SUPPLEMENTARY INFORMATION: On November 22, 2006, the United States and Colombia entered into the United States-Colombia Trade Promotion Agreement (‘‘Colombia TPA’’). Chapter Nine of the Colombia TPA sets forth certain obligations with respect to government procurement of goods and services, as specified in Annex 9.1 of the Colombia TPA. On October 21, 2011, the President signed into law the United States-Colombia Trade Promotion Agreement Implementation Act (‘‘the Colombia TPA Act’’) (Pub. L. 112–42, 125 Stat. 462 (19 U.S.C. 3805 note). In section 101(a) of the Colombia TPA Act, the Congress approved the Colombia TPA. The Colombia TPA will enter into force on May 15, 2012. Section 1–201 of Executive Order 12260 of December 31, 1980 (46 FR 1653) delegates the functions of the President under Sections 301 and 302 of the Trade Agreements Act of 1979 (‘‘the Trade Agreements Act’’) (19 U.S.C. 2511, 2512) to the United States Trade Representative. Determination: In conformity with sections 301 and 302 of the Trade Agreements Act and Executive Order 12260, and in order to carry out U.S. obligations under Chapter Nine of the Colombia TPA, I hereby determine that: 1. Colombia is a country, other than a major industrialized country, which, pursuant to the Colombia TPA, will provide appropriate reciprocal competitive government procurement opportunities to United States products and suppliers of such products. In accordance with Section 301(b)(3) of the Trade Agreements Act, Colombia is so designated for purposes of Section 301(a) of the Trade Agreements Act. 2. Determinations: ``The Artist in the Garden''

SUMMARY: Notice is hereby given of the following determinations: 
Pursuant to the authority vested in me by the Act of October 19, 1965 
(79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 
1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 
Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of 
Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 
of August 28, 2000 (and, as appropriate, Delegation of Authority No. 
257 of April 15, 2003), I hereby determine that the objects to be 
included in the exhibition ``The Artist in the Garden'' imported from 
abroad for temporary exhibition within the United States, are of 
cultural significance. The objects are imported pursuant to loan 
agreements with the foreign owners or custodians. I also determine that 
the exhibition or display of the exhibit objects at The New York 
Botanical Garden, Bronx, NY, from on or about May 19, 2012, until on or 
about October 21, 2012; and at possible additional exhibitions or 
venues yet to be determined, is in the national interest. I have 
ordered that Public Notice of these Determinations be published in the 
Federal Register.
