Final Environmental Impact Statement for the Proposed Keystone XL Project; Public Meetings
Following the release of the final Environmental Impact Statement for the proposed Keystone XL pipeline, Executive Order 13337 calls on the Secretary of State, or her designee, to determine if issuance of a Presidential Permit to the applicant would serve the national interest. This decision on the application will take into account a wide range of factors, including environmental, economic, energy security, foreign policy, and pipeline safety concerns. No decision will be made until the completion of this thorough review process. The Department expects to make a decision on whether to grant or deny the Permit before the end of the year. If built, the Keystone XL pipeline would carry crude oil from Canada and from U.S. oil fields in North Dakota and Montana to refineries primarily on the Gulf Coast of the United States. As part of the review and analysis of the national interest, the U.S. Department of State will hold a series of public meetings, and provide other opportunities for the public to comment on the project. Advisory Committee on Historical Diplomatic Documentation; Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet on September 12 and September 13 at the Department of State, 2201 ``C'' Street, NW., Washington, DC. Notice of Public Meeting of the President's Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board
In accordance with the Federal Advisory Committee Act (FACA), the PEPFAR Scientific Advisory Board (hereinafter referred to as ``the Board'') will meet on September 14-15, 2011 at the House of Sweden Event Center, 2900 K Street, NW., Washington, DC 20007. The meeting will last from 9 a.m. until approximately 5 p.m. on the 14th and from 9 a.m. until approximately 3 p.m. on the 15th and is open to the public. The meeting will be hosted by the Office of the U.S. Global AIDS Coordinator, Ambassador Eric Goosby, who leads implementation of the President's Emergency Plan for AIDS Relief (PEPFAR). The Board serves the Global AIDS Coordinator in a solely advisory capacity concerning scientific, implementation, and policy issues related to the global response to HIV/AIDS. These issues will be of concern as they influence the priorities and direction of PEPFAR evaluation and research, the content of national and international strategies and implementation, and the role of PEPFAR in the international discourse regarding appropriate and resourced responses. Topics for the September 14-15th meeting will include an update on PEPFAR-funded evaluations, discussions on the policy relevance of the recent results regarding treatment for prevention, and recommendations to the Ambassador on the future direction of evaluation and research within PEPFAR. Privacy Act; System of Records: State-76, Personal Services Contractor Records
Notice is hereby given that the Department of State proposes to create a new system of records, Personal Services Contractor Records, State-76, pursuant to the provisions of the Privacy Act of 1974, as amended (5 U.S.C. 552a) and Office of Management and Budget Circular No. A-130, Appendix I. The Department's report was filed with the Office of Management and Budget on July 20, 2011. It is proposed that the new system be named ``Personal Services Contractor Records.'' It is also proposed that the new system description will document personal services contract record files, reports of contractor actions, and the documents required in connection with the contractor during his or her employment. Briefing on Partner Vetting System Pilot Program
Notice is hereby given of a briefing on the Partner Vetting System (PVS) pilot program. The objective of the briefing is to provide information about the PVS pilot program. Members of the public may attend in person or join via teleconference. Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Study of the United States Institute on U.S. National Security Policymaking
The Branch for the Study of the U.S., Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA/A/E/USS), invites proposal submissions for the design and implementation of the Study of the United States Institute on U.S. National Security Policymaking. This institute will provide a multinational group of up to 18 experienced foreign university educators and other professionals with a deeper understanding of U.S. approaches to national security policymaking, past and present, in order to strengthen curricula and to improve the quality of teaching about the United States at universities and other institutions abroad. The institute should be an intensive, academically rigorous program for scholars and other professionals from outside the United States, and should have a central theme and a strong contemporary component.
Announcement of Meeting of the International Telecommunication Advisory Committee
This notice announces a meeting of the International Telecommunication Advisory Subcommittees (ITAC) on August 22, 2011, 10 a.m.-noon EDT, at the Department of State, 2201 C Street, NW., Washington, DC 20520, to seek advice from the telecommunications industry on: (a) The consultation of International Telecommunication Union, Telecommunication Standardization Sector Study Group 15, on whether draft Recommendation G.tp-oam (Operations, Administration and Maintenance mechanism for MPLS-TP in Packet Transport Network (PTN)) should be approved as a policy-level document; and (b) what policy position the United States should take at the December 2011 Study Group 15 meeting on this issue. Amendment to the International Traffic in Arms Regulations: Updates to Country Policies, and Other Changes
The Department of State is amending the International Traffic in Arms Regulations (ITAR) to update country policies regarding Afghanistan, C[ocirc]te d'Ivoire, Cyprus, the Democratic Republic of the Congo, Eritrea, Fiji, Iraq, Lebanon, Liberia, North Korea, Sierra Leone, Somalia, Sri Lanka, Yemen, and Zimbabwe, and to correct administrative and typographical errors.
