Notice of Temporary Closures: Selected Public Lands in La Paz County, AZ
Notice is hereby given that temporary closures will be in effect on public lands administered by the Bureau of Land Management (BLM), Lake Havasu Field Office, during the Best in the Desert (BITD) Racing Association GMZ Utility Terrain Vehicle Winter Nationals Parker ``250'' and BlueWater Resort Parker ``425'' official permitted off- highway-vehicle (OHV) events.
Notice of Intent To Prepare a Draft Environmental Impact Statement, Revisions to the Coordinated Long-Term Operation of the Central Valley Project and State Water Project, and Related Facilities
The Bureau of Reclamation (Reclamation) intends to prepare a programmatic environmental impact statement (EIS) for analyzing potential modifications to the continued long-term operation of the federal Central Valley Project (CVP), for its authorized purposes, in a coordinated manner with the State Water Project (SWP), for its authorized purposes. Reclamation proposes to evaluate alternatives that maximize water deliveries and optimize marketable power generation consistent with applicable laws, contractual obligations, and agreements; and to augment operational flexibility by addressing the status of listed species. Reclamation is seeking suggestions and information on the alternatives and topics to be addressed and any other important issues related to the proposed action.
Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands; Rescission of a 2015 Rule
On March 26, 2015, the Bureau of Land Management (BLM) published in the Federal Register a final rule entitled, ``Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands'' (2015 rule). With this final rule, the BLM is rescinding the 2015 rule because we believe it imposes administrative burdens and compliance costs that are not justified. This final rule returns the affected sections of the Code of Federal Regulations (CFR) to the language that existed immediately before the published effective date of the 2015 rule (June 24, 2015), except for changes to those regulations that were made by other rules published between the date of publication of the 2015 rule and now, and the phrase ``perform nonroutine fracturing jobs,'' which is not restored to the list of subsequent operations requiring prior approval. None of the changes by other rules are relevant to this rulemaking.
Endangered and Threatened Wildlife and Plants; 12-Month Findings on Petitions To List a Species and Remove a Species From the Federal Lists of Endangered and Threatened Wildlife and Plants
We, the U.S. Fish and Wildlife Service (Service), announce 12- month findings on petitions to list a species as an endangered or threatened species and remove a species from the Federal Lists of Endangered and Threatened Wildlife and Plants (List or Lists) under the Endangered Species Act of 1973, as amended (Act). After a thorough review of the best available scientific and commercial information, we find that it is not warranted at this time to add the beaverpond marstonia to the Lists or remove the southwestern willow flycatcher from the List. However, we ask the public to submit to us at any time any new information that becomes available relevant to the status of either of the species listed above or their habitats.
Oil and Gas and Sulphur Operations on the Outer Continental Shelf-Oil and Gas Production Safety Systems-Revisions
The Bureau of Safety and Environmental Enforcement (BSEE) proposes to amend the regulations regarding oil and natural gas production to reduce certain unnecessary regulatory burdens imposed under the existing regulations, while correcting errors and clarifying current requirements. Accordingly, after thoroughly reexamining the current regulations, and based on experiences from the implementation process, and BSEE policy, BSEE proposes to amend, revise, or remove current regulatory provisions that create unnecessary burdens on stakeholders while maintaining or advancing the level of safety and environmental protection.

Request for Nominations of Members To Serve on the Bureau of Indian Education Advisory Board for Exceptional Children
Pursuant to the Federal Advisory Committee Act and the Individuals with Disabilities Education Act of 2004 (IDEA), the Bureau of Indian Education (BIE) requests nominations of individuals to serve on the Advisory Board for Exceptional Children (Advisory Board). Notice Regarding Upper Klamath Basin Comprehensive Agreement
The Secretary of the Interior (Secretary) is publishing this Notice under subsection 10.2 of the Upper Klamath Basin Comprehensive Agreement (UKBCA), executed by the Klamath Tribes (Tribes), State of Oregon (State), and numerous irrigators in the Upper Klamath Basin. The UKBCA contains measures to address the needs of water users in the Upper Klamath Basin, who are not affiliated with the Bureau of Reclamation's Klamath Project (Project). The UKBCA also contains conditions that must be achieved before the UKBCA can become permanent. Despite the efforts of the UKBCA parties, one or more conditions in subsection 10.1 of the UKBCA have failed to occur. Accordingly, pursuant to the terms of subsection 10.2 of the UKBCA and as further described below, this statement serves as a ``Negative Notice'' that the UKBCA is terminated as set forth in UKBCA subsection 10.2.

