The purpose of this Notice is to allow 30 days for public comment.
Department of State Acquisition Regulation
This rule adopts as final certain changes proposed to the Department of State Acquisition Regulation (DOSAR) to conform to Federal Acquisition Regulation (FAR) changes. It adds a new DOSAR clause and provision regarding reporting certain categories of Government-furnished and contractor-acquired property.
Request for Information for the 2014; Trafficking in Persons Report
The Department of State (``the Department'') requests written information to assist in reporting on the degree to which the United States and foreign governments comply with the minimum standards for the elimination of trafficking in persons (``minimum standards'') that are prescribed by the Trafficking Victims Protection Act of 2000, (Div. A, Pub. L. 106-386) as amended (``TVPA''). This information will assist in the preparation of the Trafficking in Persons Report (``TIP Report'') that the Department submits annually to appropriate committees in the U.S. Congress on governments' level of compliance with the minimum standards. Foreign governments that do not comply with the minimum standards and are not making significant efforts to do so may be subject to restrictions on nonhumanitarian, nontrade-related foreign assistance from the United States, as defined by the TVPA. Submissions must be made in writing to the Office to Monitor and Combat Trafficking in Persons at the Department of State by January 30, 2014. Please refer to the Addresses, Scope of Interest, and Information Sought sections of this Notice for additional instructions on submission requirements.
Imposition of Additional Sanctions on Syria Under the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991
On August 2, 2013, a determination was made that the Government of Syria used chemical weapons in violation of international law or lethal chemical weapons against its own nationals. Notice of this determination was published on September 10, 2013, in the Federal Register, under Public Notice 8460. That determination resulted in sanctions against the Government of Syria. Section 307(b) of the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991, 22 U.S.C. 5604(a) and 5605(a), requires a decision within three months of the August 2, 2013 determination regarding the imposition of additional sanctions. The United States Government decided on November 1, 2013, to impose such additional sanctions on the Government of Syria. In addition, the United States Government determined that it is essential to the national security interests of the United States to partially waive the application of these additional sanctions with respect to activities in furtherance of United States policies regarding the Syrian conflict. The following is notice of the additional sanctions to be imposed pursuant to Section 307(b)(2) of the Act (22 U.S.C. 5605(b)), subject to the waiver described above.
Presidential Permit for Kinder Morgan Cochin, LLC
The Department of State issued a Presidential Permit to Kinder Morgan Cochin, LLC (``KM Cochin'') on November 19, 2013, authorizing KM Cochin to connect, operate, and maintain existing pipeline facilities it acquired at the border of the United States and Canada at a point in Renville County, North Dakota, as a common carrier, for the transport of light liquid hydrocarbons between the United States and Canada. The Department of State determined that issuance of this permit would serve the national interest. In making this determination and issuing the permit, the Department of State followed the procedures established under Executive Order 13337, and provided public notice and opportunity for comment.

Meeting of the United States-Colombia Environmental Affairs Council and Environmental Cooperation Commission and Request for Comments on the Meeting Agendas
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the United States and Colombia intend to hold the first meeting of the Environmental Affairs Council (the ``Council'') and the first meeting of the Environmental Cooperation Commission (the ``Commission'') on December 18 and 19, 2013. The purpose of the meetings is to review implementation of Chapter 18 (Environment) of the United States- Colombia Trade Promotion Agreement (TPA) and the United States-Colombia Environmental Cooperation Agreement (ECA). The Department of State and USTR invite interested organizations and members of the public to attend the public session and comment on any items that should be included on the meeting agendas.
