Quarry Visitor Center, Record of Decision, Dinosaur National Monument, UT
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of the Record of Decision for the Quarry Visitor Center, Dinosaur National Monument, Utah. On September 2, 2008, the Regional Director, Intermountain Region, approved the Record of Decision for the project. As soon as practicable, the National Park Service will begin to implement the Preferred Alternative contained in the FEIS issued on March 27, 2008. Five alternatives were evaluated in the environmental impact statement. These include: Alternative A, No ActionContinue Current Management; Alternative B, the Preferred Alternative Rehabilitate or Replace the Exhibit Hall and Construct a New Facility Off-Site; Alternative CRetain the Exhibit Hall and Construct a New Facility at the Quarry Visitor Center Site; Alternative DRetain the Exhibit Hall and Construct Wings Similar to Existing Facility; Alternative EDemolish the Entire Facility and Construct a New Facility at the Quarry Visitor Center Site.
Environmental Impact Statement (EIS) on Recreational and Subsistence Use of ORVs in the Nabesna District of Wrangell-St. Elias National Park and Preserve
This notice supplements the National Park Service (NPS) Notice of Intent to Prepare an Environmental Impact Statement on Recreational Use of Off-Road Vehicles Along Nine Trails in the Nabesna Area of Wrangell-St. Elias National Park and Preserve published in Federal Register, Vol. 72, No. 245 on Friday, December 21, 2007. The NPS intends to expand the scope of the EIS to include the use of Off-Road Vehicles (ORVs) for subsistence purposes.
Notice of Termination of Preparation of an Environmental Impact Statement for the Harriet Tubman Special Resource Study
This notice announces the termination of the process to develop an Environmental Impact Statement (EIS) for the Harriet Tubman Special Resource Study (SRS). The SRS was undertaken at the direction of Congress in Public Law 106-516 to evaluate sites related to Harriet Tubman for potential inclusion in the national park system. The study area includes parts of Maryland and New York. A Notice of Intent to Prepare an EIS was published in the Federal Register on February 7, 2003.
30-Day Notice of Intention To Request Clearance of Collection of Information; Opportunity for Public Comment
The National Park Service (NPS) has submitted a request to OMB to renew approval of the collection of information in 36 CFR Part 51, Subpart J, regarding the assignment or encumbrance of concession contracts. NPS is requesting a 3-year term of approval for this information collection activity. An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid Office of Management and Budget (OMB) control number.

Repair Kalaupapa Dock Structures To Ensure Continued Barge Service; Kalaupapa National Historical Park, Hawaii; Notice of Intent To Prepare Environmental Impact Statement
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service will prepare an Environmental Impact Statement (EIS) for all repairs of Kalaupapa dock structures as may be necessary to ensure continued barge service for Kalaupapa National Historical Park (NHP) and community residents. Kalaupapa NHP was established on the island of Molokai in 1980 in recognition of the significant role of this extremely isolated area in the development of treatments and care for persons with Hansen's disease. The proposed project may include stabilization and repair of the failing bulkhead wall and toe structure located adjacent to the pier; repair and reconstruction of the severely cracked and deteriorating concrete pier; replacement of mooring dolphins to used to secure barges; and dredging and potentially blasting to widen the berthing channel. Timely repair of the structures is needed to avoid any disruption of incoming barge service upon which Kalaupapa NHP and community residents depend for their livelihood (as well as regular outgoing service required for the park's recycling program and other activities).
General Management Plan, Termination of Environmental Impact Statement in Favor of an Environmental Assessment, Aztec Ruins National Monument, New Mexico
The National Park Service (NPS) is terminating preparation of an EIS for the General Management Plan for Aztec Ruins National Monument, New Mexico. A Notice of Intent to prepare an EIS for the Aztec Ruins National Monument General Management Plan was published in the Federal Register on October 8, 2003 (68 FR 58130), and followed by a scoping newsletter. The NPS has since determined that an EA rather than an EIS is the appropriate level of environmental documentation for the plan.
Resource Protection Study, Record of Decision, Curecanti National Recreation Area, Colorado
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the Record of Decision for the Resource Protection Study, Curecanti National Recreation Area, Colorado. On December 4, 2008, the Regional Director, Intermountain Region, approved the Record of Decision for the project. A report, jointly prepared by the National Park Service and the Bureau of Reclamation (Reclamation, the cooperating agency on the EIS), will be forwarded to Congress through the Department of the Interior. That Report to Congress will present the Resource Protection Study's findings, and will recommend the implementation of the Preferred Alternative (Proposed Action) contained in the FEIS issued on October 3, 2008. Congress will then decide what action to take, if any. As soon as practicable following such congressional action, the National Park Service will begin to implement those actions.
