Agency Information Collection Activities: Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we will submit to OMB a new information collection request (ICR) for approval of the paperwork requirements for the National Spatial Data Infrastructure, Cooperative Agreements Program (NSDI CAP). To submit a proposal for the NSDI CAP three standard OMB forms and project narrative must be completed and submitted via on Grants.gov. This notice provides the public an opportunity to comment on the paperwork burden of these forms. Special Regulations; Areas of the National Park System
The National Park Service is proposing this rule to provide for the protection of the Western Snowy Plover (Charadrius alexandrinus nivosus), a species listed as threatened under the Endangered Species Act. Western Snowy Plovers overwinter within Golden Gate National Recreation Area (GGNRA) at both Crissy Field and Ocean Beach. This rulemaking will provide temporary protection for two areas until a permanent determination is made through the planning process for the entire park. The park is developing a Dog Management Plan/Environmental Impact Statement (EIS) and special regulations for dog management at GGNRA is expected to be completed by winter 2009.

Notice of Correction to the Notice of Minor Amendments to the Charter of the Science Technical Advisory Panel for the North Slope Science Initiative and Call for Nominations
The Bureau of Land Management published a Notice of Minor Amendments to the Charter of the Science Technology Advisory Panel for the North Slope Science Initiative in the Federal Register on November 5, 2007 [72 FR 62487]. This notice corrects the e-mail address of John Payne and the statement in the SUPPLEMENTARY INFORMATION section which stated that appointees would serve with monetary compensation. This sentence is corrected to read: ``Appointees will serve without monetary compensation, but may be reimbursed for travel and per diem expenses at current rates for Federal government employees.''
Texas Regulatory Program and Abandoned Mine Land Reclamation Plan
We, the Office of Surface Mining Reclamation and Enforcement (OSM), are approving amendments to the Texas regulatory program (Texas program) and the Texas abandoned mine land reclamation plan (Texas plan) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Texas proposed revisions to and additions to regulations concerning post mining land uses; terms and conditions of the bond; topsoil redistribution; standards for revegetation success; public hearing; review of notice of violation or cessation order; determination of amount of penalty; assessment of separate violation for each day; request for hearing; and liens. Also, Texas proposed revisions to its statute concerning liens and administrative penalty for violation of permit conditions. Texas intends to revise its program and plan to be consistent with the corresponding Federal regulations and/or SMCRA, to clarify ambiguities, and to improve operational efficiency.
Migratory Bird Permits; Revisions to Migratory Bird Import and Export Regulations
We, the U.S. Fish and Wildlife Service, propose changes in the regulations governing migratory bird permitting. We propose to amend 50 CFR part 21 to resolve problems related to export of species covered by Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) permits or certificates; to allow the importation and possession without an import permit of legally acquired migratory game birds in the families Anatidae, Columbidae, Gruidae, Rallidae, or Scolopacidae that were lawfully hunted in a foreign country; to extend the period of time for which an Import and Export permit is valid from 3 to 5 years; and to reorganize and reword the regulations to make them easier to understand.
Draft Revised Recovery Plan for the Attwater's Prairie-Chicken (Tympanuchus cupido attwateri
We, the U.S. Fish and Wildlife Service (Service), announce the availability of the draft revised recovery plan for the Attwater's prairie-chicken (Tympanuchus cupido attwateri). This is the second revision of the recovery plan for this species; the original was completed in 1983. We are soliciting review and comment from the public on this draft revised recovery plan.
Proposed Safe Harbor Agreement for the California Red-Legged Frog for Landowners Restoring Aquatic and Riparian Habitat in the Pine Gulch Creek Watershed in Marin County, CA
This notice advises the public that the Marin County Agriculture Commission (Applicant) has applied to the U.S. Fish and Wildlife Service (Service) for an enhancement of survival permit pursuant to Section 10(a)(1)(A) of the Endangered Species Act of 1973, as amended (Act). The permit application includes a proposed Safe Harbor Agreement (Agreement) between the Applicant and the Service for the threatened California red-legged frog (Rana aurora draytonii). The Agreement and permit application are available for public comment.

