Administration, the Secretary of the
Interior (Secretary) has renewed the
Sport Fishing and Boating Partnership
Council (Council) charter for 2 years.

SUPPLEMENTARY INFORMATION: The
Secretary has renewed the Council
charter for 2 years. The Council advises
the Secretary, through the Director, on
aquatic conservation endeavors that
benefit recreational fishery resources
and recreational boating and that
encourage partnerships among industry,
the public, and government. The
Council will conduct its operations in
accordance with the provisions of the
Federal Advisory Committee Act (5
U.S.C. Appendix 2.). The Council will
function solely as an advisory body.

Paperwork Reduction Act of 1995, we,
the Office of Surface Mining
Reclamation and Enforcement (OSMRE),
are announcing our intention to request
renewed approval for the collection of
information that provides a tool for
OSMRE and the States/Indian tribes to
help them prevent persons with
outstanding violations from conducting
further mining or AML reclamation
activities in the State. This information
collection activity was previously
approved by the Office of Management
and Budget (OMB), and assigned control
number 1029–0119.

OMB Control Number: 1029–0119.
Abstract: 30 CFR 874.16 requires that
every successful bidder for an AML
contract must be eligible under 30 CFR
773.15(b)(1) at the time of contract
award to receive a permit or conditional
permit to conduct surface coal mining
operations. Further, the regulation
requires the eligibility to be confirmed
by OSMRE’s automated Applicant/
Violator System (AVS) and the
contractor must be eligible under the
regulations implementing Section 510(c)
of the Surface Mining Control and
Reclamation Act to receive permits to
conduct mining operations. This form
