Draft Anacostia Park Wetland and Resident Canada Goose Management Plan/Environmental Impact Statement
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the Draft Anacostia Park Wetland and Resident Canada Goose Management Plan/Environmental Impact Statement (Plan/DEIS) for Anacostia Park (Park), Washington, DC. The draft Plan/DEIS evaluates the impacts of several management alternatives that address managing wetlands and resident Canada geese at the Park. It also assesses the impacts that could result from continuing the current management framework in the no action alternative. The selected alternative will describe the wetland management and Canada goose management strategies that will guide future actions at the Park for 15 years.
Alaska Region's Subsistence Resource Commission (SRC) Program; Public Meeting and Teleconference
The Wrangell-St. Elias National Park SRC and the Denali National Park SRC will meet to develop and continue work on National Park Service (NPS) subsistence program recommendations and other related subsistence management issues. The NPS SRC program is authorized under Title VIII, Section 808 of the Alaska National Interest Lands Conservation Act, Public Law 96-487, to operate in accordance with the provisions of the Federal Advisory Committee Act. The Federal Advisory Committee Act (Pub. L. 92-463, 86 Stat. 770) requires that public notice of these meetings be announced in the Federal Register.
Intent To Prepare an Environmental Assessment and Scoping for an Evaluation of Alternatives To Revitalize the Jefferson National Expansion Memorial, Missouri
Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4332(2)(C)), the National Park Service (NPS) will prepare an Environmental Assessment (EA) for an evaluation of alternatives to revitalize the Jefferson National Expansion Memorial (Memorial), St. Louis, Missouri. The proposed action involves physical changes to the Memorial grounds and facilities as a method for improving visitor access and experience, while better integrating the Memorial into the downtown St. Louis area. The NPS will use this EA process to engage the public through scoping, develop a range of reasonable alternatives for implementing the proposed action, and analyze the impacts of the alternatives. This notice initiates the scoping process for the EA and invites the public, government agencies, and other interested persons and organizations to provide comments. If at any point during the preparation of the EA the NPS determines that it is necessary to prepare an environmental impact statement (EIS) for this proposal, comments submitted during this scoping process will be considered in the development of the EIS.

Intent To Prepare an Environmental Impact Statement for a Deer Management Plan, Antietam National Battlefield and Monocacy National Battlefield, MD, and Manassas National Battlefield Park, VA
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) is preparing an Environmental Impact Statement for a Deer Management Plan (EIS and Plan) covering Antietam National Battlefield and Monocacy National Battlefield, Maryland, and Manassas National Battlefield Park, Virginia. The purpose of this EIS and Plan is to develop a deer management strategy that supports preservation of the cultural and natural landscapes through the protection and restoration of native vegetation and other natural and cultural resources, and that provides for management of Chronic Wasting Disease at the parks.

Drafting of U.S. Nominations to the World Heritage List
This notice constitutes the Second Notice in the Federal Register referred to in Sec. 73.7(f) of the World Heritage Program regulations (36 CFR Part 73). It sets forth the decision to request that draft World Heritage nominations for 11 ``Frank Lloyd Wright Buildings'' (in Arizona, California, Illinois, New York, Oklahoma, Pennsylvania and Wisconsin) and ``Poverty Point State Historic Site and National Monument,'' Louisiana, be prepared, thereby notifying the owners and the public of this decision. On December 14, 2010 (75 FR 77901), the Department of the Interior requested public comment on which property or properties on the U.S. World Heritage Tentative List should be nominated next by the United States to the World Heritage List. This was the First Notice in the Federal Register, pursuant to 36 CFR 73.7(c). The Tentative List consists of properties that appear to qualify for World Heritage status and which may be considered for nomination by the United States to the World Heritage List. The current Tentative List was transmitted to the UNESCO World Heritage Centre on January 24, 2008. After review of the comments provided by the public and consultation with the Federal Interagency Panel for World Heritage, the Department, in accordance with 36 CFR Part 73, has selected ``Frank Lloyd Wright Buildings'' and ``Poverty Point State Historic Site and National Monument'' from the Tentative List as proposed nominations to the World Heritage List. With the assistance of the Department, the owners of these sites are encouraged to prepare complete nomination documents for the sites in accordance with 36 CFR Part 73 and the nomination format required by the World Heritage Committee. A discussion of the decision, the nomination process and schedule and a summary of the comments as received follows.
