The Shipping Coordinating
Committee (SHC) will conduct an open
meeting at 9:30 a.m. on Tuesday
February 11, 2014, in Room 5 of the
DOT Conference Center which is in the

purpose of the meeting is to prepare for
the first Session of the International
Maritime Organization’s (IMO) SubCommittee on Human Element, Training
and Watchkeeping (HTW) to be held at
the IMO Headquarters, United Kingdom,
February 17–21, 2014.
The agenda items to be considered
include:

—Validation of model training courses
—Unlawful practices associated with
certificates of competency
—Development of guidance for the
implementation of the 2010 Manila
Amendments
—Follow-up action to the STCW–F

acts of terrorism that threaten the
security of U.S. nationals or the national
security, foreign policy, or economy of
the United States.
Consistent with the determination in
Section 10 of Executive Order 13224
that ‘‘prior notice to persons determined
to be subject to the Order who might
have a constitutional presence in the
United States would render ineffectual
the blocking and other measures
authorized in the Order because of the
ability to transfer funds
instantaneously,’’ I determine that no
prior notice needs to be provided to any
person subject to this determination
who might have a constitutional
presence in the United States, because
to do so would render ineffectual the
measures authorized in the Order.
This notice shall be published in the
Federal Register.
