In a Notice of Inventory Completion (75 FR 67998, Thursday, November 4, 2010), Little Traverse Bay Bands of Odawa Indians, Michigan, was listed as being culturally affiliated to human remains and associated funerary objects removed from the Gyftakis site (20MK51), Mackinac County, MI, however, since publication, additional consultation has resulted in a determination that the human remains and associated funerary objects are culturally unidentifiable. Therefore, this Notice of Inventory Completion corrects the affiliation of the human remains and associated funerary objects that were removed from the Gyftakis site (20MK51), Mackinac County, MI, described in the previously published Notice of Inventory Completion to that of culturally unidentifiable Native American human remains and associated funerary objects. Pursuant to 36 CFR 51.24, public notice is hereby given that the National Park Service (NPS) proposes to award a temporary concession contract for the conduct of certain visitor services within Big South Fork National Recreation Area, Tennessee and Kentucky, for a term not to exceed 3 years. The visitor services include providing backcountry lodging accommodations, food and beverage, and retail sales at Charit Creek Lodge. The NPS is awarding the contract on an emergency basis to avoid extended visitor services interruptions as a result of the prior concession contract expiring on December 31, 2010.

The visitor services range from lodging accommodations, food and beverage, retail sales, boat rentals, and other services at Crabtree Falls, Price Lake, Bluffs, Mabry Mills, and Rocky Knob. This action is necessary to avoid interruption of visitor services.

Deer and Vegetation Management Plan/Environmental Impact Statement, Fire Island National Seashore, New York

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service is preparing an Environmental Impact Statement (EIS) for a Deer and Vegetation Management Plan at Fire Island National Seashore, New York. The purpose of taking action at this time is to address issues associated with the abundance and distribution of white-tailed deer at Fire Island National Seashore (Seashore). The issues include impacts from deer on the natural and cultural resources of the Seashore as well as impacts resulting from deer-human interaction. Actions addressing these issues will be designed and undertaken in support of the long-term protection, preservation, and restoration of Seashore resources. Information collected as part of research conducted at the Seashore has indicated the need for a management plan to address changes in deer abundance and deer behavior due to the presence of human food sources and habituation to the unthreatening presence of humans; adverse impacts on native vegetation resulting from current levels of deer browsing; and adverse impacts on natural and cultural resources at the William Floyd Estate resulting from current deer population levels.
Star-Spangled Banner National Historic Trail Advisory Council

As required by the Federal Advisory Committee Act, the National Park Service (NPS) is hereby giving notice that the Advisory Committee on the Star-Spangled Banner National Historic Trail will hold a meeting. Designated through an amendment to the National Trails System Act (16 U.S.C. 1241), the trail consists of ``water and overland routes totaling approximately 290 miles, extending from Tangier Island, Virginia, through southern Maryland, the District of Columbia, and northern Virginia, in the Chesapeake Bay, Patuxent River, Potomac River, and north to the Patapsco River, and Baltimore, Maryland, commemorating the Chesapeake Campaign of the War of 1812 (including the British invasion of Washington, District of Columbia, and its associated feints, and the Battle of Baltimore in summer 1814).'' This meeting is open to the public. Preregistration is required for both public attendance and comment. Minor Boundary Revision of Boston National Historical Park

Notice is hereby given that, pursuant to 16 U.S.C. 460l- 9(c)(1), the boundary of Boston National Historical Park is modified to include 0.50 acre of adjacent land identified as Tract 101-13. This tract is unimproved, submerged land owned by the Commonwealth of Massachusetts. The Commonwealth ceded it to the United States of America without cost by enactment of Chapter 37 of the Laws of 2009, on July 23, 2009, subject to the satisfaction of certain conditions in the act. Tract 101-13 is depicted as the ``Proposed Area'' on Map Number 457/80,800 prepared by the National Park Service in March 2008.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), and the Council on Environmental Quality regulations (40 CFR part 1500-1508), the National Park Service (NPS), Department of the Interior, announces the availability of the draft oil and gas management plan/environmental impact statement (OGMP/DEIS) for the proposed Big South Fork National River and Recreation Area (BISO) and Obed Wild and Scenic River (OBRI). This OGMP/DEIS will guide the various actions that could be implemented for current and future management of oil and gas operations in BISO and OBRI. It analyzes alternative approaches, defines a strategy, and provides guidance for activities taken by owners and operators of private oil and gas rights to ensure these activities are conducted in a manner that protects park resources and values, visitor use and experience, and human health and safety.
