Notice of the Next CAFTA-DR Environmental Affairs Council Meeting

The Department of State and the Office of the United States Trade Representative are providing notice that the government parties to the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) intend to hold the seventh meeting of the Environmental Affairs Council (Council) established under Chapter 17 of that agreement in Santo Domingo, Dominican Republic on May 9, 2013 at a venue to be announced. All interested persons are invited to attend a public session beginning at 2:00 p.m. on May 9. During the meeting, each Council Member will present its country's progress in implementing Chapter 17 obligations and the impacts of environmental cooperation in their respective countries. The Council will also receive a presentation from the CAFTA-DR Secretariat for Environmental Matters (SEM). For the public session of the meeting, the Council will highlight issues from the above discussion elements with a particular focus on Chapter 17 obligations and environmental cooperation successes. All interested persons are invited to attend a public session where they will have the opportunity to ask questions and discuss implementation of Chapter 17 and environmental cooperation with Council Members. In addition, the SEM will present on the public submission process established under Chapter 17. More information on the Council is included below under Supplementary Information. Call for Expert Reviewers to the U.S. Government Review of the Working Group II Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Impacts, Adaptation & Vulnerability

The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the Working Group II Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Impacts, Adaptation & Vulnerability. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. The IPCC develops a comprehensive assessment spanning all the above topics approximately every six years. The First Assessment Report was completed in 1990, the Second Assessment Report in 1995, the Third Assessment Report in 2001, and the Fourth Assessment in 2007. Three working group volumes and a synthesis report comprise the Fifth Assessment Report. Working Group I assesses the scientific aspects of the climate system and climate change; Working Group II assesses the vulnerability of socio-economic and natural systems to climate change, potential negative and positive consequences, and options for adapting to it; and Working Group III assesses options for limiting greenhouse gas emissions and otherwise mitigating climate change. Authors were nominated starting in January 2010 and selected in May 2010. All IPCC reports go through two broad reviews: a ``first-order draft'' reviewed by experts, and a ``second-order draft'' reviewed by both experts and governments. The Second Order Draft of the Working Group II contribution to the 5th Assessment Report will be available for review beginning on 29 March 2013. As part of the U.S. Government Review of the Second Order Draft of the Working Group II Contribution to the 5th Assessment Report, the U.S. Government is soliciting comments from experts in relevant fields of expertise (Again, the Table of Contents for the Working Group contribution can be viewed here: https://www.ipcc-wg2.gov/AR5/AR5_ documents/doc20-rev1.pdf) Experts may now register to review the draft report at: https:// review.globalchange.gov; the report will be available for download once it is released, 29 March 2013. Expert comments received within the comment period will be considered for inclusion in the U.S. Government submission. Proposed Keystone XL Project; Public Meeting Following Release of the Draft Supplemental Impact Statement

On March 1, the Department of State released the Draft Supplemental Environmental Impact Statement (SEIS) for the Presidential Permit application for the proposed Keystone XL pipeline. The document is a draft technical review of potential environmental impacts. It does not make any recommendations on whether the pipeline border crossing should be approved or denied. Consistent with the National Environmental Policy Act (NEPA), the Department of State (the Department) is holding a public comment period. The 45-day public comment period began on March 8. The Department has decided to hold a public meeting in conjunction with the public comment period. The Department will take into account public comments before the Draft SEIS is finalized. Once final, the document will help inform the U.S. government's decision on whether the Keystone XL pipeline serves the national interest. Purpose of the Nebraska Meeting: The meeting in Grand Island, Nebraska is an opportunity for the public to provide comments on the Draft Supplemental Environmental Impact Statement and express views on the proposed Keystone XL pipeline. Participants are encouraged to present information regarding the analysis in the Draft SEIS. The public meeting is a listening session: the Department of State will not be responding to questions or comments at the meeting. Written comments will also be accepted. Preparations for the International Telecommunication Union World Telecommunication Development Conference (ITU WTDC 2014)

