Notification of the Imposition of Conditions of Entry for Certain Vessels Arriving to the United States, Cuba
The Coast Guard announces that effective anti-terrorism measures are not in place in the ports of Cuba and that it will impose conditions of entry on vessels arriving from that country.
Safety Zones: Annual Events Requiring Safety Zones in the Captain of the Port Buffalo Zone
The Coast Guard proposes establishment of safety zones for annual events in the Captain of the Port Buffalo zone. This proposed rule consolidates current regulations establishing safety zones for annual fireworks events in the former Captain of the Port Cleveland Zone and the former Captain of the Port Buffalo Zone. In addition, it adds events not previously published in Coast Guard regulations. These safety zones are necessary to protect spectators, participants, and vessels from the hazards associated with fireworks displays or other events.
Safety Zone; Red Bull Air Race; San Diego Bay, San Diego, CA
The Coast Guard proposes establishing a temporary safety zone on the navigable waters of San Diego Bay, CA in support of the Red Bull Air Race. The safety zone would be necessary to provide for the safety of the crew, spectators, participants in the event, participating vessels and other vessels and users of the waterway. Persons and vessels would be prohibited from entering into, transiting through, or anchoring within this safety zone unless authorized by the Captain of the Port or his designated representative.
National Boating Safety Advisory Council
The National Boating Safety Advisory Council (NBSAC) and its subcommittees on boats and associated equipment, prevention through people, and recreational boating safety strategic planning will meet to discuss various issues relating to recreational boating safety. All meetings will be open to the public.
Drawbridge Operation Regulations; Quinnipiac River, New Haven, CT
The Coast Guard has temporarily changed the drawbridge operation regulations that govern the Ferry Street Bridge, mile 0.7, across the Quinnipiac River at New Haven, Connecticut. The Coast Guard published a temporary final rule on September 27, 2007, which allowed single leaf bridge openings through April 30, 2008, to facilitate bridge repairs. The Coast Guard was notified by the bridge owner that an eight day complete bridge closure would be necessary in order to complete the bridge repairs. As a result, a second temporary final rule is now necessary to allow the Ferry Street Bridge to remain completely closed for eight days in order to facilitate rehabilitation construction at the bridge.
Commercial Fishing Industry Vessel Safety Advisory Committee; Meeting
The Commercial Fishing Industry Vessel Safety Advisory Committee (CFIVSAC) will meet in New Orleans, LA, to discuss various issues relating to commercial vessel safety in the fishing industry. This meeting will be open to the public.
Chemical Transportation Advisory Committee
The Chemical Transportation Advisory Committee (CTAC); its Subcommittees on Outreach, National Fire Protection Association (NFPA) 472 Standard, Hazardous Cargo Transportation Security (HCTS), and International Maritime Solid Bulk Cargoes (IMSBC) Code; as well as its Working Group on Barge Emissions and Hazard Communication will meet in Washington, DC, to discuss various issues relating to the marine transportation of hazardous materials in bulk. These meetings will be open to the public.
Drawbridge Operation Regulations; Piscataqua River, Portsmouth, NH, and Kittery, ME
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Memorial (US 1) Bridge across the Piscataqua River at mile 3.5, between Portsmouth, New Hampshire and Kittery, Maine. Under this temporary deviation, the bridge may remain in the closed position. This deviation is necessary to facilitate scheduled bridge maintenance.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, Bradenton Beach, FL, Schedule Change
The Coast Guard is changing the operating regulations governing the Cortez bridge mile 87.4 and the Anna Maria bridge mile 89.2 across the Gulf Intracoastal Waterway to allow for the rehabilitation of the Anna Maria Bridge. This rule will allow each bridge to open on a twice an hour schedule, except that they will be closed to navigation in the evening; also each bridge will open once every hour during the 45 day vehicle closure period on the Anna Maria Bridge. This action is necessary for worker safety and will assist in expediting the rehabilitation of the Anna Maria Bridge.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, Mile 113, St. Petersburg Beach, FL
The Coast Guard is changing the operating regulations governing the Pinellas Bayway Structure ``E'' (SR 679 Bridge), Gulf Intracoastal Waterway, mile 113, St. Petersburg Beach, Pinellas County, Florida. This rule will provide vehicular traffic relief during heavy vehicular traffic periods flowing into a nearby county park and will meet the reasonable needs of navigation.