In accordance with the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 et. seq., as amended, and the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4321 et. seq., as amended, the Bureau of Land Management (BLM), Shoshone Field Office, announces the availability of the Final Environmental Impact Statement (FEIS) for the Bald Mountain Ski Resort Master Development Plan EIS. The FEIS analyzes and discloses the effects of the updated Bald Mountain Ski Area Master Development Plan and 40-year term ski permit application for the Bald Mountain Ski Area near Ketchum, Idaho.
Direct Sale of Public Land in San Miguel County, NM
The Bureau of Land Management (BLM) proposes direct (non- competitive) sales of two parcels of public land, containing 1.07 acres and 1.04 acres located in San Miguel County, New Mexico. The described public land has been examined and through the public-supported land use planning process has been determined to be suitable for disposal by direct sale pursuant to section 203 of the Federal Land Policy and Management Act of 1976 (90 Stat. 2750, 43 U.S.C. 1713), as amended, at no less than the appraised fair market value. These sales will resolve two inadvertent trespasses on public land. An appraisal of the subject parcels fair market value is being prepared and when completed will be available for review at the BLM's Taos Field Office at the address stated below. Upon the completion and approval of the appraisal report, a subsequent notice will be published in the local newspaper specifying the fair market value.
State of Arizona Resource Advisory Council Meeting
In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on December 6, 2007, in Phoenix, Arizona, at the BLM Arizona State Office, One North Central Avenue, 8th floor. It will begin at 8 a.m. and conclude at 4:30 p.m. Morning agenda items include: Review of the September 6, 2007, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; presentations on: BLM Energy Corridors in Arizona, BLM Recreation Webpage Redesign, BLM Route Evaluation and Designation Process; and Recreational Shooting on Public Lands; review and discussion of the 2008 RAC Annual Work Plan; and, reports by RAC working groups. A public comment period will be provided at 11:30 a.m. on December 6, 2007, for any interested publics who wish to address the Council on BLM programs and business. Under the Federal Lands Recreation Enhancement Act, the RAC has been designated the RRAC, and has the authority to review all BLM and Forest Service (FS) recreation fee proposals in Arizona. The afternoon meeting agenda on December 6, will include discussion and review of the Recreation Enhancement Act (REA) Working Group Report, the Fiscal Year 2008 quarterly schedule for BLM and FS recreation fee proposals, and proposed modifications to the RRAC protocol, business cycle, and fee proposal guidelines. After completing their RRAC business, the BLM RAC will discuss future meetings and locations.
Change in Discount Rate for Water Resources Planning
The Water Resources Planning Act of 1965 and the Water Resources Development Act of 1974 require an annual determination of a discount rate for Federal water resources planning. The discount rate for Federal water resources planning for fiscal year 2008 is 4.875 percent. Discounting is to be used to convert future monetary values to present values.

Temporary Closure of Selected Public Lands in La Paz County, AZ
The Bureau of Land Management (BLM) Lake Havasu Field Office announces the temporary closure of selected public lands under its administration in La Paz County, Arizona. This action is being taken to help ensure public safety and prevent unnecessary environmental degradation during the permitted running of the Best in the Desert 2008 Parker 250, and 2008 Blue Water Resort and Casino Parker 425 Desert Races. Areas subject to this closure include all public land; including county maintained roads and highways located on public lands that are located within two miles of the designated course. The race course and closure areas are described in the Supplementary Information section of this notice and maps of the designated race course are maintained in the Bureau of Land Management Lake Havasu Field Office, 2610 Sweetwater Avenue, Lake Havasu City, AZ 86406.