Endangered and Threatened Wildlife and Plants; Listing the Yangtze Sturgeon as an Endangered Species
We, the U.S. Fish and Wildlife Service (Service), announce a proposed rule and a 12-month finding on a petition to list the Yangtze sturgeon (Acipenser dabryanus) as an endangered species under the Endangered Species Act of 1973, as amended (Act). Loss of individuals due to overharvesting on the Yangtze River is the main factor that contributed to the historical decline of the species. Despite conservation efforts, this species is still currently in decline due primarily to the effects of dams and bycatch. If we finalize this rule as proposed, it would extend the Act's protections to this species. We seek information from the public on this proposed rule and the status review for this species.
Minimum Technical Standards for Class II Gaming Systems and Equipment
The National Indian Gaming Commission is amending its minimum technical standards for Class II gaming systems and equipment. The rule amends the regulations that describe how tribal governments, tribal gaming regulatory authorities, and tribal gaming operations comply with the minimum technical standards.

Final Determination Against Federal Acknowledgment of the Georgia Tribe of Eastern Cherokee
The Department of the Interior (Department) gives notice that the Principal Deputy Assistant SecretaryIndian Affairs, exercising the authority of the Assistant SecretaryIndian Affairs has determined that the Georgia Tribe of Eastern Cherokee (GTEC) is not an Indian Tribe within the meaning of Federal law. This notice is based on a determination that affirms the reasoning, analysis, and conclusions in the Proposed Finding (PF) that the petitioner does not satisfy the seven mandatory criteria for acknowledgment set forth in the applicable regulations. Therefore, it does not meet the requirements for a government-to-government relationship with the United States. Based on the limited nature and extent of comments, and consistent with prior practices, the Government is not producing a separate detailed report or other summary under the criteria to accompany this Final Determination (FD), because neither the petitioner nor interested parties have submitted significant new evidence or analysis that changes the conclusions in the PF. The PF, as supplemented by this notice, is affirmed. This notice constitutes the FD.
Endangered and Threatened Wildlife and Plants; Availability of Proposed Low-Effect Habitat Conservation Plan for the Sand Skink, Orange County, FL
We, the Fish and Wildlife Service (Service), have received an application for an incidental take permit (ITP) under the Endangered Species Act of 1973, as amended (ESA). Lennar Corporation (Applicant) is requesting a 15-year ITP for take of the sand skink. We request public comments on the permit application and accompanying proposed habitat conservation plan (HCP), as well as on our preliminary determination that the plan qualifies as low-effect under the National Environmental Policy Act (NEPA). To make this determination, we used our environmental action statement and low-effect screening form, which are also available for review.

Effectuating Congressional Nullification of the Resource Management Planning Rule Under the Congressional Review Act
By operation of the Congressional Review Act (CRA), the Resource Management Planning Rule (Planning 2.0 Rule) shall be treated as if it had never taken effect. The BLM issues this document to effect the removal of any amendments, deletions or other modifications made by the nullified rule, and the reversion to the text of the regulations in effect immediately prior to the effective date of the Planning 2.0 Rule.
Draft Habitat Conservation Plan for the Desert Tortoise and Mohave Ground Squirrel and Draft Environmental Assessment; Hinkley Groundwater Remediation Project; San Bernardino County, California
We, the U.S. Fish and Wildlife Service, announce the receipt and availability of a draft Habitat Conservation Plan (HCP) and draft environmental assessment (EA), which evaluates the impacts of, and alternatives to, the proposed Hinkley Groundwater Remediation Project. The Hinkley HCP was submitted by Pacific Gas & Electric Company (PG&E) in support of an application under the Endangered Species Act of 1973, as amended, for a permit authorizing the incidental take of covered species resulting from covered activities. PG&E's application is for a 50-year incidental take permit to cover groundwater remediation activities within a plan area of approximately 29,927 acres in and around Hinkley, California. We request review and comment on the Hinkley HCP and the draft EA from local, State, and Federal agencies; Tribes; and the public.

Final Supplementary Rules for Guffey Gorge in Park County, Colorado
The Bureau of Land Management (BLM) Royal Gorge Field Office is implementing supplementary rules to regulate certain activities on public lands within Guffey Gorge in Park County, Colorado. These supplementary rules are necessary to implement decisions found in the Guffey Gorge Management Plan approved on June 29, 2015, to provide for the protection of persons, property, and public lands and resources located within the 80-acre site. These supplementary rules will result in changes to some currently authorized activities related to the possession or use of alcohol, amplified music, vehicle parking, and visitors with dogs.
U.S. Endangered Species; Receipt of Recovery Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on applications for permits to conduct activities intended to enhance the propagation or survival of endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits certain activities that constitute take of listed species unless a Federal permit is issued that allows such activity. The ESA also requires that we invite public comment before issuing these permits.
Endangered and Threatened Wildlife and Plants; 90-Day Findings for Five Species
We, the U.S. Fish and Wildlife Service (Service), announce 90- day findings on several petitions to list or reclassify wildlife or plants under the Endangered Species Act of 1973, as amended (Act). Based on our review, we find that the petitions present substantial scientific or commercial information indicating that the petitioned actions may be warranted with respect to the species mentioned in this notification. Therefore, with the publication of this document, we announce that we plan to initiate a review of the status of each of these species to determine if the petitioned actions are warranted. To ensure that these status reviews are comprehensive, we are requesting scientific and commercial data and other information regarding these species. After completing the status reviews, we will issue 12-month findings on the petitions, which will address whether or not the petitioned action is warranted, in accordance with the Act. In addition, we announce a correction to information contained in the 90- day petition finding for the leopard (Panthera pardus), which clarifies the range and entity we are evaluating in our status review of the species.