Commercial Fishing Industry Vessels
The Coast Guard is developing a set of proposed amendments to its commercial fishing industry vessel regulations. The proposed changes would enhance maritime safety by adding new requirements for vessel stability and watertight integrity, stability training and assessments, vessel maintenance and self-examinations, immersion suits, crew preparedness, safety training, emergency preparation, safety and training personnel, safety equipment, and documentation. Miscellaneous conforming, clarifying, and other administrative changes are also contemplated.
Drawbridge Operation Regulations; Intracoastal Waterway (ICW); Atlantic City, NJ, Air Show Event
The Commander, Fifth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the US40-322 (Albany Avenue) Bridge, at ICW mile 70.0, across Inside Thorofare at Atlantic City, NJ. This deviation is necessary to facilitate traffic control during the Atlantic City Air Show. This deviation will cause the bridge to be maintained in the closed-to-navigation position.
Safety Zone: Stars and Stripes Fourth of July Fireworks Event, Nansemond River, Suffolk, VA
The Coast Guard proposes establishing a safety zone on the Nansemond River in the vicinity of Suffolk, VA in support of the Stars and Stripes Fourth of July Fireworks event. This action is intended to restrict vessel traffic movement on the Nansemond River to protect mariners from the hazards associated with fireworks displays.
Drawbridge Operation Regulations; Sacramento River, Rio Vista, CA, Drawbridge Maintenance
The Commander, Eleventh Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Rio Vista Drawbridge across the Sacramento River, mile 12.8, at Rio Vista, CA. The deviation is necessary to allow the bridge owner, the California Department of Transportation (Caltrans), to conduct required maintenance of the drawspan. This deviation allows for a 4-hour notice for openings during nighttime.
Safety Zone: Thames River, New London, CT
The Coast Guard proposes to establish a temporary safety zone on the federal channel of the Thames River surrounding the Amtrak Railroad Bridge in the Town of New London, Connecticut. This safety zone is necessary to protect vessels transiting in the area from hazards imposed by construction barges and equipment. The barges and equipment are being utilized to remove the old bascule bridge and install a new vertical lift span bridge over the Thames River. Entry into this zone will be prohibited unless authorized by the Captain of the Port, Long Island Sound.
Special Local Regulations for Marine Events; Western Branch, Elizabeth River, Portsmouth, VA
The Coast Guard is establishing temporary special local regulations during the ``Virginia State Hydroplane Championship'' power boat races, a marine event to be held on the waters of the Western Branch of the Elizabeth River at Portsmouth, Virginia on April 19 and 20, 2008. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in the Western Branch of the Elizabeth River during the event.
Drawbridge Operation Regulations; State Boat Channel, Babylon, NY
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Robert Moses Causeway Bridge across the State Boat Channel at mile 30.7, at Babylon, New York. Under this temporary deviation the Robert Moses Causeway Bridge may remain in the closed position from March 31, 2008 through June 15, 2008. This deviation is necessary to facilitate scheduled bridge maintenance.
Drawbridge Operation Regulations; Raritan River, Perth Amboy, NJ
The Commander, First Coast Guard District, has issued a temporary deviation from the regulations governing the operation of the NJTRO Bridge, across the Raritan River, mile 0.5, at Perth Amboy, New Jersey. Under this temporary deviation the draw may remain in the closed position on March 29 and 30, 2008, with a rain date of April 5 and 6, 2008, in the event of inclement weather. Vessels that can pass under the draw without an opening may do so at all times. This deviation is necessary to facilitate scheduled bridge maintenance.
Drawbridge Operation Regulations; Harlem River, New York City, NY
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the TBTA Bridge across the Harlem River, mile 1.3, at New York City, New York. Under this temporary deviation the TBTA Bridge may remain in the closed position from May 1, 2008 through August 31, 2008. This deviation is necessary to facilitate scheduled bridge maintenance.