Notice of Availability of the Draft Programmatic Environmental Impact Statement for the Designation of Energy Corridors in Eleven Western States and Notice of Public Hearings
DOE and BLM of the DOI as co-lead agencies, and the U.S. Forest Service (FS) of the Department of Agriculture, the Department of Defense (DOD), and the U.S. Fish and Wildlife Service (USFWS) of the DOI as cooperating Federal Agencies (the Agencies) announce the availability of the Draft Programmatic Environmental Impact Statement for the Designation of Energy Corridors in the 11 Western States (Draft PEIS) (DOE/EIS0386) and the dates and locations for the public hearings to receive comments on the Draft PEIS. The Coeur d'Alene Tribe, the California Energy Commission (CEC), the California Public Utilities Commission (CPUC), the State of Wyoming, and the Lincoln, Sweetwater, and Uinta counties and conservation districts in Wyoming are also cooperating agencies. The Department of Commerce (DOC) and the Federal Energy Regulatory Commission (FERC) are consulting agencies. The Agencies prepared the Draft PEIS pursuant to the National Environmental Policy Act of 1969 (NEPA), as amended, 42 U.S.C. 4321 et seq., the Council on Environmental Quality NEPA regulations, 40 CFR Parts 1500-1508, the DOE NEPA regulations, 10 CFR part 1021, and 10 CFR part 1022, Compliance with Floodplain and Wetland Environmental Review Requirements, the BLM planning regulations, 43 CFR part 1600, and applicable FS planning regulations. Section 368 of the Energy Policy Act of 2005 (EPAct 2005), Public Law 109-58, directs the Secretary of Agriculture, the Secretary of Commerce, the Secretary of Defense, the Secretary of Energy and the Secretary of the Interior, in consultation with FERC, States, tribal or local units of governments, as appropriate, affected utility industries, and other interested persons, to designate, under their respective authorities, corridors for oil, gas, and hydrogen pipelines and electricity transmission and distribution facilities on Federal land in the 11 contiguous Western States (as defined in section 103(o) of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1702(o)), perform any environmental reviews that may be required to complete the designation of such corridors, and incorporate the designated corridors into relevant agency land use and resource management plans or equivalent plans. The 11 Western States are Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.
Notice of Extension for the Final Environmental Impact Statement (FEIS) for the Smoky Canyon Mine, Panels F and G
The Bureau of Land Management (BLM) announces an extenion of the mandatory 30-day waiting period prior to releasing the Record of Decision (ROD) for the Smoky Canyon Mine, Panels F and G Mine Expansion Project. The original availability notice, issued October 26, 2007, provided for a 30-day waiting period prior to the release of the ROD. The BLM is extending this period until December 26, 2007.
Big Branch Marsh National Wildlife Refuge
The Fish and Wildlife Service announces that a Final Comprehensive Conservation Plan (CCP) and Finding of No Significant Impact (FONSI) for Big Branch Marsh National Wildlife Refuge in St. Tammany Parish, Louisiana, is available for distribution. The CCP was prepared pursuant to the National Wildlife Refuge System Improvement Act of 1997, and in accordance with the National Environmental Policy Act of 1969, and describes how the refuge will be managed for the next 15 years. The compatibility determinations for hunting, fishing, wildlife observation and photography, environmental education and interpretation, bicycling, trapping of selected furbearers, forest management, and mosquito management are also available within the CCP.

Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Five Endangered and Two Threatened Mussels in Four Northeast Gulf of Mexico Drainages
We, the U.S. Fish and Wildlife Service (Service), are designating critical habitat for the endangered fat threeridge (Amblema neislerii), shinyrayed pocketbook (Lampsilis subangulata), Gulf moccasinshell (Medionidus penicillatus), Ochlockonee moccasinshell (Medionidus simpsonianus), and oval pigtoe (Pleurobema pyriforme), and the threatened Chipola slabshell (Elliptio chipolaensis) and purple bankclimber (Elliptoideus sloatianus) (collectively referred to as the seven mussels) under the Endangered Species Act of 1973, as amended (Act). The total length of streams designated is approximately 1,185.9 river miles (river mi) (1,908.5 river kilometers (river km)). The critical habitat is located in Houston and Russell counties, Alabama; in Alachua, Bay, Bradford, Calhoun, Columbia, Franklin, Gadsden, Gulf, Jackson, Leon, Liberty, Union, Wakulla, and Washington counties, Florida; and in Baker, Calhoun, Coweta, Crawford, Crisp, Decatur, Dooly, Dougherty, Early, Fayette, Grady, Lee, Macon, Marion, Meriwether, Miller, Mitchell, Peach, Pike, Schley, Spalding, Sumter, Talbot, Taylor, Terrell, Thomas, Upson, Webster, and Worth counties, Georgia.

