Mall, to allow more visitors access to park sites, and to encourage the use of public transit and other transportation alternatives. We will use the revenue to provide improved and more affordable visitor-transportation-related activities inside the park.
Alaska; Hunting and Trapping in National Preserves
The National Park Service proposes to amend its regulations for sport hunting and trapping in National Preserves in Alaska. This proposed rule would not adopt state laws or regulations that authorize taking of wildlife, hunting or trapping activities, or management actions involving predator reduction efforts with the intent or potential to alter or manipulate natural predator-prey dynamics and associated natural ecological processes to increase harvest of ungulates by humans. The rule would maintain long-standing prohibited sport hunting and trapping practices; update procedures for closing an area or restricting an activity in National Park Service areas in Alaska; update obsolete subsistence regulations; prohibit obstructing persons engaged in lawful hunting or trapping; and authorize use of native species as bait for fishing.
Information Collection Request Sent to the Office of Management and Budget (OMB) for Approval; Procedures for State, Tribal, and Local Government Historic Preservation Programs
We (National Park Service) have sent an Information Collection Request (ICR) to OMB for review and approval. We summarize the ICR below and describe the nature of the collection and the estimated burden and cost. This information collection is scheduled to expire on August 31, 2014. We may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number. However, under OMB regulations, we may continue to conduct or sponsor this information collection while it is pending at OMB.
Proposed Information Collection; Comment Request: Programmatic Review and Clearance Process for NPS-Sponsored Public Surveys
We (National Park Service) are asking the Office of Management and Budget (OMB) to approve the Information Collection Request (ICR) described below. The National Park Service (NPS) is requesting renewal of a currently approved collection (OMB Control Number 1024-0224). This Programmatic Review and Clearance Process for NPS-Sponsored Public Surveys simplifies and streamlines the information collection requests to OMB in a manner that allows the NPS to submit and request up to five times as many requests per year as we would through the regular submission route. To comply with the Paperwork Reduction Act of 1995 and as a part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to comment on this ICR. Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the Record of Decision for the Final General Management Plan and Environmental Impact Statement (Final GMP/EIS), Gateway National Recreation Area (Gateway), New Jersey and New York. On June 11, 2014, the Regional Director, Northeast Region, signed the Record of Decision approving a new General Management Plan (GMP) for Gateway. As soon as practicable, the NPS will begin to implement the selected alternative.

Notice is hereby given in accordance with the Federal Advisory Committee Act, 5 U.S.C. Appendix 1-16, and Parts 62 and 65 of title 36 of the Code of Federal Regulations that the National Park System Advisory Board will meet October 23-24, 2014, in Grand Canyon, Arizona. The agenda will include the review of proposed actions regarding the National Historic Landmarks (NHL) Program and the National Natural Landmarks (NNL) Program. Interested parties are encouraged to submit written comments and recommendations that will be presented to the Board. Interested parties also may attend the board meeting and upon request may address the Board concerning an area's national significance.
Special Regulations, Areas of the National Park System, Wrangell-St. Elias National Park and Preserve; Off-Road Vehicles
The National Park Service is amending its special regulations for Wrangell-St. Elias National Park and Preserve to designate trails in the portion of the Nabesna District located within the National Preserve where motor vehicles may be used off roads for recreational purposes. The rule prohibits the use of certain types of vehicles based upon size and weight, and closes certain areas in designated wilderness within the Nabesna District that are located outside of established trails and trail corridors to the use of motor vehicles for subsistence.
Minor Boundary Revision at Chiricahua National Monument
The boundary of Chiricahua National Monument is modified to include 40 acres of land located in Cochise County, Arizona, immediately adjacent to the western boundary of Chiricahua National Monument. Subsequent to the proposed boundary revision, the United States will acquire the land by purchase from The Trust for Public Land, a nonprofit conservation organization.

White-Tailed Deer Management Plan, Draft Environmental Impact Statement, Fire Island National Seashore, New York
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Draft Environmental Impact Statement (DEIS) for the White-tailed Deer Management Plan (Plan), Fire Island National Seashore, New York. The focus of this plan is to guide and direct deer management strategies that support preservation of the cultural landscape, the protection and natural restoration of native vegetation, and the minimization of human-deer interactions. These strategies include population control of white-tailed deer (lethal and non-lethal) and fencing.
Notice of Extension and Continuation of Concession Contracts
Under the provisions of current concession contracts and pending the completion of the public solicitation of a prospectus for a new concession contract, the National Park Service authorizes extension or continuation of visitor services for the contracts listed below until the dates shown under the terms and conditions of the current contract as amended. The extension of operations does not affect any rights with respect to selection for award of a new concession contract.
Concession Contracts
We are proposing to amend our concessions contracts regulations to clarify that the Director may amend or extend a prospectus soliciting proposals for a concession contract prior to and including the proposal due date; and award a temporary concession contract. We are also updating consolidated information collection requirements.
Final Environmental Impact Statement for the Antietam, Monocacy, Manassas White-Tailed Deer Management Plan
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 and the Council on Environmental Quality regulations, the National Park Service (NPS) has prepared a Final Environmental Impact Statement (FEIS) for the White-tailed Deer Management Plan (Plan), Antietam National Battlefield, Maryland; Monocacy National Battlefield, Maryland; and Manassas National Battlefield Park, Virginia. The plan would manage white-tailed deer populations in order to support preservation of the natural and cultural landscape.

The U.S. Department of the Interior, National Park Service, Tuzigoot National Monument has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present-day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to Tuzigoot National Monument. If no additional requestors come forward, transfer of control of the human remains to the Indian tribes or Native Hawaiian organizations stated in this notice may proceed.
