The Coast Guard is establishing a temporary safety zone for navigable waters within a 560-foot radius of the launch site located near the Buffalo Outer Harbor, Buffalo, NY. Regulated Navigation Area; Monongahela, Allegheny, and Ohio Rivers, Pittsburgh, PA
The Coast Guard proposes to establish a regulated navigation area for certain waters of the Monongahela, Allegheny, and Ohio Rivers near Pittsburgh, Pennsylvania. This action is necessary to provide for the safety of persons, vessels, and the marine environment on these navigable waters due to the high volume of vessels navigating the area. This proposed rulemaking would prohibit persons and vessels from loitering, anchoring, stopping, mooring, remaining, or drifting more than 100 feet from any river bank in the regulated navigation area unless authorized in order to reduce vessel congestion and provide for safe passage of transiting vessels in the center of the rivers. It would also prohibit persons and vessels from loitering, anchoring, stopping, mooring, remaining, or drifting in any manner that impedes the safe passage of another vessel to any launching ramp, marine, or fleeting area unless authorized. We invite your comments on this proposed rulemaking.

The Coast Guard is establishing a temporary safety zone for navigable waters within a 420-foot radius of the launch site located at position 41[deg]29'50'' N, 081[deg]47'52'' W at Lakewood Park, Lakewood, OH. This safety zone is needed to restrict vessels from a portion of Lake Erie during the Lakewood Independence Day fireworks display. The temporary safety zone is necessary to protect mariners and vessels from the navigational hazards associated with a fireworks display. Entry of vessel or person into this zone is prohibited unless specifically authorized by the Captain of the Port Buffalo.

The Coast Guard is adding, deleting, and modifying the special local regulations for annual recurring marine events, safety zones for firework displays, and swim events in the Coast Guard Sector Northern New England Captain of the Port Zone. When enforced, these special local regulations and safety zones will restrict vessels from transiting regulated areas during certain annually recurring events. The special local regulations and safety zones are intended to expedite public notification and ensure the protection of the maritime public and event participants from the hazards associated with certain marine events.
Navigation and Navigable Waters, and Shipping; Technical, Organizational, and Conforming Amendments
This final rule makes non-substantive technical, organizational, and conforming amendments to existing Coast Guard regulations. This rule will have no substantive effect on the regulated public.
Special Local Regulation; Roy Webster Cross Channel Swim, Columbia River, Cascade Locks, OR
The Coast Guard is proposing to establish a temporary regulated area for certain waters of the Columbia River. This action is necessary to provide for the safety of participants and the maritime public during a cross-channel swim. This proposed rulemaking would prohibit non-participant persons and vessels from being in the regulated area unless authorized by the Captain of the Port Columbia River or a designated representative. Safety Zones; Fireworks Displays in the Fifth Coast Guard District
The Coast Guard will enforce safety zones for fireworks displays on the Metedeconk River, Brick Township, NJ, as described in its regulations for the Fifth Coast Guard District on various dates in July 2019 to provide for safety of life on navigable waterways during these events. During the enforcement periods an operator of a vessel may not enter, remain in, or transit through the safety zone unless authorized by the Captain of the Port or designated Coast Guard patrol personnel on scene.

The Coast Guard is establishing a temporary safety zone for navigable waters of the Lake of the Ozarks within 250 feet of a fireworks launching barge near Sunrise Beach, MO. Special Local Regulations; Marine Events in the Coast Guard Sector Long Island Sound Captain of the Port Zone
The Coast Guard is establishing two temporary special local regulations in Coast Guard Sector Long Island Sound Captain of the Port Zone. This temporary final rule is necessary to protect event participants from vessel traffic hazards associated with these events. One regulation prohibits the entry of vessels or persons into a ``no entry zone'' and requires vessels transiting through the ``no wake zone'' to travel at no wake speed or 6 knots, whichever is slower. The second regulation requires vessels transiting through the regulated area travel at no wake speed or 6 knots, whichever is slower, and maintain a minimum distance of 100 feet from the swimmers in the regulated area.
Drawbridge Operation Regulation; Emergency Bridge Replacement, Chicago River, Chicago, IL
The Coast Guard is temporarily modifying the operating schedule that governs the Chicago Avenue Bridge, mile 2.40, over the North Branch of the Chicago River. This action is necessary because The City of Chicago applied for and was awarded an emergency bridge replacement permit to temporarily replace the Chicago Avenue double leaf bascule bridge with a temporary fixed structure.
Safety Zone; Tall Ships Challenge Great Lakes 2019, Buffalo, NY, Cleveland, OH, Bay City, MI, Green Bay, WI, Sturgeon Bay, WI, Kenosha, WI and Erie, PA
The Coast Guard is creating safety zones around each tall ship visiting the Great Lakes during the Tall Ships Challenge 2019 race series. These safety zones will provide for the regulation of vessel traffic in the vicinity of each tall ship in the navigable waters of the United States. Special Local Regulations; Seattle Seafair Unlimited Hydroplane Race, Lake Washington, WA
This year the Seattle Seafair Unlimited Hydroplane Race Special Local Regulation on Lake Washington, WA will be subject to enforcement from 7 a.m. until 7 p.m. daily, from August 1 through August 4. This action is necessary to ensure public safety from the inherent dangers associated with high-speed, hydroplane races, while allowing race area access for rescue personnel in the event of an emergency. While these regulations are subject to enforcement, no person or vessel will be allowed to enter Zone 1 of the regulated area without the permission of the Captain of the Port, on-scene Patrol Commander, or her Designated Representative.