Vegetation and Deer Management Plan/Environmental Impact Statement, Morristown National Historical Park, New Jersey
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service is preparing an Environmental Impact Statement (EIS) for a Vegetation and Deer Management Plan at Morristown National Historical Park (NHP), New Jersey. The purpose of this plan is to provide the framework for managing vegetation and deer browsing in order to promote a naturally regenerating hardwood forest with mixed-aged classes of trees that reflect the historic and naturally diverse character of the park. Action is needed now to meet the Congressional intent and the direction in the park's general management plan (GMP) of maintaining a naturally regenerating and sustainable forested landscape.
Notice of Intent To Prepare a Draft Environmental Impact Statement and Conduct Public Scoping on the Adoption of a Long-Term Experimental and Management Plan for the Operation of Glen Canyon Dam
On December 10, 2009, Secretary of the Interior (Secretary) Ken Salazar announced that the development of a Long-Term Experimental and Management Plan (LTEMP) for Glen Canyon Dam was needed. The Secretary emphasized the inclusion of stakeholders, particularly those in the Glen Canyon Dam Adaptive Management Program (GCDAMP), in the development of the LTEMP. The Department of the Interior (Department), through the Bureau of Reclamation (Reclamation) and the National Park Service (NPS), will prepare a draft environmental impact statement (EIS) and conduct public scoping for the adoption of a LTEMP for the operation of Glen Canyon Dam. The Department's decision to develop the LTEMP is a component of its efforts to continue to comply with the ongoing requirements and obligations established by the Grand Canyon Protection Act of 1992 (Pub. L. 102-575) (GCPA). Reclamation and the NPS will co-lead this effort because Reclamation has primary responsibility for operation of Glen Canyon Dam and the NPS has primary responsibility for Grand Canyon National Park and Glen Canyon National Recreation Area.
Special Regulations, Areas of the National Park System, Cape Hatteras National Seashore
The National Park Service (NPS) proposes to designate routes where off-road vehicles (ORVs) may be used within Cape Hatteras National Seashore (Seashore), North Carolina. Under NPS general regulations, the operation of motor vehicles off of roads within areas of the national park system is prohibited unless otherwise provided for by special regulation. The proposed rule would authorize ORV use at the Seashore, manage it to protect and preserve natural and cultural resources and natural processes, and provide a variety of safe visitor experiences while minimizing conflicts among various users.
Special Regulations; Areas of the National Park System, Yellowstone National Park
The National Park Service (NPS) is proposing this rule to establish a management framework that allows the public to experience the unique winter resources and values at Yellowstone National Park. The proposed rule would provide a variety of use levels and experiences for visitors by establishing maximum numbers of snowmobiles and snowcoaches permitted in the park on a given day. It also would require that most snowmobiles and snowcoaches operating in the park meet air and sound requirements and be accompanied or operated by a commercial guide.
Minor Boundary Revision at Virgin Islands National Park
Notice is hereby given that, pursuant to 16 U.S.C. 4601- 9(c)(1), the boundary of the Virgin Islands National Park is modified to include an additional 215.03 acres of land identified as Tract 04-116. The land is located at Estate Beverhourdtsberg on the Island of St. John, immediately adjacent to the current boundary of the Virgin Islands National Park. The boundary revision is depicted on Map No. 161/92,009A dated October 2010. The map is available for inspection at the following locations: National Park Service, Southeast Region Land Resources Program Center, 1924 Building, 100 Alabama Street, SW., Atlanta, Georgia 30301 and National Park Service, Department of the Interior, Washington, DC 20240.
Draft General Management Plan Amendment/Environmental Impact Statement, Tumacacori National Historical Park, Arizona
The National Park Service (NPS) is terminating preparation of an environmental impact statement (EIS) for the General Management Plan, Tumacacori National Historical Park, Arizona. A notice of intent to prepare the EIS for the Tumacacori National Historical Park General Management Plan was published in the January 9, 2009, Federal Register (Volume 74, Number 6). The National Park Service has since determined that an environmental assessment (EA) rather than an EIS is the appropriate level of environmental documentation for the plan.
