Based upon a review of the
Administrative Record assembled in
this matter pursuant to Section
219(a)(4)(C) of the Immigration and
Nationality Act, as amended (8 U.S.C.
1189(a)(4)(C)) (‘‘INA’’), and in
consultation with the Attorney General
and the Secretary of the Treasury, I
conclude that the circumstances that
were the basis for the 2003 redesignation of the aforementioned
organization as a foreign terrorist
organization have not changed in such
a manner as to warrant revocation of the
designation and that the national
security of the United States does not
warrant a revocation of the designation.
Therefore, I hereby determine that the
designation of the aforementioned
organization as a foreign terrorist
organization, pursuant to Section 219 of
the INA (8 U.S.C. 1189), shall be
maintained.
This determination shall be published
in the Federal Register.

respect to Revolutionary Struggle (aka
Epanastatikos Aghonas).
Therefore, I hereby designate that
organization and its alias as a foreign
terrorist organization pursuant to
section 219 of the INA.
This determination shall be published

Pursuant to section 40A of the Arms
Export Control Act (22 U.S.C. 2781), and
Executive Order 11958, as amended, I
hereby determine and certify to the
Congress that the following countries
are not cooperating fully with United
States antiterrorism efforts: Cuba,
Eritrea, Iran, Democratic People’s
Republic of Korea (DPRK, or North
Korea), Syria, Venezuela.

SUMMARY: On February 17, 2009, the
President of the United States signed the
American Recovery and Reinvestment
Act of 2009 (the ‘‘Recovery Act’’) to,
among other purposes, (1) preserve and
create jobs and promote economic
recovery, (2) invest in transportation
infrastructure that will provide longterm economic benefits, and (3) assist
those most affected by the current
economic downturn. The Recovery Act
appropriated $1.5 billion of
discretionary grant funds to be awarded
by the Department of Transportation
(the ‘‘Department’’) for capital
investments in surface transportation
infrastructure. The Department is
referring to these grants as ‘‘Grants for
Transportation Investment Generating
Economic Recovery’’ or ‘‘TIGER
