The Office of Academic Programs of the Bureau of Educational and Cultural Affairs announces an open competition to administer the United States Timor-Leste (USTL) Scholarship Program and the United States South Pacific (USSP) Scholarship Program. Eligible applicants may submit a proposal to administer one or both of the scholarship programs. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to organize and carry out academic exchange program activities for approximately ten (10) students, i.e. approximately five (5) from Timor-Leste and five (5) from the sovereign island nations of the South Pacific (eligible nations are listed below in the Overview section). The recipient(s) will be responsible for all aspects of the programs, including publicity and recruitment of applicants; merit-based competitive selection; placement of students at an accredited U.S. academic institution; student travel to the U.S.; orientation; up to four years of U.S. degree study at the bachelor's or up to three years at the master's level (including one year of preparatory study); enrichment programming; advising, monitoring and support; pre-return activities; evaluation; and follow-up with program alumni. The duration of the cooperative agreement(s) will be up to five years, beginning approximately on August 1, 2011. These programs will be implemented pending the availability of FY 2011 funds.

The Defense Trade Advisory Group (DTAG) will meet in open session from 10 a.m. to 1:30 p.m. on Tuesday, May 3, 2011, in the Dean Acheson Auditorium at the U.S. Department of State, Harry S. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct two three-day Professional Exchanges Congresses in spring and fall 2012. The Office of Citizen Exchanges (ECA/PE/C), Bureau of Educational and Cultural Affairs (ECA), announces an open competition for grants to conduct the 2011 professional exchange programs. This opportunity is designed to bring young foreign professionals to the United States for four week to six week-long fellowships in organizations related to their field of work, followed by American counterparts who will travel overseas for reciprocal fellowships. Projects should take place over the course of one to two years, and engage up-and-coming and mid-level government or civil society professionals who will effect positive change in their institutions and communities through the following initiatives: The Legislative Fellows Program, the Women's Empowerment Program, and the Young Entrepreneurs Program. The Cultural Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a series of 2-4 week group programs for approximately 55-65 young (average age 19-35) foreign musicians and music professionals from selected countries that will highlight artistic collaboration, improvisation, mentoring, and professional training opportunities. One Beat is a programmatic refinement of the existing Fiscal Year 2010 Cultural Visitors program. The original Cultural Visitors Program was initiated in Fiscal Year 2005 and targeted key countries in the Muslim world and on priority youth audiences in those countries. Vital to the innovative use of the arts in foreign policy are the elements of artistic collaboration, audience engagement, professional enrichment, and artistic production. By concentrating on music, One Beat seeks to combine these elements into cohesive group programs which enhance cross-cultural understanding and demonstrate democratic values such as collaboration, cohesion, and innovation to strengthen the leadership and professional potential of the participants as well as enrich their American counterparts. The program should seek innovative ways to incorporate new media to enhance the program offerings and extend the impact of the program. The goals of the program are to: Energize the work of international musicians in their own countries; Provide unique opportunities for musical collaboration, engagement, and performance among the international participants and with their American peers and American music professionals; Provide participants with instructive and informative experiences in their art form; Provide exposure to the creation and performance of world- class American music; Create opportunities for sustaining relationships with U.S. arts professionals; and Provide opportunities for educational outreach to American audiences and students. Pending the availability of funds, ECA will provide approximately $1,000,000 to the award recipient to implement this program through a cooperative agreement. The agreement will cover project activities from September 1, 2011 to September 30, 2013.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for two Youth Leadership Programs: the Youth Leadership Program with South Asia (Nepal, Sri Lanka, and the Maldives) and the Youth Leadership Program with Azerbaijan. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals for reciprocal exchange programs for high school students and adult participants. For the Youth Leadership Program with South Asia, hereinafter referred to as Program A, applicants should plan to recruit and select approximately 30 youth and adult participants in the Maldives, Nepal, Sri Lanka, and the United States. For the Youth Leadership Program with Azerbaijan, hereinafter referred to as Program B, applicants should plan to recruit and select approximately 105-125 youth and adult participants in Azerbaijan and in the United States. In both programs, applicants will provide the participants with substantive three-week exchanges in the partner countries that focus broadly on the themes of civic rights and responsibilities, youth leadership development, respect for diversity, and community activism. Activities will be geared toward preparing participants to conduct projects at home that serve a community need.

The Cultural Programs Division in the Office of Citizen Exchanges in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a cooperative agreement to administer the American Music Abroad program. The program will consist of approximately ten tours for a select number of professional American artists in a wide range of uniquely American musical genres. The program is designed to broadly represent the excellence and diversity of traditional American music. Some examples of American music genres include, but are not be limited to, contemporary urban music, hip hop, rock and roll, jazz and American roots music genres like country and western, bluegrass, zydeco, Cajun, and folk. The musicians selected for this program must demonstrate high artistic ability, evidence a strong commitment to education and exchange activities, and reflect the diversity of America and American music. They must be conversant with the broader aspects of contemporary American society and culture. International tours will include workshops, master classes, and outreach activities, in addition to performances. U.S. public and non-profit organizations meeting the provisions described in Internal Revenue code section 26 U.S.C. 501(c)(3) may submit proposals that support the goals of the American Music Abroad program: to promote mutual understanding between the people of the United States and other countries, and cross-cultural awareness. The tours accomplish this by providing an opportunity for international audiences to experience American musical life, highlighting the contemporary music scene as well as our country's cultural history, and allowing American performers to learn about life and culture in the foreign host countries. The Bureau is particularly interested in proposals for the administration of tours by American musicians representing diverse American music genres to countries with significant underserved populations that may not otherwise have access to American art forms, and countries with significant youth populations. The Bureau is also interested in proposals for projects that reach indigenous populations. No guarantee is made or implied that a grant will be awarded for tours to any particular region or that tours will be organized to any particular region. To be eligible for this competition, all organizations must demonstrate a minimum of five years' experience successfully conducting international performing arts exchange programs in the music field. The organization must have experience administering programs in multiple musical genres.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for the Youth Leadership and Teacher Professional Development Program with Bosnia and Herzegovina. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct U.S.-based exchange activities on civic education, leadership, and community service for high school students and teachers from Bosnia and Herzegovina. The Bureau will be supporting two exchanges for 21 participants each during the course of 2012; each exchange will be three to four weeks in duration. Applicants should apply to implement both exchanges. The Office of Public Affairs (OPA) of the U.S. Embassy in Sarajevo will recruit, screen, and select the participating secondary school students and teachers. OPA and the award recipient will jointly support follow-on activities for the alumni.
