Determination and Certification Under
the Foreign Assistance Act Relating to
the Largest Exporting and Importing
Countries of Certain Precursor
Chemicals
Pursuant to Section 490(b)(1)(A) of
the Foreign Assistance Act of 1961, as
amended, I hereby determine and certify
that the top five exporting and
importing countries and economies of
pseudoephedrine and ephedrine
(Belgium, China, Egypt, Germany, India,
Indonesia, Poland, Singapore, South
Korea, Switzerland, Taiwan, and the
United Kingdom) have cooperated fully
with the United States, or have taken
adequate steps on their own, to achieve
full compliance with the goals and
objectives established by the 1988
United Nations Convention Against
Illicit Traffic in Narcotic Drugs and
Psychotropic Substances.
This determination and certification
shall be published in the Federal
Register, and copies shall be provided
to the Congress together with the
accompanying Memorandum of
Justification.

amended, and that these persons have
provided reliable assurances that they

September 14, 2011, the Department of
State issued a public notice that the

At that time, pursuant to section 5(a)
of the ISA and the authority delegated
to the Secretary of State in the
Presidential Memorandum of September
23, 2010, 75 FR 67025 (the ‘‘Delegation
Memorandum’’), the Secretary
determined to impose on Allvale

following sanctions described in section
6 of the ISA:
1. Export-Import Bank assistance for

Export-Import Bank of the United States
shall not give approval to the issuance
of any guarantee, insurance, extension
of credit, or participation in the
extension of credit in connection with
the export of any goods or services to

prior review and approval of the United
States Government as a condition for the
export or reexport of goods or services.
3. Loans from U.S. financial

engaging in sanctionable activity

therefore, has determined to lift the

The sanctions described above with
respect to each of the persons listed are
no longer in effect. Pursuant to the
authority delegated to the Secretary of
State in the Delegation Memorandum,
relevant agencies and instrumentalities
of the United States Government shall
take all appropriate measures within
their authority to carry out the
provisions of this notice.
The following constitutes a current, as
of this date, list of persons on whom
sanctions are imposed under the ISA.
The particular sanctions imposed on an
individual person are identified in the
relevant Federal Register Notice.