Notice on Outer Continental Shelf Oil and Gas Lease Sales
Pursuant to the authority vested in the Director of the Minerals Management Service by the joint bidding provisions of 30 CFR 256.41, each entity within one of the following groups shall be restricted from bidding with any entity in any other of the following groups at Outer Continental Shelf oil and gas lease sales to be held during the bidding period November 1, 2007, through April 30, 2008. The List of Restricted Joint Bidders published in the Federal Register on April 17, 2007, covered the period May 1, 2007, through October 31, 2007.
Environmental Assessment (EA), Beaufort Sea Outer Continental Shelf (OCS) Deep-Penetration Seismic Survey-2007
The Minerals Management Service (MMS) has prepared an environmental assessment (EA) for Shell Offshore, Inc's. (SOI) proposed seismic surveys in the Beaufort Sea Outer Continental Shelf (OCS) in 2007. The EA concludes that with required mitigation no significant adverse effects (40 CFR 1508.27) on the quality of the human environment would occur. Therefore MMS issued a Finding of No Significant Impact (FONSI). Based on the FONSI, MMS issued to SOI the Geological and Geophysical (G&G) Permit 2007-04, which contained mitigation measures to ensure that the Beaufort Sea's fish, wildlife, and Alaska Native subsistence resources would not be adversely impacted.

Emergency Closures and Restrictions on Public Land in Oregon
Pursuant to Title 43 Code of Federal Regulations (CFR), Sec. 8364.1 and 43 CFR 8341.2(a), the Bureau of Land Management (BLM) Medford District Office is publishing these closures and restrictions for motorized vehicles on certain public lands in Jackson County Oregon. These lands are located within the Timber Mountain Off-Highway Vehicle (OHV) Area, under the jurisdiction of the BLM Medford District Office. The closures and restrictions are needed in order to protect the area's natural resources and provide for public health and safety and address ongoing resource damage, vehicles and off-road vehicles, and conduct.

Pursuant to the National Environmental Policy Act, this notice announces the availability of the Final Recirculated Coachella Valley Multiple Species Habitat Conservation Plan/Natural Community Conservation Plan (MSHCP), Final Recirculated Environmental Impact Report/Supplemental Environmental Impact Statement (Final EIR/EIS), and Implementing Agreement. The Coachella Valley Association of Governments, Coachella Valley Conservation Commission, County of Riverside, Riverside County Flood Control and Water Conservation District, Riverside County Parks and Open Space District, Riverside County Waste Management District, Coachella Valley Water District, Imperial Irrigation District, California Department of Transportation, California Department of Parks and Recreation, Coachella Valley Mountains Conservancy, and the cities of Cathedral City, Coachella, Indian Wells, Indio, La Quinta, Palm Desert, Palm Springs, and Rancho Mirage (Applicants) applied to the U.S. Fish and Wildlife Service (Service) for an incidental take permit pursuant to section 10(a)(1)(B) of the Endangered Species Act of 1973, as amended (Act). The permit is needed to authorize incidental take of listed animal species due to development and certain other activities in the approximately 1.1 million acre Plan Area in the Coachella Valley of Riverside County, California. The Service is publishing this notice to inform the public of the proposed action and to make available for review the Final EIR/ EIS, which includes responses to public comments received on the March 2007, Recirculated Draft EIR/Supplemental Final EIS. The MSHCP also incorporates a Public Use and Trails Plan, which includes proposals that address non-motorized recreation activities on Federal and non-Federal lands in the Santa Rosa and San Jacinto Mountains. The Bureau of Land Management (BLM) is a Cooperating Agency in this planning process and will use this Final EIR/EIS to make decisions on BLM-administered public lands pertaining to trail use in the Santa Rosa and San Jacinto Mountains. The proposals constitute activity (implementation) level actions in furtherance of the California Desert Conservation Area Plan (1980), as amended, and the Santa Rosa and San Jacinto Mountains National Monument Management Plan (2004). Sporting Conservation Council
This notice announces a meeting of the Sporting Conservation Council (Council). Notice of Proposed Land Transfer; Utah
The Department of Energy has filed an application requesting the Secretary of the Interior to permanently transfer 500 acres of public land to the Department of Energy (DOE) to be used for the Crescent Junction Uranium Mill Tailings Repository. As a result of the transfer, except for oil and gas leasing, the land would no longer be subject to the general land laws, including the United States mining laws, other mineral or geothermal leasing, and mineral material sales. The Secretary of the Interior would retain jurisdiction of any prior existing claims, rights, and interests in this land.
