In accordance with the
Paperwork Reduction Act of 1995, we,
the Office of Surface Mining
Reclamation and Enforcement (OSMRE),
are announcing our intention to request
renewed approval for the collection of
information which is used to identify
and evaluate new blaster certification
programs. This information collection
activity was previously approved by the
Office of Management and Budget
(OMB), and assigned control number
1029–0080.

September 4, 2018.

Certification of Blasters.
OMB Control Number: 1029–0080.
Abstract: The information is used to
identify and evaluate new blaster
certification programs. Part 850
implements Section 719 of the Surface
Mining Control and Reclamation Act
(SMCRA). Section 719 requires the
Secretary of the Interior to issue
regulations which provide for each State
regulatory authority to train, examine
and certify persons for engaging in
blasting or use of explosives in surface
coal mining operations. Each State that
wishes to certify blasters must submit a
blasters certification program to OSMRE
for approval.

Type of Review: Extension of a
currently approved collection.
Respondents/Affected Public: State
regulatory authorities and Indian Tribes.

Certain Activated Carbon From China
Determination
On the basis of the record 1 developed
in the subject five-year review, the
United States International Trade
Commission (‘‘Commission’’)
determines, pursuant to the Tariff Act of
1930 (‘‘the Act’’), that revocation of the
antidumping duty order on certain
activated carbon from China would be
likely to lead to continuation or
recurrence of material injury to an
industry in the United States within a
reasonably foreseeable time.
Background
The Commission, pursuant to section
751(c) of the Act (19 U.S.C. 1675(c)),
instituted this review on February 1,
2018 (83 FR 4681) and determined on
May 7, 2018 that it would conduct an
expedited review (83 FR 24345, May 25,
2018).
The Commission made this
determination pursuant to section
751(c) of the Act (19 U.S.C. 1675(c)). It
completed and filed its determination in
this review on June 29, 2018. The views
of the Commission are contained in
USITC Publication 4797 (June 2018),
entitled Certain Activated Carbon from