General Management Plan; Hawaii Volcanoes National Park Hawaii; Notice of Intent To Prepare an Environmental Impact Statement
In accord with section 102(2)(C) of the National Environmental Policy Act of 1969 (42 U.S.C. 4321, et seq.), the National Park Service (NPS) is undertaking a conservation planning and environmental impact analysis process for updating the General Management Plan (GMP) for Hawaii Volcanoes National Park. The new GMP will include a wilderness eligibility assessment for the recently accessioned Kahuku District to evaluate if lands are potentially eligible for wilderness designation, as required by NPS Management Policies 2006 for newly acquired lands. The GMP will also outline a commercial services strategy to identify the appropriate role of commercial operators in helping the park provide opportunities for visitor use and enjoyment. An Environmental Impact Statement (EIS) will be prepared concurrently with the GMP. Notice of Designation of Potential Wilderness as Wilderness, Great Sand Dunes National Park and Preserve, CO
The Great Sand Dunes Wilderness within Great Sand Dunes National Monument was designated by Public Law 94-567, dated Oct 20th, 1976. According to the act the wilderness was to comprise 33,450 acres with a potential wilderness addition of 670 acres. Public Law 95-625, dated Nov 10th, 1978 added 1,109 acres to Great Sand Dunes National Monument and Public Law 96-87, dated Oct 12th, 1979, amended this addition to 1,900 acres and further added that ``The Secretary shall designate the lands described by this paragraph for management in accordance with the adjacent lands within the monument * * *.'' This amendment, therefore, has the effect of authorizing inclusion of the 1,900 acres in the wilderness area. At the time the Acts were approved the added lands had non-conforming uses prohibited by the Wilderness Act of 1964 and so were designated as potential wilderness until such time as the non-conforming uses were eliminated.
Environmental Impact Statement/General Management Plan; Channel Islands National Park, Ventura County, California; Notice of Intent To Expand Scope of the Environmental Impact Statement
Pursuant to section 102(C) of the National Environmental Policy Act of 1969 (NEPA; 42 U.S.C. 4321, et seq.), and in accord with Council on Environmental Quality (CEQ) regulations including 40 CFR 1501.7, the National Park Service is expanding the scope of the Environmental Impact Statement (EIS) which is being prepared for the General Management Plan (GMP) for Channel Islands National Park. As part of this conservation planning effort, the EIS will include a wilderness study to determine if any portions of the park should be recommended for inclusion in the National Wilderness Preservation System as defined in the Wilderness Act of 1964. This new element will be included as part of the EIS currently in preparation. Accordingly this notice supplements and updates the original Notice of Intent published with regard to initiation of the GMP project in the Federal Register on November 8, 2001. As a result, the scope of the EIS will be expanded to include an evaluation of foreseeable effects associated with possible designation of wilderness within the park.

Captain John Smith Chesapeake National Historic Trail Advisory Council
As required by the Federal Advisory Committee Act, the National Park Service (NPS) is hereby giving notice that the Advisory Committee on the Captain John Smith Chesapeake National Historic Trail will hold a meeting. Designated through an amendment to the National Trails System Act (16 U.S.C. 1241), the new trail will consist of ``a series of water routes extending approximately 3,000 miles along the Chesapeake Bay and its tributaries in the States of Virginia, Maryland, Delaware, and in the District of Columbia,'' tracing the 1607-1609 voyages of Captain John Smith to chart the land and waterways of the Chesapeake Bay. This meeting is open to the public. Preregistration is required for both public attendance and comment. Any individual who wishes to attend the meeting and/or participate in the public comment session should register via e-mail at Christine_Lucero@nps.gov or telephone: (757) 898-2432. For those wishing to make comments, please provide a written summary of your comments prior to the meeting. Meetings; Alaska Region's Subsistence Resource Commission (SRC) Program
The Gates of the Arctic National Park Subsistence Resource Commission (GAAR SRC) and Denali National Park Subsistence Resource Commission (DENA SRC) will meet to develop and continue work on National Park Service (NPS) subsistence hunting program recommendations and other related subsistence management issues. These meetings are open to the public and will have time allocated for public testimony. The public is welcomed to present written or oral comments to the SRC. This meeting will be recorded and meeting minutes will be available upon request from the park superintendent for public inspection approximately six weeks after each meeting. The NPS SRC program is authorized under Title VIII, Section 808 of the Alaska National Interest Lands Conservation Act, Public Law 96-487, to operate in accordance with the provisions of the Federal Advisory Committee Act.
Sequoia and Kings Canyon National Parks; Receipt of Application for Telecommunication Site
(Authorities: 47 U.S.C. 332 note (Telecommunications Act of 1996, Section 704(c)); 16 U.S.C. 5; other applicable authorities and National Park Service (NPS) Director's Order 53) Sequoia and Kings Canyon National Parks has received an application from Verizon Wireless to construct an eighty foot tall, cellular tower with associated support structures and equipment. The location of the proposed telecommunication site is Park Ridge, near Grant Grove within Kings Canyon National Park. Park Ridge is an established telecommunications site for Sequoia and Kings Canyon National Parks. Current structures on Park Ridge include: two concrete block structures containing NPS and U.S. Forest Service (USFS) communications equipment with power generators; a twenty foot fire lookout tower; two forty foot lattice towers with NPS and USFS telecommunications equipment; and a thirty foot tower on the NPS communications building supporting a passive reflector used for landline service operated by Verizon California.
