The Department of State is seeking Office of Management and Budget (OMB) approval for the information collection described below. In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. The purpose of this notice is to allow 60 days for public comment preceding submission of the collection to OMB.

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``40 Part Motet,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit objects at The Cleveland Museum of Art, Cleveland, OH, from on or about May 4, 2013, until on or about June 9, 2013; The Metropolitan Museum of Art, New York, NY, from on or about November 9, 2013, until on or about December 8, 2013, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The Department of State is amending the International Traffic in Arms Regulations (ITAR) to implement the Treaty Between the Government of the United States of America and the Government of Australia Concerning Defense Trade Cooperation, identify via a supplement to the ITAR the defense articles and defense services that cannot be exported pursuant to the licensing exemption created by the Treaty, and make certain other corrections to the supplement.

The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the Working Group II Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Impacts, Adaptation & Vulnerability. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. The IPCC develops a comprehensive assessment spanning all the above topics approximately every six years. The First Assessment Report was completed in 1990, the Second Assessment Report in 1995, the Third Assessment Report in 2001, and the Fourth Assessment in 2007. Three working group volumes and a synthesis report comprise the Fifth Assessment Report. Working Group I assesses the scientific aspects of the climate system and climate change; Working Group II assesses the vulnerability of socio-economic and natural systems to climate change, potential negative and positive consequences, and options for adapting to it; and Working Group III assesses options for limiting greenhouse gas emissions and otherwise mitigating climate change. Authors were nominated starting in January 2010 and selected in May 2010. All IPCC reports go through two broad reviews: a ``first-order draft'' reviewed by experts, and a ``second-order draft'' reviewed by both experts and governments. The Second Order Draft of the Working Group II contribution to the 5th Assessment Report will be available for review beginning on 29 March 2013. As part of the U.S. Government Review of the Second Order Draft of the Working Group II Contribution to the 5th Assessment Report, the U.S. Government is soliciting comments from experts in relevant fields of expertise (Again, the Table of Contents for the Working Group contribution can be viewed here: https://www.ipcc-wg2.gov/AR5/AR5_ documents/doc20-rev1.pdf) Experts may now register to review the draft report at: https:// review.globalchange.gov; the report will be available for download once it is released, 29 March 2013. To be considered for inclusion in the U.S. Government submission, comments must be received by 01 May 2013. The United States Global Change Research Program will coordinate collection and compilation of U.S. expert comments and the review of the report by a Review Committee of Federal scientists and program managers in order to develop a consolidated U.S. Government submission, which will be provided to the IPCC by 24 May 2013. Expert comments received within the comment period will be considered for inclusion in the U.S. Government submission. On March 12, 2013, notice was published on page 15802 of the Federal Register (volume 78, number 48) of determinations made by the Department of State pertaining to the exhibit ``Hans Richter: Encounters.'' The referenced notice is corrected to accommodate an additional object to be included in the exhibition. This notice announces meetings of the Department of State's International Telecommunication Advisory Committee (ITAC) to review the activities of its ad hoc group for preparations for the ITU World Telecommunication Development Conference (WTDC 2014), as well as preparations for other, related meetings at the ITU. The ITAC will meet on April 17, 2013 at 2PM EDT to review the work already performed in the ITAC-D ad hoc and the plans for preparation for related ITU meetings for the rest of this year. This meeting of the ITAC will be held at the Department of State, followed by additional meetings of the ITAC-D ad hoc of the ITAC on April 30, 2013 at 1300 Eye Street NW., Washington, DC fourth floor West Tower. Subsequent meetings of the ITAC-D and other ad hocs will be scheduled later. Details on these ITAC-D ad hoc meetings for preparations for WTDC14 will be announced on the Department of State's email list, ITAC- D@lmlist.state.gov. Meetings of other ad hocs will be initially announced on the list: ITAC@lmlist.state.gov. On October 12, 2011, notice was published on page 63341 of the Federal Register (volume 76, number 197) of determinations made by the Department of State pertaining to the exhibition ``The Dead Sea Scrolls: Life and Faith in Biblical Times.'' The referenced notice was corrected on October 19, 2012, by a notice published on pages 64373- 64374 of the Federal Register (volume 77, number 203) to change the exhibition name to ``The Dead Sea Scrolls: Life and Faith in Ancient Times'' and to include additional objects as part of the exhibition. Today's notice is being issued to include an additional object in the exhibition.