This notice announces meetings of the Department of State's International Telecommunication Advisory Committee (ITAC) to review the activities of its ad hoc group for preparations for the ITU World Telecommunication Development Conference (WTDC 2014), as well as preparations for other, related meetings at the ITU. The ITAC will meet on April 17, 2013 at 2PM EDT to review the work already performed in the ITAC-D ad hoc and the plans for preparation for related ITU meetings for the rest of this year. This meeting of the ITAC will be held at the Department of State, followed by additional meetings of the ITAC-D ad hoc of the ITAC on April 30, 2013 at 1300 Eye Street NW., Washington, DC fourth floor West Tower. Subsequent meetings of the ITAC-D and other ad hocs will be scheduled later. The Defense Trade Advisory Group (DTAG) will meet in open session from 1:00 p.m. until 5 p.m. on Thursday, May 9, 2013 at 1777 F Street NW., Washington, DC Entry and registration will begin at 12:30 p.m. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. The purpose of the meeting will be to discuss current defense trade issues and topics for further study. The following agenda topics will be discussed: review of the current definitions of technical data, as well as the control language applied in each regulation, resulting in harmonized definitions and controls in the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR); review of cloud computing, its various implementation arrangements, and a report on the implications for regulators and possible guidance that might be promulgated for use by exporters consistent with regulatory controls; and review of the current definitions of fundamental research, resulting in a harmonized definition that can be used in both the ITAR and the EAR. Members of the public may attend this open session and will be permitted to participate in the discussion in accordance with the Chair's instructions. Members of the public may, if they wish, submit a brief statement to the committee in writing. Under E.O. 13337, the Secretary of State is authorized to issue Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other non- gaseous fuels to or from a foreign country. Enbridge Energy (Enbridge) has applied to the Department for an amendment to their current Presidential Permit authorizing it to operate at a higher capacity the existing crude oil pipeline (known as ``Line 67''). To approve the amendment, the Department of State must find that issuance would serve the national interest. In the course of processing such applications, the Department consults extensively with concerned Federal and State agencies, and invites public comment in arriving at its determination. The Department issued a Final Environmental Impact Statement (FEIS) on June 5, 2009, as part of its review of the initial Presidential Permit application for Line 67. On August 3, 2009, the Department issued a Presidential Permit authorizing the construction, operation and maintenance of facilities at the U.S.-Canada border for Line 67 (known at the time of permit issuance as the ``Alberta Clipper'' pipeline). Enbridge completed construction of Line 67 in 2010 pursuant to the original Presidential Permit issued by the Department. Line 67 is currently fully operational, transporting 450,000 to 500,000 barrels per day (bpd) of crude oil across the border from the Western Canadian Sedimentary Basin to Enbridge's terminal located in Superior, Wisconsin. From there, the material is shipped to various markets in the United States and Canada. Enbridge is now proposing to expand the volume transported across the border in the Line 67 Pipeline in order to help address current and future demand by U.S. and Canada refineries for supplies of heavy crude oil from the Western Canadian Sedimentary Basin (WCSB) (``the Enbridge Energy, Line 67 Expansion Project''). The Department has determined that before determining whether to authorize the proposed higher capacity operation of Line 67 at the U.S. border, it will conduct an environmental review of the Project consistent with the National Environmental Policy Act (``NEPA''). The Department will evaluate the impacts associated with operating Line 67 at its full design capacity of 880,000 bpd. The purpose of this Notice of Intent (NOI) is to inform the public about the proposed action, announce plans for scoping opportunities, invite public participation in the scoping process, and solicit public comments for consideration in establishing the scope and content of the SEIS.

On October 12, 2011, notice was published on page 63341 of the Federal Register (volume 76, number 197) of determinations made by the Department of State pertaining to the exhibition ``The Dead Sea Scrolls: Life and Faith in Biblical Times.'' The referenced notice was corrected on October 19, 2012, by a notice published on pages 64373- 64374 of the Federal Register (volume 77, number 203) to change the exhibition name to ``The Dead Sea Scrolls: Life and Faith in Ancient Times'' and to include additional objects as part of the exhibition. Today's notice is being issued to include an additional object in the exhibition.
