The U.S. Air Force (USAF) and the U.S. Army, acting as a Cooperating Agency, are issuing this Amended Notice of Intent, updating the original notice published on March 16, 2020 (Federal Register, Vol. 85., No. 51, 14928) of their continuing intent to prepare an Environmental Impact Statement (EIS) to assess the potential social, economic, and environmental impacts associated with modifying the conditions under which indirect live-fire weapons training can be conducted at Joint Base Elmendorf-Richardson (JBER), in order to meet Army training standards at home station. However, as a direct result of the National Emergency declared by the President on Friday, March 13, 2020, in response to the coronavirus (COVID-19) pandemic in the United States and the Center for Disease Control's recommendations for social distancing and avoiding large public gatherings, the Air Force is now canceling the two public scoping meetings between April 13, 2020 and April 14, 2020. In lieu of the public scoping meetings, the Air Force will use the alternative means set forth below to inform the public and stakeholders and to obtain input for scoping the proposed action.

Goldwater Range (BMGR) land withdrawal and reservation in Arizona. The LEIS will also address a proposal to withdrawal approximately 2,366 acres of additional public land adjacent to Gila Bend Air Force Auxiliary Airfield to enhance the security and safety of flight operations at the airfield. However, as a direct result of the National Emergency declared by the President on Friday, March 13, 2020, in response to the coronavirus (COVID-19) pandemic in the United States and the Center for Disease Control's recommendations for social distancing and avoiding large public gatherings, the Air Force is now canceling five public scoping meetings between April 9, 2020 and April 30, 2020. Privacy Act of 1974; System of Records
The AF is modifying the System of Records titled, ``Telecommunications Notification System,'' F010 AFSPC A. This System of Records will become the DoD ``Enterprise Mass Warning and Notification System (EMWNS),'' DCIO 02 DoD. The DoD seeks to implement a system to quickly send alert notifications to Active Duty, Reserve, and National Guard personnel, dependents, DoD civilians, and contractors in an emergency event. The system efficiently notifies and communicates critical safety information to personnel located both on and off military locations. The system enables respondents to communicate with their respective chains of command to account for themselves during emergency events.

The previous Air Force Scientific Advisory Board Federal Register Notice, Vol. 85, No. 46, published on Monday March 9, 2020, is hereby withdrawn. The United States Air Force Scientific Advisory Board Meeting to be held on April 2, 2020 is cancelled. Due to circumstances beyond the control of the Department of Defense and the Designated Federal Officer for the U.S. Air Force Scientific Advisory Board was unable to provide public notification required by concerning the cancellation of the previously noticed meeting of the U.S. Air Force Scientific Advisory Board for April 2, 2020. Accordingly, the Advisory Committee Management Officer for the Department of Defense waives the 15-calendar day notification requirement.

Air Force Academy Preparatory School
This final rule removes the regulation concerning how the Department of the Air Force accesses individuals into the Air Force Academy Preparatory School. This part is outdated, contains internal guidance, reiterates statutory law, and is otherwise subject to the military function exemption to rulemaking. Candidates to the preparatory school are individually provided with any relevant entrance information and the current policy is publically available on the department's website. Therefore, this part is unnecessary and can be removed from the CFR.
