The Bureau of Land Management (BLM) is considering the modified competitive sale of 160 acres of public land in Emery County, Utah, at not less than the appraised fair market value to the adjacent landowners Hunter Prep Plant LLC, Ross Huntington, and Clinton Price.

The Bureau of Land Management (BLM) proposes a non-competitive (direct) sale of 1.31 acres of public land in Park County, Wyoming, to the Jeanne S. Moeller Trust pursuant to the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, to resolve an unauthorized use of public lands. The sale will be subject to the applicable provisions of Section 203 of FLPMA, and BLM regulations. The appraised fair market value for the sale parcel is $1,250.

As requested by Solar Partners XI, LLC, and in compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM) Las Vegas Field Office intends to prepare an Environmental Impact Statement (EIS) and land use plan amendment to the 1998 Resource Management Plan (RMP) for the proposed Gemini Solar Project in Clark County, Nevada. Publication of this Notice initiates the scoping process and opens a 45-day public comment period. Publication of this Notice also segregates the public lands from appropriation under the public land laws, including location under the Mining Law, but not the mineral leasing laws or the Materials Act, subject to valid existing rights.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW178348 from Wold Energy Partners LLC, Samson Resources Company, and GasCo LP for land in Converse County, Wyoming. The lessees filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

The BLM proposes to reinstate the lease.

The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

On June 11, 2018, the Bureau of Indian Affairs (BIA) approved the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribe) leasing regulations under the Helping Expedite and Advance Responsible Tribal Homeownership Act of 2012 (HEARTH Act). With this approval, the Tribe is authorized to enter into business leases without further BIA approval.

In accordance with the Paperwork Reduction Act of 1995, we, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are announcing our intention to request renewed approval for the collection of information which requires that a Federal lands program be established to govern surface coal mining and reclamation operations on Federal lands. The Bureau of Safety and Environmental Enforcement (BSEE) is extending the comment period of the Proposed Rule: Oil and Gas and Sulfur Operations in the Outer Continental ShelfBlowout Preventer Systems and Well Control-Revisions, which published in the Federal Register on May 11, 2018. We, the U.S. Fish and Wildlife Service (FWS), announce the availability of the environmental impact statement (EIS) and habitat conservation plan (HCP) for incidental take permit (ITP) application under the Endangered Species Act of 1973, as amended. American Electric Power (AEP) requested a 30-year American burying beetle (ABB) ITP in Oklahoma, Arkansas, and Texas. If granted, the ITP would authorize ABB take resulting from AEP's electrical lines and support facilities repair, maintenance, and construction, as well as activities carried out as part of the HCP's conservation strategy.
