Workforce Investment Act of 1998 (WIA); Notice of Incentive Funding Availability for Program Year (PY) 2003 Performance
The Department of Labor, in collaboration with the Department of Education, announces that 19 states are eligible to apply for Workforce Investment Act (WIA) (Pub. L. 105-220, 29 U.S.C. 2801 et seq.) incentive awards under the WIA Regulations.
Workforce Investment Act (WIA) Section 167; The National Farmworker Jobs Program (NFJP)
Under Section 182(d) of the WIA of 1998, ETA is publishing the PY 2005 allocations for the NFJP, authorized under Section 167 of the WIA. The allocations are distributed to the states by a formula that estimates, by state, the relative demand for NFJP services. The allocations in this notice apply to the PY beginning July 1, 2005.
Workforce Investment Act-Migrants and Seasonal Farmworker Programs Solicitation for Grant Applications-National Farmworker Jobs Program, Housing Assistance for Program Year 2005
The U.S. Department of Labor (the Department or DOL), Employment and Training Administration (ETA), Office of National Programs (ONP), Division of Seasonal Farmworker Programs (DSFP), announces a grant competition for operating the housing assistance portion of the National Farmworker Jobs Program (NFJP), under Section 167 of the Workforce Investment Act of 1998 (WIA), 29 U.S.C. 9201. All applicants for grant funds should read this notice in its entirety. Section 167, paragraph (a) of WIA requires the Secretary to award grants or contracts on a competitive basis to eligible entities for the purposes of carrying out the activities authorized under Section 167. Although housing assistance is identified in WIA as one of the allowable activities under the NFJP, Congressional appropriations language directs the Department to make available a specific amount of the funds appropriated for the NFJP for migrant and seasonal farmworkers housing assistance grants, and that no less than 70 percent of the specified amount must be used for permanent housing activities. Therefore, under this solicitation, of the $4,544,682 appropriated for NFJP housing assistance, approximately $3,131,217 will be available for permanent housing assistance and approximately $1,413,465 for temporary and/or emergency housing assistance. Pursuant to section 10 of the Federal Advisory Committee Act (Pub. L. 92-463; 5 U.S.C. APP. 1), notice is hereby given of an open meeting of the Advisory Committee on Apprenticeship (ACA). Solicitation for Grant Applications (SGA) Prisoner Re-Entry Initiative

Workforce Investment Act-Demonstration Grants; Solicitation for Grant Applications-Preparing Youth Offenders To Enter High Growth and High Demand Industries
The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of approximately $15 million in Responsible Reintegration of Youthful Offender grant funds to address the specific workforce challenges of youth offenders and to utilize strategies that prepare them for new and increasing job opportunities in high-growth/high-demand and economically vital industries and sectors of the American economy. Projects funded under this competition will be consistent with both the President's High Growth Job Training Initiative and DOL's Youth Vision. Grant funds awarded under this competition can be used to implement a variety of approaches to helping youth offenders enter high-growth/ high-demand industries, including occupational training provided by organizations that grant industry-recognized credentials; on-the-job training, apprenticeships, internships, and other work-based learning opportunities; job placement efforts; reading and math remediation to assist youth offenders succeed in education and training programs; efforts to help youth offenders already employed upgrade to skilled positions; and efforts to help youth offenders enter community colleges and four-year colleges. Each application must reflect a strategic partnership between the public workforce system, business representatives from high-growth/ high-demand industries, the education and training community, and the juvenile justice system. Partnerships with the child welfare agency and with faith-based and community organizations are also encouraged. It is anticipated that individual awards will average $1 million for the first year of operation to serve 200 youth per site.

Pursuant to section 10(a)(2) of the Federal Advisory Committee Act (FACA) (Pub. L. 92-463), as amended, and section 166(h)(4) of the Workforce Investment Act (WIA)[29 U.S.C. 2911(h)(4)], notice is hereby given of the next meeting of the Native American Employment and Training Council as constituted under WIA. Workforce Investment Act: Revisions to the Workforce Investment Act Title I, Wagner Peyser Act and the Senior Community Service Employment Program Unified Planning Guidance; Notice
The purpose of this notice is to provide interested parties with the revisions to portions of the ``Workforce Investment Act: Final Unified Planning Guidance: Notice'' related to title I of the Workforce Investment Act of 1998, the Wagner Peyser Act and the Senior Community Service Employment Program (SCSEP) under title V of the Older Americans Act, for use by States. The Department is anticipating the reauthorization of the Workforce Investment Act (WIA) within the next two years. Therefore, the Employment and Training Administration (ETA) is requiring revisions to the Unified Plan related to WIA and Wagner- Peyser only for the first two years of the five-year planning cycle. For SCSEP, States have the option of submitting a two year plan as well. ``Options for programs funded by the U.S. Department of Education that are included in a State's Five-year Strategic Unified Plan also are discussed in this notice.'' The Unified Planning Guidance and Instructions provide a framework for the collaboration of Governors, Local Elected Officials, businesses and other partners to continue the development of workforce investment systems that address customer needs; deliver integrated, user-friendly services; and are accountable to the customers and the public.
Planning Guidance and Instructions for Submission of Two Years of the Strategic Five-Year State Plan for Title I of the Workforce Investment Act of 1998 and the Wagner-Peyser Act

The Employment and Training Administration published a document in the Federal Register on March 28, 2005, concerning the availability of grant funds for eligible Workforce Investment Boards that has demonstrated successfully the ability to form working partnerships with grassroots faith-based community organizations. This correction is to provide additional clarification on eligibility information.
Appointments to the Advisory Committee on Apprenticeship (ACA)
The Employment and Training Administration hereby announces the appointments of 31 members to fill vacancies on the Advisory Committee on Apprenticeship (ACA), an advisory board to the Secretary. The ACA, which is authorized by Section 2 of the National Apprenticeship Act (29 U.S.C. 50), complies with the requirements of the Federal Advisory Committee Act (5 U.S.C., App.). The Committee will be an effective instrument for providing assistance, advice, and counsel to the Secretary of Labor and the Assistant Secretary for the Employment and Training Administration in the development and implementation of administration policies and programs regarding apprenticeship. Members are appointed for one-year or two-year terms. Ten members represent labor, ten members represent employers, and eleven members represent the public. The National Association of State and Territorial Apprenticeship Directors and the National Association of Governmental Labor Officials will have representation within the public group of the Committee. The Secretary shall appoint one of the public members as Chairperson of the Advisory Committee. A representative of the U.S. Department of Education and a representative of the Department of Commerce will be invited to serve as non-voting ``ex-officio'' members of the Committee. The Assistant Secretary for Employment and Training shall be a member ex-officio. The Designated Federal Official for the ACA is Mr. Anthony Swoope, Administrator of the Office of Apprenticeship Training, Employer and Labor Services.
The Welfare to Work Partnership/Demand-Side Youth Offender Demonstration Project Grant, Phase II To Expand Partnership Implementation
The Employment and Training Administration/Office of Policy Development and Research wishes to expand this demonstration project with The Welfare to Work Partnership. This project started two years ago in which The Welfare to Work Partnership also served as the sole- source grantee. During the Phase I two year period, The Welfare to Work Partnership was able to effectively partner with 271 employers in the cities of Chicago, Miami, New York and the District of Columbia and provide unsubsidized employment to ex-offenders and individuals at-risk of court or gang involvement. The Welfare to Work Partnership's ability to represent a broad network of employers across the nation will play an important role in the relationship/partnership building aspect of the Phase II demonstration project.
