Bureau of Western Hemisphere Affairs, Executive Order 11423, as Amended; Notice of Receipt of Application for an Amendment to a Presidential Permit To Allow the Crossing of Non-Radioactive Hazardous Materials Across the World Trade Bridge in the City of Laredo, Texas
The Department of State hereby gives notice that it has received an application for an amendment to the existing Presidential permit to allow the crossing of non-hazardous radioactive materials (HAZMAT) across the World Trade Bridge between the City of Laredo, Texas and Nuevo Laredo, Tamaulipas, Mexico. This application has been filed by the City of Laredo, the original permittee for the World Trade Bridge. A Presidential permit for the World Trade Bridge crossing was issued by the Department of State on October 7, 1994. The Department of State's jurisdiction with respect to this application is based upon the International Bridge Act of 1972, 33 U.S.C. 535 et seq., and Executive Order 11423, dated August 16, 1968, as amended. The Department of State has determined that, under Executive Order 11423, an amended Presidential permit is required to allow the transit of HAZMATs as this constitutes a substantial change to the operations of the crossing as authorized by the existing Presidential permit. As provided in E.O. 11423, the Department is circulating the City of Laredo's application, along with the EA, to concerned agencies for comment. Under E.O. 11423, the Department has the responsibility to determine, taking into account input from these agencies and other stakeholders, whether issuance of an amendment to the Presidential Permit would serve the national interest. International Traffic in Arms Regulations: Canadian Firearms Components Exemption
The Department of State is amending the International Traffic in Arms Regulations to implement a statutory provision regarding the exemption from licensing for export to Canada of firearms components not exceeding $500 in value.
Amendment to the International Traffic in Arms Regulations: Continued Implementation of Export Control Reform
As part of the President's Export Control Reform (ECR) effort, the Department of State is amending the International Traffic in Arms Regulations (ITAR) to revise four more U.S Munitions List (USML) categories and provide new definitions and other changes. The revisions contained in this rule are part of the Department of State's retrospective plan under E.O. 13563.

Spectra Energy Corp., Application for a New or Amended Presidential Permit
Notice is hereby given that the Department of State (DOS) has received from Spectra Energy Corp (``Spectra Energy'') notice that it has acquired the entities that own Express Pipeline LLC (``Express''), which operates and maintains pipeline facilities including the Express Pipeline, which is permitted under a 2004 Presidential Permit issued to Express. Spectra Energy requests a new or amended Presidential Permit be issued reflecting these corporate transactions. Spectra Energy owns and operates a large diversified portfolio of natural gas-related energy assets in the areas of gathering and processing, transmission, and distribution. Its natural gas pipeline systems consist of over 19,000 miles of transmission pipelines. The Express Pipeline is a 515 mile, 24 inch crude oil pipeline running between the U.S.-Canada border near Wild Horse, Montana, to Caster, Wyoming and includes five pump stations. The Express Pipeline has been in operation since 1997 and transports crude oil from Hardisty, Alberta Canada to Casper, Wyoming. On March 14, 2013, Spectra Energy (through its subsidiaries Spectra Energy Express (US) GP, LLC and Spectra Energy Express Holding, LLC) purchased all of the outstanding equity and debt interests in Express US Holdings LP. Immediately following these acquisitions, Spectra Energy became the 100 percent owner of the ``upstream'' entities that own Express and reorganized those entities, converting the direct parent corporation of Express into a limited liability corporation, Express Holdings (USA), LLC. Spectra plans to assign 40% of its ownership interests in Express Holdings (USA), LLC, to Spectra Energy Partners, LP, a publicly-traded master limited partnership. Spectra Energy has control over Spectra Energy Partners, LP; it indirectly owns 58% of the ownership interests in the limited partnership and also indirectly owns 100% of Spectra Energy Partners, LP's general partner, Spectra Energy Partners (DE) GP, LP. Spectra affirms that operation and maintenance of the permitted facilities will remain substantially the same as before its acquisition of Express and acknowledges the Express is obligated to comply with the existing 2004 Permit. Spectra does not request any changes to the terms and conditions of the 2004 Permit. Under E.O. 13337 the Secretary of State is designated and empowered to receive all applications for Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other non-gaseous fuels to or from a foreign country. The Department of State is circulating this application to concerned federal agencies for comment. The Department of State has the responsibility to determine whether issuance of a new or amended Presidential Permit in light of Spectra's acquisition of the entities that own Express would be in the U.S. national interest.
Persons on Whom Sanctions Have Been Imposed Pursuant to the Iran Sanctions Act of 1996, as Amended, and Executive Order 13622
The Secretary of State has determined, pursuant to authority delegated by the (the ``Delegation Memorandum'')(see 77 FR 62139, October 12, 2012), that the following person has engaged in sanctionable activity described in section 5(a)(8) of the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, and that certain sanctions are imposed as a result: Ferland Company Limited. The Secretary of State also has determined that the following persons have engaged in sanctionable activity described in section 2(a)(ii) of Executive Order 13622Authorizing Additional Sanctions With Respect to Iran, and that certain sanctions are imposed as a result: Jam Petrochemical Company and Niksima Food and Beverage JLT.

