Agency Information Collection Activities: Submitted for Office of Management and Budget (OMB) Review; Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we have submitted to OMB an information collection request (ICR) to renew approval of the paperwork requirements for ``North American Amphibian Monitoring Program.'' This notice also provides the public a second opportunity to comment on the paperwork burden of this form.
Public Land Order No. 7697; Transfer of Public Land for the Crescent Junction Uranium Mill Tailings Repository; Utah
This order permanently transfers 500 acres of public land to the Department of Energy in accordance with the terms of the Uranium Mill Tailings Radiation Control Act of 1978 (42 U.S.C. 7916 (2000)), as amended.
Public Land Order No. 7698; Modification of Secretarial Orders Dated July 6, 1925 and April 1, 1941; Utah
This order establishes a 20-year term for two Secretarial Orders which withdrew lands from surface entry and mining and reserved them on behalf of the Bureau of Reclamation for the Salt Lake Basin and Gooseberry Projects. The lands, which currently aggregate approximately 6,768 acres after a previous partial revocation, are still needed for the purpose for which they were withdrawn. The lands will remain withdrawn from surface entry and mining but not from mineral and geothermal leasing or mineral material sales.

Notice of Realty Action: Modified Competitive Sealed Bid Sale of Public Lands in Clark County, NV
The Bureau of Land Management (BLM) proposes to offer by modified competitive sealed bid sale three parcels of land totaling approximately 20 acres in the Las Vegas Valley at not less than the fair market value (FMV). The three parcels will be offered in two sales to be conducted pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), Public Law 105-263, 112 Stat. 2343, as amended. The SNPLMA sales will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), 43 U.S.C. 1713 and 1719, respectively, and BLM land sale and mineral conveyance regulations at 43 CFR 2710 and 2720.
Grant Availability to Federally Recognized Indian Tribes for Projects Implementing Traffic Safety on Indian Reservations
In accordance with the Surface Transportation and Uniform Relocation Assistance Act of 1987, and as authorized by the Secretary of Transportation, the Bureau of Indian Affairs (BIA) intends to make funds available to federally recognized Indian tribes on an annual basis for implementing traffic safety projects, which are designed to reduce the number of traffic crashes, death, injuries, and property damage within Indian Country. All project applications received will be reviewed and selected on a competitive basis. This notice informs Indian tribes that grant funds are available and that information packets are being mailed to all tribal leaders on the latest Tribal Leaders list that is compiled by the BIA. A copy of the Application Packet can also be obtained by contacting the BIA Indian Highway Safety Office.

Final Environmental Impact Statement for the Scotts Valley Band of Pomo Indians' Proposed 29.87 Acre Fee-to-Trust Transfer and Gaming Development Project, Contra Costa County, CA
This notice advises the public that the Bureau of Indian Affairs (BIA), in cooperation with the Scotts Valley Band of Pomo Indians (Tribe), National Indian Gaming Commission (NIGC), Contra Costa County, and California Department of Transportation, intends to file a final Environmental Impact Statement (FEIS) with the U.S. Environmental Protection Agency for the proposed approval of a 29.87 acre fee-to-trust transfer and gaming development project in Contra Costa County, California, and that the FEIS is now available to the public. In addition to the trust acquisition for gaming purposes, the proposed action includes approval by the NIGC of a gaming management contract. The FEIS is part of the administrative process that evaluates tribal applications that seek to have the United States take land into trust pursuant to 25 U.S.C. 465 and 25 CFR part 151.
Notice of Proposed Reinstatement of Terminated Oil and Gas Leases MTM 93982 and MTM 93983
Per 30 U.S.C. 188(d), SBG Forever, Inc. timely filed petitions for reinstatement of oil and gas leases MTM 93982 and MTM 93983, Petroleum County, Montana. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $5 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $5 per acre; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and the $163 cost of publishing this Notice.

