A service contract inventory is a tool to assess an agency in its ability to contract services in support of its mission and operation and whether the contractors' skills are being utilized in an appropriate manner.

Call for Expert Reviewers to the U.S. Government Review of the Working Group III Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Mitigation of Climate Change

The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the Working Group III Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Mitigation of Climate Change. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. The IPCC develops a comprehensive assessment spanning all the above topics approximately every six years. The First Assessment Report was completed in 1990, the Second Assessment Report in 1995, the Third Assessment Report in 2001, and the Fourth Assessment in 2007. Three working group volumes and a synthesis report comprise the Fifth Assessment Report. Working Group I assesses the scientific aspects of the climate system and climate change; Working Group II assesses the vulnerability of socio-economic and natural systems to climate change, potential negative and positive consequences, and options for adapting to it; and Working Group III assesses options for limiting greenhouse gas emissions and otherwise mitigating climate change. Authors were nominated starting in January 2010 and selected in May 2010. All IPCC reports go through two broad reviews: a ``first- order draft'' reviewed by experts, and a ``second-order draft'' reviewed by both experts and governments. The Second Order Draft of the Working Group III contribution to the 5th Assessment Report will be available for review beginning on 25 February 2013. As part of the U.S. Government Review of the Second Order Draft of the Working Group III Contribution to the 5th Assessment Report, the U.S. Government is soliciting comments from experts in relevant fields of expertise (Again, the Table of Contents for the Working Group contribution can be viewed here: https://www.ipcc-wg3.de/.files/WGIII- Outline-AR5.pdf). Beginning on 25 February, experts may register to review the draft report at: https://review.globalchange.gov, the same day the draft report will be made available. To be considered for inclusion in the U.S. Government submission, comments must be received by 27 March 2013. The United States Global Change Research Program will coordinate collection and compilation of U.S. expert comments and the review of the report by a Review Committee of Federal scientists and program managers in order to develop a consolidated U.S. Government submission, which will be provided to the IPCC by April 22, 2013. The Department of State has renewed the Charter for the Shipping Coordinating Committee (SHC) without significant substantive change. Through this Committee, the Department of State will continue to obtain the views and advice of interested government agencies and bureaus and public members in the maritime and related fields, on issues related to maritime security, safety of life at sea, and protection of the marine environment considered by the International Maritime Organization (IMO), and other matters relating to international maritime shipping. Preparations for the International Telecommunication Union World Telecommunication Development Conference (ITU WTDC 2014)

This notice announces meetings of an ad hoc group of the Department of State's International Telecommunication Advisory Committee (ITAC) to begin preparations for the ITU World Telecommunication Development Conference (WTDC 2014). The meetings are announced to the ITAC committee and referred to the ITAC-D ad hoc for action. The process for joining the ITAC-D ad hoc is described. The Department of State announces the beginning of the preparatory process for the ITU WTDC to be held in 2014. The preparatory meetings will be held by the ITAC-D ad hoc of the ITAC on Tuesdays March 12 and 19, April 2, 16, and 30, 2013 at 1300 Eye Street NW., Washington, DC fourth floor West Tower, all at 2-4 p.m. Eastern Time. Attendance at these meetings is open to the public as seating capacity allows. The public will have an opportunity to provide comments at these meetings. A conference bridge will be provided to those people outside the Washington Metro area who request it from the secretariat. Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, and Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``Claes Oldenburg: The Street and The Store,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Museum of Modern Art, New York, New York, from on or about April 14, 2013, until on or about August 5, 2013, the Walker Art Center, Minneapolis, Minnesota, from on or about September 14, 2013, until on or about January 14, 2014, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the 2013 Supplement to the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories: Wetlands. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. Among the IPCC's products is a series of guidance documents for the preparation of national greenhouse gas inventories, which provide guidance to periodic submissions by Parties to the U.N. Framework Convention on Climate Change (UNFCCC). These reports are developed in accordance with procedures for preparation and review of IPCC documents, which can be found at the following Web sites:
