Notice is hereby given that
the Department of State proposes to
create a new system of records, Personal
Services Contractor Records, State-76,
pursuant to the provisions of the
Privacy Act of 1974, as amended (5
U.S.C. 552a) and Office of Management
and Budget Circular No. A–130,
Appendix I. The Department’s report
was filed with the Office of Management
and Budget on July 20, 2011.
It is proposed that the new system be
named ‘‘Personal Services Contractor
Records.’’ It is also proposed that the
new system description will document
personal services contract record files,
reports of contractor actions, and the
documents required in connection with
the contractor during his or her
employment. Any persons interested in
commenting on the new system of
records may do so by writing to the
Director, Office of Information Programs
and Services, A/GIS/IPS, Department of
State, SA–2, 515 22nd Street,
Washington, DC 20522–8001. This
system of records will be effective 40
days from the date of publication,
unless we receive comments that will
result in a contrary determination.
The new system description,
‘‘Personal Services Contractor Records,
State-76,’’ will read as set forth below.

Notice, correction.
On July 29, 2011, notice was
published on pages 45646 and 45647 of
the Federal Register (volume 76,
number 146) of determination made by
the Department of State pertaining to
the exhibition ‘‘5,000 Years of Chinese
Jade Featuring Selections From the
National Museum of Taiwan and the
Arthur M. Sackler Gallery, Smithsonian
Institution.’’ The referenced notice is
corrected as to the name of the
exhibition, which is ‘‘5,000 Years of
Chinese Jade Featuring Selections from
the National Museum of History,
Taiwan and the Arthur M. Sackler
Gallery, Smithsonian Institution.’’ The
exhibition or display of the exhibit
objects is at the San Antonio Museum
of Art, San Antonio, TX, from on or
about October 1, 2011, until on or about
February 19, 2012, and at possible
additional exhibitions or venues yet to
be determined. I have ordered that
Public Notice of the correction of the
name be published in the Federal
Register.

standard routine uses that apply to all
of its Privacy Act systems of records.
These notices appear in the form of a
Prefatory Statement. These standard
routine uses apply to Personal Services
Contractor Records, State-76.

All users are given cyber security
awareness training which covers the
procedures for handling Sensitive But
Unclassified information, including
personally identifiable information (PII).
Annual refresher training is mandatory.
In addition, all Foreign Service, all Civil
Service, and those Locally Engaged Staff
who handle PII are required to take an
FSI distance learning course instructing
employees on privacy and security
requirements, including the rules of
behavior for handling PII and the
potential consequences if it is handled
improperly. Before being granted access
to Personal Services Contractor Records,
a user must first be granted access to the
Department of State computer system.