Notice of Termination of the Restoration Plan/Programmatic Environmental Impact Statement for Seagrass Restoration Within Biscayne National Park
The National Park Service (NPS) is terminating the Restoration Plan/Programmatic Environmental Impact Statement (RP/PEIS) for Seagrass Restoration within Biscayne National Park. A Notice of Intent to prepare this RP/PEIS was published in the Federal Register on February 17, 2006. After public scoping and a preliminary analysis of impacts related to seagrass restoration at Biscayne National Park, the NPS determined that the impacts of the identified seagrass restoration alternatives considered would be at or below the minor/negligible level. Consequently, the RP/PEIS is not necessary and NPS decided to terminate the RP/PEIS. The NPS intends to continue the current practice of evaluating seagrass restoration activities and its impacts at Biscayne National Park on a site-specific basis, as appropriate.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2) (C), the National Park Service announces the availability of a Final Environmental Impact Statement for the Quarry Visitor Center at Dinosaur National Monument, Colorado and Utah.
Receipt of Applications for Five Incidental Take Permits for the Construction of 24 Single-Family Homes and an Addition to an Existing Single-Family Home in Santa Cruz County, CA
We, the Fish and Wildlife Service (Service), announce the availability of five Incidental Take Permit (ITP) Applications and Habitat Conservation Plans (HCPs) from the following five applicants: Hochler Construction, Scotts Valley LLC, James and Melinda Carter, Ronald Sunde, and College Heights Development Corp. Hochler Construction, Scotts Valley LLC, and James and Melinda Carter each request an ITP for a duration of 5 years; Ronald Sunde requests an ITP for a duration of 3 years; and College Heights Development Corp. requests an ITP for a duration of 6 years under section 10(a)(1)(B) of the Endangered Species Act of 1973, as amended (Act). The applicants collectively anticipate removing a total of approximately 7.23 acres of Mount Hermon June beetle (Polyphylla barbata) occupied habitat incidental to constructing 24 single-family homes and an addition to an existing single-family home in Santa Cruz County, California (Projects). The applicants' HCPs describe the mitigation and minimization measures the applicants propose to address the effects of the Projects on the Mount Hermon June beetle. In addition, the College Heights Development Corp. HCP includes the federally endangered Ben Lomond wallflower (Erysimum teretifolium) and Ben Lomond spineflower (Chorizanthe pungens var. hartwegiana) as covered species, and their HCP describes mitigation and minimization measures for those species as well. We are requesting comments on the permit application and on our preliminary determination that the proposed Habitat Conservation Plan (HCP) qualifies as a ``low effect'' HCP, eligible for a categorical exclusion under the National Environmental Policy Act (NEPA) of 1969, as amended. We explain the basis for this possible determination in draft Environmental Action Statements (EAS) and associated Low Effect Screening Forms. The Applicants' Low Effect HCPs describe the mitigation and minimization measures they would implement, as required in Section 10(a)(2)(B) of the Act, to address the effects of the project on the Mount Hermon June beetle. These measures are outlined in the SUPPLEMENTARY INFORMATION section below. The draft HCPs and EASs are available for public review.
Proposed Reinstatement of Terminated Oil and Gas Leases CACA 47607 and CACA 47608
Under the provisions of Public Law 97-451, Maverick Petroleum Inc., timely filed a petition for reinstatement of oil and gas leases CACA 47607 and CACA 47608 for lands in Kern County, California, and it was accompanied by all required rentals and royalties accruing from August 1, 2007, the date of termination.
Tehachapi Uplands Multi-species Habitat Conservation Plan
Pursuant to the National Environmental Policy Act (NEPA), we, the Fish and Wildlife Service (Service), advise the public of our intent to gather information necessary to prepare an Environmental Impact Statement (EIS) on the Tehachapi Uplands Multi-species Habitat Conservation Plan (MSHCP). Tejon Ranch is preparing the MSHCP to apply for a 50-year incidental take permit under section 10(a)(1)(B) of the Federal Endangered Species Act of 1973, as amended, (Act). The permit is needed to authorize the incidental take of threatened and endangered species that could occur as a result of activities covered by the plan. The Service provides this notice to (1) describe the proposed action and possible alternatives; (2) advise other Federal and State agencies, affected Tribes, and the public of our intent to prepare an EIS; (3) announce the initiation of a public scoping period; and (4) obtain suggestions and information on the scope of issues to be included in the EIS. A similar Notice of Intent was published on June 25, 2004 (69 FR 35663) when this project was called the Tejon Condor Habitat Conservation Plan. Because the project has been broadened to include additional species, this second Notice of Intent is being published to gather additional information.

