Department of the Army September 2009 – Federal Register Recent Federal Regulation Documents

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Department of the Army announces the extension of a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

In a notice published in the Federal Register on June 9, 2009, (74 FR 27294), comments received from various entities were erroneously omitted. To correct, the remaining comments will be listed below with responses from SDDC. Additionally, a notice published in the Federal Register on July 10, 2009, (74, FR 33219) indicated the effective date was no longer July 9, 2009 and that a new effective date would be announced at a later date. The new effective date is listed below.

The Department of the Army is proposing to add a system of records to its existing inventory of records systems subject to the Privacy Act of 1974, (5 U.S.C. 552a), as amended.

The Department of the Army announces the general availability of exclusive, partially exclusive or non-exclusive licenses relative to Journal Bearing Analysis Suite computer modeling code. The Department of the Army announces the availability of a DEIS that analyzes the environmental and socioeconomic impacts of implementing the stationing and realignment decisions in the 2007 ``Grow the Army'' Programmatic EIS (GTA PEIS) and other ongoing Army realignment and stationing initiatives pertaining to Fort Lewis and YTC. The GTA PEIS Record of Decision (ROD) specified the stationing of additional units at Fort Lewis including an Expeditionary Sustainment Command, and directed unit restructuring actions that would increase active duty strength at Fort Lewis by approximately 1,900 Soldiers. The DEIS also analyzes Fort Lewis and YTC as potential locations for the stationing of approximately 1,000 combat service support (CSS) Soldiers consisting of quartermaster, medical, transportation, headquarters or other CSS units to support combat operations, and the potential stationing of a medium Combat Aviation Brigade (CAB) consisting of approximately 2,800 soldiers and 110 helicopters.

The notice of an open meeting scheduled for Sep 15, 2009 published in the Federal Register on August 31, 2009 (74 FR 44828) has a revised classification and agenda. The survivability and deployability study of ground platforms session (1230-1330) will be a classified session at the Secret clearance level. A second unclassified session (1345-1430) has been added to adopt recommendations from the ASB Installation 2025 study. The meeting will now be adjourned at 1445 EDT.