Endangered and Threatened Wildlife and Plants; Incidental Take Permit Application; Draft Range-Wide General Conservation Plan for Utah Prairie Dogs and Environmental Assessment
We, the U.S. Fish and Wildlife Service, announce the availability of the following documents for review and comment by the public and Federal, Tribal, State, and local governments: Draft Range-wide General Conservation Plan for Utah Prairie Dogs (GCP); Draft Implementing Agreement for the GCP; and Draft Environment Assessment of the GCP (EA). We prepared the draft GCP to fulfill the requirements of the Endangered Species Act (ESA) for issuing permits to authorize take of Utah prairie dogs incidental to development activities within the range of the species in Utah. The draft GCP is designed to streamline incidental take permit authorization for many types of development activities while conserving the species. As required by the National Environmental Policy Act (NEPA), we also prepared a draft EA that analyzes the potential effects to the natural and human environment from issuing permits to Iron, Beaver, and Garfield Counties and from overall implementation of the GCP, including potential issuance of master or individual permits over the 10-year term of the proposed GCP.
Final Fire Island Wilderness Breach Management Plan/Environmental Impact Statement, Fire Island National Seashore, New York
The National Park Service (NPS) announces the availability of the final Fire Island Wilderness Breach Management Plan/Environmental Impact Statement (final Breach Plan/EIS) for Fire Island National Seashore, New York. The final Breach Plan/EIS identifies Alternative 3, No Human Intervention unless Established Criteria are Exceeded, as the NPS preferred alternative. When approved, the management plan will guide the management of the breach that occurred in the Otis Pike Fire Island High Dune Wilderness during Hurricane Sandy.

The Bureau of Ocean Energy Management (BOEM) is announcing the availability of the Gulf of Mexico Outer Continental Shelf Lease Sale: Final Supplemental Environmental Impact Statement 2018 (2018 GOM Final Supplemental EIS). The 2018 GOM Final Supplemental EIS provides an analysis of the potential significant impacts of a proposed action (a regionwide lease sale), provides an analysis of reasonable alternatives to the proposed action, and identifies BOEM's preferred alternative. This Supplemental EIS is expected to be used to inform decisions on each of the two lease sales scheduled in 2018 (i.e., proposed Lease Sales 250 and 251) and to be supplemented as necessary for future Gulf of Mexico regionwide lease sales.
Financial Assistance: Wildlife Restoration, Sport Fish Restoration, Hunter Education and Safety
We, the U.S. Fish and Wildlife Service (Service), are proposing to update regulations for the Pittman-Robertson Wildlife Restoration and the Dingell-Johnson Sport Fish Restoration programs and subprograms, based on comments we received during the last rulemaking that were never resolved, existing guidance that we intend to move to regulation, and updates requested by States to improve the processes under license certification. Intent To Grant Exclusive Patent License to Montana Emergent Technologies
The U.S. Geological Survey (USGS), Department of the Interior, is contemplating the grant of an exclusive license in the United States of America, its territories, possessions and commonwealths, to USGS's interest in the invention embodied in U.S. Provisional Application No. 62/333,616, titled ``Subsurface Environment Sampler,'' to Montana Emergent Technologies (MET). USGS requests public comments on or objections to the proposed grant.

Oklahoma Regulatory Program
We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are approving an amendment to the Oklahoma regulatory program (Oklahoma program) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Oklahoma proposed revisions to its regulations regarding: Permit eligibility for permits with violations on lands eligible for remining; permit suspension or rescission posting locations and appeal procedures; requiring GPS coordinates for aspects of permit maps; topsoil removal distances; blasting records requirements; annual reporting requirements; temporary cessation of operations requirements; casing and sealing temporary underground openings; right of entry requirements; surface drainage associated with auger mining; correcting reference errors; updating addresses; and correcting spelling and grammatical errors. Oklahoma intended to revise its program to be no less effective than the Federal regulations and to improve operational efficiency.
