At the request of the permittee, the Department of State has amended the Presidential permit, originally issued in 1999, that authorizes the Cities of McAllen, Hidalgo, and Mission, Texas to construct, operate, and maintain an international bridge known as ``Anzalduas Bridge'' near McAllen, Texas, at the international boundary between the United States and Mexico. The amendment removes an article in the original permit that limited initial operating hours of the bridge to twelve hours per day. With this restriction removed, the Department of Homeland Security's Bureau of Customs and Border Patrol, working with local and Mexican authorities, can set the bridge's hours of operation in accordance with demand and available resources. In making its determination to amend the permit, the Department provided public notice of the proposed amendment and provided the opportunity for comment (74 FR 12173, March 23, 2009) and also consulted with other federal agencies, as required by Executive Order 11423, as amended.

Enbridge Energy, Limited Partnership (``Enbridge'') has applied to the Department of State for a Presidential Permit, pursuant to Executive Order 13337 of April 30, 2004, to construct, connect, operate, and maintain a 36-inch diameter crude oil and liquid hydrocarbon pipeline at the U.S.-Canadian border near Neche, Pembina County, North Dakota, for the purpose of transporting liquid hydrocarbons and other petroleum products between the United States and Canada. Enbridge seeks this authorization in connection with its Alberta Clipper Pipeline, which is designed to transport Canadian crude oil from the Western Canadian Sedimentary Basin (``WCSB'') to existing refinery markets in the Midwest region of the United States. The Department of State has prepared a final Environmental Impact Statement (EIS) for the United States portion of the proposed Alberta Clipper Pipeline (``Proposed Project'').

The Teacher Exchange Branch in the Office of Global Educational Programs at the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State, announces an open competition for a program that will enable U.S. language teachers to study Arabic, Chinese (Mandarin) and Russian in an Arabic-speaking country, the People's Republic of China, and Russia respectively during the summer of 2010. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 501(c)(3) may submit proposals to cooperate with the Bureau in the administration of the program. Applicant organizations should design and implement three summer institutes for a minimum total of 25 teachersfifteen to study Chinese (Mandarin), and five each to study Arabic and Russian. These summer institutes should offer intensive, structured classroom instruction as well as less formal interactive learning opportunities through a comprehensive exchange experience that primarily emphasizes language learning.

The Secretary of State designation of ``countries of particular concern'' for religious freedom violations. Pursuant to Section 408(a) of the International Religious Freedom Act of 1998 (Pub. L. 105-292), as amended (the Act), notice is hereby given that, on January 16, 2009, the Secretary of State, under authority delegated by the President, has designated each of the following as a ``country of particular concern'' (CPC) under section 402(b) of the Act, for having engaged in or tolerated particularly severe violations of religious freedom: Burma, China, Eritrea, Iran, North Korea, Saudi Arabia, Sudan, and Uzbekistan. The Secretary simultaneously designated the following Presidential actions for these CPCs: For Burma, the existing ongoing arms embargo referenced in 22 CFR 126.1(a), pursuant to section 402(c)(5) of the Act; For China, the existing ongoing restrictions on exports to China of crime control and detection instruments and equipment, under Public Law 101-246 and the Foreign Relations Authorization Act of 1990 and 1991, pursuant to section 402(c)(5) of the Act; For Eritrea, the existing ongoing arms embargo referenced in 22 CFR 126.1(a), pursuant to section 402(c)(5) of the Act; For Iran, the existing ongoing restrictions on United States security assistance in accordance with section 40 of the Arms Export Control Act, pursuant to section 402(c)(5) of the Act; For North Korea, the existing ongoing restrictions to which North Korea is subject pursuant to sections 402 and 409 of the Trade Act of 1974 (the Jackson-Vanik Amendment), pursuant to section 402(c)(5) of the Act; For Saudi Arabia, a waiver to ``further the purposes of the Act,'' pursuant to section 407 of the Act; For Sudan, the use of the voice and vote of the United States to oppose any loan or other use of the funds of international financial institutions to or for Sudan, consistent with section 1621 of the International Financial Institutions Act, pursuant to section 402(c)(5) of the Act; and For Uzbekistan, a 180-day waiver to ``further the purposes of the Act,'' pursuant to section 407 of the Act.

On May 1, 2009, the Department of State certified, pursuant to Section 609 of Public Law 101-162 (``Section 609''), that 15 nations have adopted programs to reduce the incidental capture of sea turtles in their shrimp fisheries comparable to the program in effect in the United States. The Department also certified that the fishing environments in 24 other countries and one economy, Hong Kong, do not pose a threat of the incidental taking of sea turtles protected under Section 609. Shrimp imports from any nation not certified were prohibited effective May 1, 2009 pursuant to Section 609.
