On February 22, 2012, notice was published on page 10599 of the Federal Register (volume 77, number 35) of determinations made by the Department of State pertaining to the exhibition ``Elegance and Refinement: The Still-Life Paintings of Willem van Aelst.'' The referenced notice is corrected here to include one additional object as part of the exhibition. This document contains minor corrections to the Exchange Visitor ProgramSummer Work Travel interim final rule published in the Federal Register on May 11, 2012. In the interim final rule the facsimile number (under the contact section), a citation to an exception to the category of prohibited jobs, and the date by which the public must submit comments were all incorrect.

On April 30, 2012, the Department of State certified, pursuant to Section 609 of Public Law 101-162, that 13 nations have adopted programs to reduce the incidental capture of sea turtles in their shrimp fisheries comparable to the program in effect in the United States. The Department also certified that the fishing environments in 26 other countries and one economy do not pose a threat of the incidental taking of sea turtles protected under Section 609.

To meet OMB and Congressional reporting requirements, this request for a new information collection clearance will allow ECA/P/V, as part of the English Language Evaluation, to conduct surveys of participants in the ETA Program, E-Teacher Scholarship program, and the English Language Specialist Program. Participants are those who went on the programs between the years of 2004 and 2009. Collecting this data will help ECA/P/V assess the impact the programs have had on the respective participants, as well as the effectiveness of these programs in meeting their goals. The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the United States and Peru intend to hold the fifth meeting of the Sub-Committee on Forest Sector Governance (the ``Sub-Committee'') on May 29, 2012, and the third meeting of the Environmental Affairs Council (the ``Council'') and the second meeting of the Environmental Cooperation Commission (the ``Commission'') on May 31, 2012. The public sessions for the Council and Sub-Committee also will be held on May 31, at 2:00 p.m. The entire meeting of the Commission will be open to the public and will begin at 3:45 p.m. All meetings will take place at 1724 F St. NW., Washington, DC. The purpose of the meetings is to review implementation of: Chapter 18 (Environment) of the United States-Peru Trade Promotion Agreement (PTPA); the PTPA Annex on Forest Sector Governance (Annex 18.3.4); the United States-Peru Environmental Cooperation Agreement (ECA); and the 2011-2014 Work Program under the ECA. Notice is hereby given that the Department of State (DOS) has received an application to construct, operate and maintain pipeline facilities on the border of the United States from TransCanada Keystone Pipeline, L.P. TransCanada Keystone Pipeline, L.P. has applied for a Presidential Permit to construct and operate border crossing facilities at the U.S./Canadian border in Phillips County, near Morgan, Montana, in connection with a proposed pipeline that is designed to transport crude oil produced in the Western Canadian Sedimentary Basin (WCSB) and from other sources to a terminus in Steele City, Nebraska where it is designed to link with an existing pipeline continuing to oil storage facilities in Cushing, Oklahoma. Under E.O. 13337, as amended, the Secretary of State is designated and empowered to receive all applications for Presidential permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of petroleum, petroleum products, coal, or other fuels to or from a foreign country. As a part of the review of the application for Presidential Permits, the Secretary of State must determine whether or not the project would be in the national interest. The determination of national interest involves consideration of many factors, including energy security, health, environmental, cultural, and economic concerns. Before making a decision on the proposed Project, DOS will consult with the eight federal agencies identified in Executive Order 13337: The Departments of Energy, Defense, Transportation, Homeland Security, Justice, Interior, and Commerce, and the Environmental Protection Agency. The Department of State also intends to evaluate the potential environmental effects of the proposed project consistent with Section 102(C) of the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. 4332(C)) and implementing regulations promulgated by the Council on Environmental Quality (40 CFR parts 1500-1508) and the Department of State (22 CFR part 161), including in particular 22 CFR 161.7(c)(1). In addition, the Department of State intends to conduct consultations on possible impacts to traditional or cultural properties with interested Native American tribes consistent with Section 106 of the National Historical Preservation Act (NHPA).

Pursuant to the provisions of the Federal Advisory Committee Act (FACA), the Advisory Committee on the Secretary of State's Strategic Dialogue with Civil Society will convene in Washington, DC on May 16, 2012. The Committee provides advice on the formulation of U.S. policies, proposals, and strategies for engagement with, and protection of, civil society worldwide.