Notice of Availability of the Record of Decision for the Resource Management Plan Amendment for Portions of the Roan Plateau Planning Area Designated as Areas of Critical Environmental Concern Public Lands in Garfield County, CO
In accordance with the National Environmental Policy Act (NEPA) and the Federal Land Policy and Management Act (FLPMA), the Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD), which documents the BLM's decision to designate and manage four (4) Areas of Critical Environmental Concern (ACEC) within the Roan Plateau planning area. The Roan Plateau is located within Garfield and Rio Blanco Counties and within the jurisdiction of the Glenwood Springs Field Office in Colorado. The ROD announced today pertains only to approximately 21,034 acres of proposed ACEC and does not alter final decisions for the remaining approximately 52,568 acres within the Roan Plateau planning area, which were previously addressed in the Proposed Resource Management Plan Amendment/Final Environmental Impact Statement (PRMPA/FEIS) and Record of Decision announced in the Federal Register, Volume 72, Number 111, on Monday, June 11, 2007.

Notice of Extension of the Concession Contract for Bighorn Canyon National Recreation Area, MT
Pursuant to 36 CFR 51.23, public notice is hereby given that the National Park Service proposes to extend the expiring concession contract for the operation of the Ok-A-Beh Marina within Bighorn Canyon National Recreation Area, Montana for a period of up to 1 year, or until such time as a new contract is executed, whichever occurs sooner. This action is necessary to avoid interruption of visitor services.
Reporting Amendments
The MMS is amending existing regulations for reporting production and royalties on oil, gas, coal and other solid minerals, and geothermal resources produced from Federal and Indian leases in order to align the regulations with current MMS business practices. These amendments reflect changes that were implemented as a result of major reengineering of MMS financial systems and other legal requirements.

Notice of Availability of the Proposed Notice of Sale for the Outer Continental Shelf (OCS) Oil and Gas Lease Sale 207 in the Western Planning Area (WPA) in the Gulf of Mexico
The MMS announces the availability of the proposed Notice of Sale for proposed Sale 207 in the WPA. This Notice is published pursuant to 30 CFR 256.29(c) as a matter of information to the public. With regard to oil and gas leasing on the OCS, the Secretary of the Interior, pursuant to section 19 of the OCS Lands Act, provides the affected states the opportunity to review the proposed Notice. The proposed Notice sets forth the proposed terms and conditions of the sale, including minimum bids, royalty rates, and rentals.
Public Land Order No. 7695; Extension of Public Land Order No. 6674; Montana
This order extends the withdrawal created by Public Land Order No. 6674 for an additional 20-year period. This extension is necessary to continue protection of the Bureau of Land Management's Blacktail Creek Paleontological Site in Fergus County, Montana, which would otherwise expire on April 26, 2008.
Gulf of Mexico, Outer Continental Shelf, Central Planning Area, Oil and Gas Lease Sale 207 (2008) Environmental Assessment
The Minerals Management Service (MMS) is issuing this notice to advise the public, pursuant to the National Environmental Policy Act of 1969 (NEPA), as amended, 42 U.S.C. 4321 et seq., that MMS has prepared an environmental assessment (EA) for proposed Outer Continental Shelf (OCS) oil and gas Lease Sale 207 in the Western Gulf of Mexico (GOM) Planning Area (WPA) (Lease Sale 207) scheduled for August 2008. The preparation of this EA is an important step in the decision process for Lease Sale 207. The proposal for Lease Sale 207 was identified by the Call for Information and Nominations published in the Federal Register on December 3, 2007, and was analyzed in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2007-2012; Western Planning Area Sales 204, 207, 210, 215, and 218; Central Planning Area Sales 205, 206, 208, 213, 216, and 222Final Environmental Impact Statement; Volumes I and II (Multisale EIS, OCS EIS/EA MMS 2007-018). The proposal includes approximately 28.6 million acres offshore Texas and western Louisiana in water up to 10,978 ft (3,346 m) deep. This EA for proposed Lease Sale 207 reexamined the potential environmental effects of offering for lease all unleased blocks in the WPA (excluding unleased whole and partial blocks that are part of Flower Garden Banks National Marine Sanctuary, and whole and partial blocks that lie within the 1.4- nautical mile buffer zone north of the outer continental shelf boundary between the U.S. and Mexico). Alternatives excluded additional blocks in biologically sensitive areas of the western GOM, use of a nomination and tract selection leasing system, and no action. The EA determined that no new information about environmental resources or potential impacts were identified that were not considered in the Multisale EIS. MMS determined that a Supplemental EIS is not required and prepared a Finding of No New Significant Impact (FONNSI).
Public Land Order No. 7694; Revocation of Executive Order Dated April 7, 1868; Wisconsin
This order revokes in its entirety the withdrawal established by an Executive Order as to 9.06 acres of public land withdrawn from surface entry and reserved for use by the United States Coast Guard for lighthouse purposes. The reservation is no longer needed by the United States Coast Guard.
Public Land Order No. 7693; Revocation of the Withdrawal Established by Executive Order Dated February 4, 1909; Minnesota
This order revokes in its entirety the withdrawal established by an Executive Order as to 204.09 acres of public land withdrawn from surface entry and reserved for use by the United States Coast Guard for lighthouse purposes. No lighthouse was ever constructed and the United States Coast Guard has determined the reservation is no longer needed.

