OSHA solicits public comments concerning its proposal to extend the Office of Management and Budget's (OMB) approval of the information collection requirements specified in the Standard on Blasting and the Use of Explosives.

This final rule contains regulations implementing the Longshore and Harbor Workers' Compensation Act's provisions on maximum and minimum amounts of compensation payable. These regulations clarify how the Department interprets and applies these provisions in accordance with several court decisions to ensure injured workers are compensated properly and insurers and employers are aware of their responsibilities. In addition, the rule implements the Act's annual compensation-adjustment mechanism for permanent total disability compensation and death benefits.

The Department of Labor (DOL) is submitting the Occupational Safety and Health Administration (OSHA) sponsored information collection request (ICR) proposal titled, ``Safe + Sound Campaign,'' to the Office of Management and Budget (OMB) for review and approval for use in accordance with the Paperwork Reduction Act (PRA) of 1995. Currently, DOL is soliciting comments concerning the collection of data about the Reentry Employment Opportunities (REO) Program. This notice is a summary of a petition for modification submitted to the Mine Safety and Health Administration (MSHA) by the parties listed below.

The Department of Labor (the Department), in accordance with the Paperwork Reduction Act of 1995 (PRA 95) (44 U.S.C. 3506(c)(2)(A)), provides the general public and Federal agencies with an opportunity to comment on proposed and continuing collections of information. On January 23, 2017, the Mine Safety and Health Administration published a final rule (January 2017 rule) amending provisions regarding examinations of working places in metal and nonmetal mines which were later stayed. MSHA is further amending the affected provisions following expiration of the stay. These additional amendments provide mine operators additional flexibility in managing their safety and health programs and reduces regulatory burdens without reducing the protections afforded miners. A document announcing stakeholder meetings is published concurrently with this rule in the Federal Register.

OSHA solicits public comments concerning its proposal to obtain OMB approval for the information collection requirements contained in the Standards on Variance and Other Relief Under Sections 6(b)(6)(A) and 6(b)(6)(C); Variances and Other Relief Under Section 6(d); and Limitation, Variations, Tolerances or Exemptions Under Section 16 of the Occupational Safety and Health Act of 1970 (OSH Act). This notice announces a change in benefit period eligibility under the EB Program for Alaska. The following change has occurred since the publication of the last notice regarding the state's EB status: Based on data released by the Bureau of Labor Statistics on March 12, 2018, Alaska's 3-month average seasonally adjusted total unemployment rate (TUR) remains above 6.5 percent for the 3-months ending January 2018. However, this rate fails to meet the requirement of being at least 110 percent of the seasonally adjusted TUR for the corresponding period in either of the prior two years. Therefore, the EB period for Alaska will end on April 7, 2018. The state will remain in an ``off'' period for a minimum of 13 weeks.

This document contains notice of pendency before the Department of Labor (the Department) of a proposed individual exemption from certain of the prohibited transaction restrictions of the Employee Retirement Income Security Act of 1974 (ERISA or the Act) and/or the Internal Revenue Code of 1986 (the Code). If this proposed one-year temporary exemption is granted, certain entities with specified relationships to BNP Paribas will not be precluded from relying on the exemptive relief provided by Prohibited Transaction Class Exemption 84- 14.

The Office of Trade and Labor Affairs (OTLA) in the Bureau of International Labor Affairs of the U.S. Department of Labor has determined that an extension of time is required for its decision on whether to accept Submission #2018-01 for review concerning Mexico (the Submission) filed under Article 16.3 of the North American Agreement on Labor Cooperation (NAALC). On January 25, 2018, OTLA received the Submission from the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) and Mexico's National Workers Union. It alleges that the introduction of reforms to the Federal Labor Law of Mexico would violate Mexico's obligations under the NAALC. In accordance with its published Procedural Guidelines (71 FR 76694 (2006)), OTLA has 60 days, unless circumstances as determined by OTLA require an extension of time, to determine whether to accept a submission for review. OTLA has determined that circumstances require an extension of time to determine whether to accept the Submission. The U.S. Secretary of Labor and the Mexican Minister of Labor and Social Welfare are scheduled to meet this month. Part of the discussion will include issues germane to the subject of the Submission. In light of these forthcoming discussions, and because the subject of the Submission is proposed legislation that is being debated in the Mexican legislative session that concludes on April 30, 2018, OTLA has determined that it is prudent to extend the time period for determining whether to accept the Submission for review.

The Department of Labor (DOL), Employment and Training Administration (ETA) is soliciting comments concerning a proposed extension for the authority to conduct the information collection request (ICR) titled, ``Senior Community Service Employment Program (SCSEP).'' This comment request is part of continuing Departmental efforts to reduce paperwork and respondent burden in accordance with the Paperwork Reduction Act of 1995 (PRA).

Pursuant to the Federal Advisory Committee Act (FACA) and its implementing regulations, notice is hereby given to announce the fourth public meeting of the Task Force on Apprenticeship Expansion on Tuesday, April 10, 2018. The Task Force is a FACA committee established by Presidential Executive Order that is charged with identifying strategies and proposals to promote and expand apprenticeships, especially in sectors where apprenticeship programs are insufficient. The Task Force is solely advisory in nature, and will consider reports, comments, research, evidence, and existing practices as appropriate to develop recommendations for inclusion in its final report to the President. To achieve its mission, the Task Force will convene one additional in-person meeting on Thursday, May 10, 2018.