Notice of Proposed Supplementary Rules on Public Land in Nevada
The Bureau of Land Management (BLM) Winnemucca Field Office, Nevada, and Surprise Field Office, California, are proposing supplementary rules for the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area (NCA), associated designated wilderness, and other contiguous lands as identified in the Resource Management Plan (RMP) and Record of Decision. The rules are needed in order to protect the area's natural and cultural resources and provide for public health and safety on public lands. These rules do not propose or implement any land use limitation or restrictions other than those limitations or restrictions included within the decisions in the RMP or allowed for by existing law or regulation.
California Bay-Delta Public Advisory Committee Public Meeting
In accordance with the Federal Advisory Committee Act, the California Bay-Delta Public Advisory Committee (Committee) will meet on December 13, 2007. This meeting will be held jointly with the California Bay-Delta Authority. The agenda for the joint meeting will include discussions with State and Federal agency representatives on CALFED End of Stage 1 decisions and planning for Stage 2 actions for the CALFED Bay-Delta Program (Program); and approval of the 2007 Statement of Program Accomplishments and Progress, and the 2008 Program Plans. The meeting will also include reports from the Lead Scientist and the Independent Science Board, along with updates on Delta Vision, Delta Risk Management Strategy, Bay-Delta Conservation Plan, Program Performance and Tracking, Performance Measures, and an Environmental Justice Framework.

Endangered and Threatened Wildlife and Plants; Response to Court on Significant Portion of the Range, and Evaluation of Distinct Population Segments, for the Queen Charlotte Goshawk (Accipiter gentilis laingi
We, the U.S. Fish and Wildlife Service (Service), announce our response to the May 24, 2004, order of the United States District Court for the District of Columbia in Southwest Center for Biological Diversity, et al. v. Norton, et al. (Civil Action No. 98-0934 (RMU)), directing the Service, on remand, to determine whether Vancouver Island constitutes a significant portion of the range of the Queen Charlotte goshawk (Accipiter gentilis laingi) and whether the goshawk should be listed as threatened or endangered on Vancouver Island, in connection with our 1997 finding on a petition to list the Queen Charlotte Goshawk as threatened or endangered under the Endangered Species Act of 1973, as amended (Act). After a thorough review of the best scientific and commercial data available, we conclude that Vancouver Island is a significant portion of the Queen Charlotte goshawk's range and that listing the subspecies on Vancouver Island is warranted. In addition to addressing the court's remand, we have assessed whether listing is warranted for the Queen Charlotte goshawk beyond Vancouver Island. Our review has indicated that the subspecies' populations in British Columbia and Alaska each constitute distinct population segments (DPSs) of the Queen Charlotte goshawk. Based on differences in forest management, with substantially greater existing and anticipated habitat loss in British Columbia than in Alaska, we find that we have sufficient information about biological vulnerability and threats to the goshawk to determine that the entire British Columbia DPS warrants listing as threatened or endangered. We find that the best available information on biological vulnerability and threats to the goshawk does not support listing the Alaska DPS as threatened or endangered at this time. Pursuant to section 4(b)(3)(B)(ii) we will promptly publish in the Federal Register a proposed rule to list the British Columbia DPS of the Queen Charlotte goshawk. In that proposed rule we will indicate whether the British Columbia DPS and the Vancouver Island portion of the range should be listed as either endangered or threatened.
Notice of Public Workshop To Discuss the Possible Need for Suspension of Operations Specifically Related to High Pressure or High Temperature Equipment
The MMS will hold a workshop to discuss the possible need to develop a new regulation allowing for a Suspension of Operations, specifically related to high pressure or high temperature equipment needed for safe drilling, completion, or production operations. This Suspension of Operations would allow for an extension of a lease when the modification of existing technology is considered necessary in order to operate in frontier areas due to unexpected high temperatures or high pressures encountered on your lease. This type of Suspension of Operations would not apply to the initial design, development, or manufacturing of new technology.