The Coast Guard does not plan to enforce the Fleet Week Maritime Festival's Pier 66 Safety Zone in Elliott Bay, WA in 2019. The Captain of the Port has determined that enforcement of this regulation is not presently needed to ensure participant and spectator safety for this year's Fleet Week Maritime Festival. During this year's Fleet Week Maritime Festival, entry into, transit through, mooring, or anchoring within this safety zone is authorized unless directed otherwise by the Captain of the Port, Puget Sound, or her designated representative.
Safety Zone; Seafair Air Show Performance, 2019, Seattle, WA
The Coast Guard will enforce the annual Seafair Air Show Performance safety zone on Lake Washington, Seattle, WA daily, from 8 a.m. until 4 p.m., from August 1, 2019, through August 4, 2019. This action is necessary to ensure the safety of the public from inherent dangers associated with these annual aerial displays. During the enforcement period, no person or vessel may enter or transit this safety zone unless authorized by the Captain of the Port or her designated representative.
Security Zone; Seattle's Seafair Fleet Week Moving Vessels, 2019, Puget Sound, WA
The Coast Guard will enforce Seattle's Seafair Fleet Week Moving Vessels security zones from 10 a.m. on July 29, 2019, through 6 p.m. on August 4, 2019. These security zones are necessary to help ensure the security of the vessels from sabotage or other subversive acts during Seafair Fleet Week Parade of Ships. The designated participating vessels are: HMCS NANAIMO (MM 702), HMCS EDMONTON (MM 703), and USCGC ACTIVE (WMEC 618). During the enforcement period, no person or vessel may enter or remain in the security zones without the permission of the Captain of the Port (COTP), Puget Sound or her designated representative. The COTP has granted general permission for vessels to enter the outer 400 yards of the security zones as long as those vessels within the outer 400 yards of the security zones operate at the minimum speed necessary to maintain course unless required to maintain speed by the navigation rules.
Safety Zones; Annual Events Requiring Safety Zones in the Captain of the Port Lake Michigan Zone-Chicago Air and Water Show
The Coast Guard will enforce a safety zone for the Chicago Air and Water Show on a portion of Lake Michigan, from August 15, 2019 through August 18, 2019. This action is intended to protect the safety of life on the navigable waterway immediately before, during, and after this event. During the enforcement period listed below, no vessel may transit this safety zone without approval from the Captain of the Port, Lake Michigan or a designated representative.
Safety Zone; Cuyahoga 50th Parade of Lights; Cuyahoga River, Cleveland, OH
The Coast Guard is establishing a moving safety zone to provide for the safety of life on these navigable waters in the Cuyahoga River, Cleveland, OH, during the Cuyahoga 50th Parade of Lights on June 22, 2019. This temporary safety zone is necessary to protect personnel, vessels, and the marine environment from the potential hazards created by 125 vessels transiting in the river with decorative lights not normally used as navigation lights. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Buffalo.
Safety Zone; Ohio River, Miles 90.7 to 91.2, Wheeling, WV
The Coast Guard is establishing a temporary safety zone for navigable waters of the Ohio River from mile 90.7 to mile 91.2. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a land based fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by Captain of the Port Marine Safety Unit Pittsburgh.
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway (Halifax River), Daytona Beach, FL
The Coast Guard is removing the existing drawbridge operation regulation for the Memorial Bridge (Veteran's Memorial/Orange Ave/CR 4050) across the Atlantic Intracoastal Waterway (Halifax River), mile 830.6, at Daytona Beach, FL. The drawbridge was removed in 2018 and is being replaced with a fixed bridge. The operating regulation is no longer applicable or necessary.
Safety Zone; Lower Mississippi River, New Orleans, LA
The Coast Guard will enforce a temporary safety zone for a fireworks display located on the navigable waters of the Lower Mississippi River between Mile Marker (MM) 94.3 and MM 95.3. This action is needed to provide for the safety of life on these navigable waterways during this event. During the enforcement period, the operator of any vessel in the safety zone must comply with directions from the Captain of the Port Sector New Orleans or a designated representative.
Drawbridge Operation Regulation; St. Johns River, Putnam County, FL
The Coast Guard is modifying the operating schedule that governs the Buffalo Bluff CSX Railroad Bridge across the St. Johns River, mile 94.5, at Satsuma, Putnam County, FL. The rule allows the bridge to be remotely monitored and operated from the CSX Railroad Bridge across the Ortega River (McGirts Creek) located at mile 1.1 on the Ortega River. The rule also allows the draw to remain in the full, open position unless a train is in the circuit.

The Coast Guard is establishing a temporary safety zone for certain waters of the Columbia River near Umatilla, OR. This action is necessary to provide for the safety of life on these navigable waters during a fireworks display on June 22, 2019. This regulation prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port Columbia River or a designated representative.
Safety Zones; Milwaukee's July 3rd Fireworks, Milwaukee Harbor, Milwaukee, WI
The Coast Guard is establishing a temporary safety zone around three barges moored in Milwaukee Harbor in the vicinity of Pier Wisconsin. The safety zone is needed to protect personnel and vessels from potential hazards created by the outfall of the fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Lake Michigan or a designated representative.
Safety Zone; Annual Events Requiring Safety Zones in the Captain of the Port Lake Michigan Zone-City of Kewaunee Fireworks Display
The Coast Guard will enforce the safety zone on the Kewaunee Harbor, Kewaunee, WI, for the City of Kewaunee Fireworks Display from 9 p.m. through 10 p.m. on July 3, 2019. This action is needed to better protect the safety of life on navigable waters immediately prior to, during, and after the fireworks display. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Lake Michigan or his or her designated representative.
