Solicitation for a Cooperative Agreement-Jail as Part of County Government: Review and Revision
The National Institute of Corrections (NIC) Jails Division is seeking applications for the revision of its Jail as Part of County Government training program. The project will be for a 9-month period and will be completed with the NIC Jails Division. The awardee will work closely with NIC staff on all aspects of the project. To be considered, applicants must demonstrate, at a minimum, in-depth knowledge of: (1) The purpose, functions, and operational complexities of local jails, (2) liability issues common in jails, (3) the nature of the relationship between jail officials and their funding authorities, (4) the challenges inherent in the unique relationship between an elected sheriff and the local funding authority, (5) the resource constraints faced by many local governments and their jails, and (6) strategies for creating a productive working relationship between jail officials and their funding authority. Also, the applicant must demonstrate expertise and experience in developing curricula based on adult learning principles, specifically the Instructional Theory into Practice (ITIP) model.
FBI Criminal Justice Information Services Division; Revised User Fee Schedule
Pursuant to Title 28, Code of Federal Regulations (CFR), 20.31(e)(3), this notice establishes revised rates for the user fee schedule for authorized users requesting fingerprint-based Criminal History Record Information (CHRI) checks for noncriminal justice purposes.
Preliminary Plan for Retrospective Review Under E.O. 13579
The U.S. Parole Commission is asking for comments on its preliminary plan for the retrospective review of its regulations to determine whether any of the regulations should be repealed, modified or expanded. The Commission is undertaking the review to comply with Executive Order 13579, ``Regulation and Independent Regulatory Agencies,'' issued by the President on July 11, 2011. The purpose of the review is to ensure that the Commission's regulations fulfill the Commission's mission and are effective, cost-efficient and understandable. Comment Date: Written comments must be postmarked and electronic comments must be submitted by February 17, 2012. Please note that the electronic Federal Docket Management System will not accept comments after 11:59 p.m. Eastern Time on the last day of the comment period.
Schedules of Controlled Substances: Placement of Ezogabine Into Schedule V
With the issuance of this final rule, the Administrator of the Drug Enforcement Administration (DEA) places the substance ezogabine, including its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible, into Schedule V of the Controlled Substances Act (CSA). This action is pursuant to the CSA which requires that such actions be made on the record after opportunity for a hearing through formal rulemaking.

Solicitation for a Cooperative Agreement: Strategic Essentials for the Advancement of Women Executives in Corrections
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into an 18-month cooperative agreement to provide for the revision of Strategic Development of the Executive Woman, and to plan and deliver the program in 2012. NIC continues to build upon the success of its women's-only programming, where gender barriers are eliminated and acceleration of learning is possible. The award recipient will become familiar with the work currently being done at NIC that provides for an understanding of the history and future development goals for this series. The award includes responsibility for the updated Instructional Theory into Practice (ITIP) formatted curriculum, and in collaboration with the NIC Research and Information Services Division, an evaluation of the initial program delivery using the NIC training evaluation protocol. This should represent a minimal cost to the award recipient. The project will also address strategies for additional learning and networking upon training completion.
Privacy Act of 1974; System of Records
The Federal Bureau of Investigation proposes to amend its Terrorist Screening Records System, JUSTICE/FBI-019, maintained by the Terrorist Screening Center, to add two new categories of individuals and their associated records, to add a new routine use and make modifications to existing routine uses, and to make several administrative modifications and updates throughout the notice. Public comment is invited.

Privacy Act of 1974; Computer Matching Agreement
In accordance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended by the Computer Matching and Privacy Protection Act of 1988 (Pub. L. 100-503), Office of Management and Budget (OMB) Guidelines on the Conduct of Matching Programs 54 FR 25818 (June 19, 1989), OMB Bulletin 89-22, ``Instructions on Reporting Computer Matching Programs to the Office of Management and Budget (OMB), Congress and the Public,'' and OMB Circular No. A-130, Revised November 28, 2000, ``Management of Federal Information Resources'', the Department of Justice is issuing a public notice of its intent to conduct a computer matching program with the Internal Revenue Service, Department of the Treasury. Under this matching program, entitled Taxpayer Address Request, the IRS will provide information relating to taxpayers' mailing addresses to the DOJ for purposes of enabling DOJ to locate debtors to initiate litigation and/or enforce the collection of debts owed by the taxpayers to the United States.
