Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Survey of International Educational Exchange Activity With the United States
The Educational Information and Resources Branch, Office of Global Educational Programs, Bureau of Educational and Cultural Affairs announces an open competition for a Survey of International Educational Exchange Activity with the United States. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct a statistical survey (census) of foreign nationals enrolled in institutions of higher learning in the United States; foreign scholars at U.S. institutions; and U.S. students participating in study abroad programs.

Schedule of Fees for Consular Services, Department of State and Overseas Embassies and Consulates
Further to the Department's proposed rule to amend the Schedule of Fees for Consular Services (Schedule) for nonimmigrant visa and border crossing card application processing fees, this rule raises from $131 to $140 the fee charged for the processing of an application for most non-petition-based nonimmigrant visas (Machine-Readable Visas or MRVs) and adult Border Crossing Cards (BCCs). The rule also provides new tiers of the application fee for certain categories of petition- based nonimmigrant visas and treaty trader and investor visas (all of which are also MRVs). Finally, the rule increases the $13 BCC fee charged to Mexican citizen minors who apply in Mexico, and whose parent or guardian already has a BCC or is applying for one, by raising that fee to $14 by virtue of a congressionally mandated surcharge that went into effect in 2009. The Department of State is adjusting the fees to ensure that sufficient resources are available to meet the costs of providing consular services in light of an independent cost of service study's findings that the U.S. Government is not fully covering its costs for the processing of these visas under the current cost structure. Certifications Pursuant to Section 609 of Public Law 101-162
On April 30, 2010, the Department of State certified, pursuant to Section 609 of Public Law 101-162 (``Section 609''), that 13 nations have adopted programs to reduce the incidental capture of sea turtles in their shrimp fisheries comparable to the program in effect in the United States. The Department also certified that the fishing environments in 25 other countries and one economy, Hong Kong, do not pose a threat of the incidental taking of sea turtles protected under Section 609.

Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Offices of the Fulbright Representative, Moscow and Kyiv
The Office of the Fulbright Representative in Moscow and the Office of the Fulbright Representative in Kyiv are responsible for the overseas management of ECA's Fulbright Program in Russia and Ukraine respectively, including recruitment of visiting students and scholars, placement and support for U.S. Fulbright scholars and students located in Russia and Ukraine, and administration of alumni and other activities. Please refer to https:// fulbright.state.gov for information about the Fulbright student and scholar programs in Russia and Ukraine. The recipient will be responsible for disbursing U.S. Government funds in support of the operations of the Fulbright Program Offices, ensuring that the Offices remain in compliance with all regulations affecting Office operations in the complex regulatory environments of Russia and Ukraine; and implementing Fulbright program activities. It is the intent of ECA to make two awards under this competition. Applicants may submit proposals for either one or both Fulbright Program Offices.

Request for Nominations of Experts for Consideration as Authors and/or Editors for the Fifth Global Environment Outlook (GEO-5)
Governments, along with other stakeholder groups, relevant institutions, and United Nations agencies, have been invited to nominate experts to participate in the GEO-5 assessment. The Department of State is coordinating the recommendation of experts to the United Nations Environment Programme (UNEP) for GEO-5. The purpose of GEO-5 is to provide a comprehensive, integrated, and scientifically credible global environmental assessment to support decision-making processes at appropriate levels. Individuals may seek to nominate others (or themselves) directly on https://www.unep.org/geo/nominations/, or through the U.S. government. Exchange Visitor Program-Secondary School Students
The Department of State is proposing to amend existing regulations to impose new program administration requirements within the secondary school student exchange program. These regulations govern Department designated exchange visitor programs under which foreign secondary school students (ages 15-18\1/2\) are afforded the opportunity to study in the United States at accredited public or private secondary schools for an academic semester or an academic year while living with American host families or residing at accredited U.S. boarding schools. Specifically, the Department is proposing to amend existing regulations regarding the screening, selection, school enrollment, orientation, and quality assurance monitoring on behalf of student participants; and the screening, selection, orientation, and quality assurance monitoring of host families and field staff.