Visas: Classification of Immediate Family Members as G Nonimmigrants
This rule permits qualified immediate family members of A-1 or A-2 nonimmigrants to be independently classified as G-1, G-2, G-3, or G-4 nonimmigrants. It also clarifies that immediate family members of G-1, G-2, G-3, and G-4 nonimmigrants who have employment authorization may remain in G classification upon gaining employment that would otherwise allow them to change status to A classification. This rule is being promulgated to allow family members of employees of bilateral missions to work at international organizations in a visa status that reflects their position with the international organization.

Notice of Public Meeting of the President's Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board
In accordance with the Federal Advisory Committee Act (FACA), the PEPFAR Scientific Advisory Board (hereinafter referred to as ``the Board'') will hold a conference call on Thursday, June 20th at 10:00 am-12:00 pm. The meeting will be hosted by the Office of the U.S. Global AIDS Coordinator, and led by Dr. Amy DuBois, who is the Acting Director of the Office of Research and Science, and the Designated Federal Officer for the SAB. The Board serves the Global AIDS Coordinator in a solely advisory capacity concerning scientific, implementation, and policy issues related to the global response to HIV/AIDS. These issues are of concern as they influence the priorities and direction of PEPFAR evaluation and research, the content of national and international strategies and implementation, and the role of PEPFAR in international discourse regarding an evidence-based HIV response. Topics for the meeting will include an update on PEPFAR-funded combination prevention studies and implementation science awards; recommendations to Ambassador Goosby on lubricant safety, and data management. Visas: Documentation of Immigrants under the Immigration and Nationality Act, as Amended
This rule amends the Department of State's regulations relating to adoptions in countries party to the Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption to include a new adoption provision from the International Adoption Simplification Act. The legislation provides for sibling adoption to include certain children who are under the age of 18 at the time the petition for immediate relative is filed on their behalf, and also certain children who attained the age of 18 on or after April 1, 2008 and who are the beneficiaries of a petition filed on or before November 30, 2012.

Meeting of the United States-Peru Environmental Affairs Council and Environmental Cooperation Commission
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the United States and Peru intend to hold the fourth meeting of the Environmental Affairs Council (the ``Council'') and the third meeting of the Environmental Cooperation Commission (the ``Commission'') on June 4th and June 5th, 2013. The public sessions of the Council and Commission meetings will be held on June 5th, starting at 2:00 p.m. at the George C. Marshall Conference Center, U.S. Department of State, 21st Street between Virginia Avenue and C Street NW., Washington, DC. The purpose of the meetings is to review implementation of: Chapter 18 (Environment) of the United States-Peru Trade Promotion Agreement (PTPA) and the United States-Peru Environmental Cooperation Agreement (ECA).