Extension of Approved Information Collection, OMB Control Number 1004-0189
In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) is requesting the Office of Management and Budget (OMB) to extend an existing approval to collect information from entities desiring a right-of-way across public lands under 43 CFR parts 2800 and 2880. The BLM and several other agencies use Form 299, Application for Transportation and Utility System and Facility, to determine whether applicants qualify to hold right-of-way grants across public lands, and for several other purposes.
Notice of Emergency Motorized Vehicle Closure and Restrictions for Specified Routes During the 2008 Moab Jeep Safari; Moab Field Office, UT
This notice restricts motorized use on 10 popular public land vehicle routes used by the Moab Jeep Safari during the 2008 Moab Jeep Safari organized group event. The action is in effect for the 2008 Jeep Safari event which takes place during the nine day period from March 15 to March 23, 2008. The following two components of the action apply only to users of motorized vehicles. Exclusive Use: On seven of the routes (Behind the Rocks, Cliff Hanger, Gold Bar Rim, Golden Spike, Moab Rim, Poison Spider Mesa, and Pritchett Canyon), motorized users holding a Special Recreation Permit for such use from the Bureau of Land Management, including participants in the Moab Jeep Safari, are granted exclusive use of the route while a Jeep Safari trip is occurring. This action temporarily excludes non-permit holding motorized users from these routes. One Way Travel: On three of the routes (Hell's Revenge, Kane Creek Canyon and Steel Bender), the routes are open to general motorized travel by non-permitted users in one direction only for the entire nine day duration of the Moab Jeep Safari. The dates for the Moab Jeep Safari and the dates when the Jeep Safari plans use of a route are posted at the Moab Field Office and on the Moab Field Office's Internet site at the addresses provided below. They are also available upon request.
Notice: Receipt of application for an Enhancement of Survival Permit; Request for Comments
The DuPage County Forest Preserve District (District) (Applicant) has applied to the U.S. Fish and Wildlife Service (Service) for an enhancement of survival permit pursuant to Section 10(a)(1)(A) of the Endangered Species Act of 1973, as amended (Act). The permit application includes a draft Safe Harbor Agreement (Agreement) between the Applicant and the Service for the Hine's emerald dragonfly (Somatochlora hineana). Section 9 of the Act and its implementing regulations prohibit the take of animal species listed as endangered or threatened. The definition of take under the Act includes the following activities: to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect listed animal species, or attempt to engage in such conduct (16 U.S.C. 1538). Section 10 of the Act, 16 U.S.C. 1539, establishes a program whereby persons seeking to pursue activities that otherwise could give rise to liability for unlawful ``take'' of federally protected species may receive a permit, which protects them from such liability. The Hine's emerald dragonfly (HED) was listed as endangered by the Service in January 1995. A Recovery Plan for the species was published in September 2001. The Service has made a preliminary determination that the proposed Agreement and permit application are eligible for categorical exclusion under the National Environmental Policy Act of 1969 (NEPA). The basis for this determination is contained in an Environmental Action Statement and low-effect screening form, which are also available for public review.
Central Utah Project Completion Act
Pursuant to the National Environmental Policy Act of 1969, the Department of the Interior, Central Utah Project Completion Act Office, and the Central Utah Water Conservancy District, as Joint Leads, will prepare an Environmental Assessment of the impacts associated with implementation of a Conjunctive Use Water Efficiency project in East Juab County, Utah. This project anticipates the rehabilitation of several existing wells, as well as the potential development of additional groundwater wells, in order to more efficiently utilize existing ground-water supplies in conjunction with existing surface water supplies. The project further anticipates implementation of additional centralized or distributed booster pump capability, extension of associated distribution system pipelines and overhead power lines, and development and implementation of a supervisory control and data acquisition (SCADA) system. Also anticipated is the construction of a bypass pipeline along a segment of existing irrigation canal to reduce loss of water during the late irrigation season period of water shortage and perforated infiltration pipelines to recharge water to the groundwater basin at other times.
