The Bureau of Land Management (BLM), Las Vegas Field Office, has examined and found suitable for classification for lease and subsequent conveyance to the City of Las Vegas, approximately 10 acres of public land in the Las Vegas Valley, Clark County, Nevada, under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and the Taylor Grazing Act. The City of Las Vegas proposes to use the 10 acres of land for a community park that will help meet future expanding needs in the northwestern part of the Las Vegas Valley.

As requested by Solar Partners XI, LLC, and in compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM) Las Vegas Field Office intends to prepare an Environmental Impact Statement (EIS) and land use plan amendment to the 1998 Resource Management Plan (RMP) for the proposed Gemini Solar Project in Clark County, Nevada. Publication of this Notice initiates the scoping process and opens a 45-day public comment period. Publication of this Notice also segregates the public lands from appropriation under the public land laws, including location under the Mining Law, but not the mineral leasing laws or the Materials Act, subject to valid existing rights.
Notice of Termination of the San Rafael Swell Master Leasing Plan, Utah
The preparation of an Environmental Assessment associated with the San Rafael Swell Master Leasing Plan Amendment is no longer required, and the process is hereby terminated. Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality regulations, the Bureau of Land Management (BLM) announced its intent to prepare an EA. The Notice of Intent (NOI) was published in the Federal Register on May 18, 2016. The Plan Amendment would have considered modifying oil and gas leasing decisions on approximately 525,000 acres in portion of the Price and Richfield Field Offices in Emery and Wayne Counties, Utah.
Privacy Act of 1974; System of Records
Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to modify the Department of the Interior Privacy Act system of records, DOI-12, Donations Program Files, to update section titles, add a purpose section, reorganize the sections of the system notice into the government-wide approved format, add new proposed routine uses, and update content in applicable sections of the notice. Updated sections include, system location, system manager, categories of individuals, categories of records, authorities, routine uses, storage, retrieval, retention and disposal, safeguards, notification procedures, and record access and contesting record procedures sections.
Call for Nominations to the National Geospatial Advisory Committee
The Department of the Interior is seeking nominations to serve on the National Geospatial Advisory Committee (NGAC). The NGAC is a Federal Advisory Committee established under the authority of the Federal Advisory Committee Act (FACA). The NGAC provides advice and recommendations to the Secretary of the Interior through the Federal Geographic Data Committee (FGDC) related to management of Federal geospatial programs, development of the National Spatial Data Infrastructure, and the implementation of Office of Management and Budget Circular A-16 and Executive Order 12906. The NGAC reviews and comments on geospatial policy and management issues and provides a forum for views of non-Federal stakeholders in the geospatial community.

We, the U.S. Fish and Wildlife Service, announce the availability of the draft recovery plan for the endangered coqu[iacute] llanero, a frog endemic to Puerto Rico. The draft recovery plan includes specific recovery objectives and criteria that must be met in order for us to remove this species from listing under the Endangered Species Act of 1973, as amended. We request review and comment on this draft recovery plan from local, State, and Federal agencies, and the public.

HEARTH Act Approval of the Confederated Tribes of the Warm Springs Reservation of Oregon's Tribal Code
On June 11, 2018, the Bureau of Indian Affairs (BIA) approved the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribe) leasing regulations under the Helping Expedite and Advance Responsible Tribal Homeownership Act of 2012 (HEARTH Act). Four Habitat Conservation Plans for Sand Skink and Blue-Tailed Mole Skink, Polk and Osceola Counties, FL
We, the Fish and Wildlife Service, announce receipt of four incidental take permit (ITP) applications and four habitat conservation plans (HCPs). Each of the four applicants requests an ITP under the Endangered Species Act. If granted, the ITPs would authorize take of the sand skink and blue-tailed mole skink via destruction of the species' feeding, breeding, and sheltering habitat. The applicants are Tohopekaliga Water Authority; Mystic Dunes, LLC; Clay Cut, LLC; and Land Acquisition One, LLC. We invite comments from the public and Federal, Tribal, State, and local governments on the four applicants' HCPs, and our draft environmental action statements and low-effect screening forms, which support categorical exclusions under the National Environmental Policy Act.
Environmental Impact Statement for the American Electric Power American Burying-Beetle Habitat Conservation Plan in Arkansas, Oklahoma, and Texas
We, the U.S. Fish and Wildlife Service (FWS), announce the availability of the environmental impact statement (EIS) and habitat conservation plan (HCP) for incidental take permit (ITP) application under the Endangered Species Act of 1973, as amended. American Electric Power (AEP) requested a 30-year American burying beetle (ABB) ITP in Oklahoma, Arkansas, and Texas. If granted, the ITP would authorize ABB take resulting from AEP's electrical lines and support facilities repair, maintenance, and construction, as well as activities carried out as part of the HCP's conservation strategy.