Safety Zone; Longwood Events Wedding Fireworks Display, Boston Harbor, Boston, MA
The Coast Guard is establishing a temporary safety zone for the Longwood Events Wedding Fireworks display to be held on March 29, 2008 in Boston, Massachusetts. The zone temporarily closes all waters of Boston Harbor within a four hundred (400) yard radius of the fireworks launch site located in Boston Harbor at approximate position 42[deg]21'42'' N, 071[deg]2'36'' W. The safety zone is necessary to protect the maritime public from the potential hazards posed by a fireworks display. Entry into this zone is prohibited during the closure period unless authorized by the Captain of the Port Boston, Massachusetts.

Voyage Data Recorder Study; Report to Congress
The Coast Guard announces the availability of a report to Congress on the use of voyage data recorders on ferries. This report details the findings of the Coast Guard's study on the costs and benefits of requiring voyage data recorders on ferries of over 100 gross regulatory tons and carrying more than 399 passengers between two points not more than 300 miles apart.

Special Local Regulations for Marine Events; Severn River, College Creek, Weems Creek and Carr Creek, Annapolis, MD
The Coast Guard proposes to establish special local regulations for the ``William I. Koch International Sea Scout Cup'', a sailboat regatta to be held on the waters of the Severn River, Annapolis, Maryland. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of the Severn River adjacent to the U.S. Naval Academy, Annapolis, Maryland during the sailboat regatta.
Sector Anchorage Western Alaska Marine Inspection and Captain of the Port Zones; Technical Amendment
This rule makes a technical change in the boundary description of the Western Alaska Marine Inspection and Captain of the Port Zones, within the Seventeenth Coast Guard District's Sector Anchorage. This rule will have no substantive effect on the regulated public.
2008 Rates for Pilotage on the Great Lakes
As required by statute, the Coast Guard has reviewed and is updating the rates for pilotage service on the Great Lakes for the 2008 navigation season. We are increasing pilotage rates an average 8.17% over the last ratemaking that was completed in September 2007. This rulemaking promotes the Coast Guard strategic goals of maritime safety, protection of natural resources, maritime security, and maritime mobility.

Regulated Navigation Area: Herbert C. Bonner Bridge, Oregon Inlet, NC
The Coast Guard proposes to establish a temporary regulated navigation area (RNA) on the waters of Oregon Inlet, NC. The regulated navigation area (RNA) is needed to minimize the risk of potential structural damage to the Herbert C. Bonner Bridge during fender repair work. This rule will enhance the safety of vessels transiting the area and vehicles crossing over the bridge during periods of reduced horizontal clearance in the main navigation channel.
Hull Identification Numbers for Recreational Vessels
The Coast Guard announces it is again requesting comments on the costs and benefits of expanding the existing 12-character Hull Identification Number (HIN) in order to provide additional information identifying vessels. The Coast Guard requests public comments on this issue and on the specific questions in this Notice.
National Maritime Security Advisory Committee; Vacancies
The United States Coast Guard is requesting individuals who are interested in serving on the National Maritime Security Advisory Committee (NMSAC) to apply for appointment/reappointment. NMSAC provides advice and makes recommendations on national maritime security matters to the Secretary of Homeland Security via the Commandant of the United States Coast Guard.
Drawbridge Operation Regulations; Atlantic Intracoastal Waterway (AIWW), Wrightsville Beach; Cape Fear and Northeast Cape Fear Rivers, Both in Wilmington, NC
The Commander, Fifth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of three North Carolina Department of Transportation (NCDOT) drawbridges: The S.R. 74 Bridge, across the Atlantic Intracoastal Waterway mile 283.1 at Wrightsville Beach, NC; the Cape Fear River Memorial Bridge at mile 26.8, and the Isabel S. Holmes Bridge, at mile 1.0, across Northeast Cape Fear River both in Wilmington, NC, to accommodate distance races.
Regulated Navigation Areas: Cape Fear River, Wilmington, NC
The Coast Guard is establishing a regulated navigation area (RNA) on the waters of the Cape Fear River, Wilmington, NC. This action is necessary to minimize the potential risk of allision to the USS NORTH CAROLINA, a United States Navy submarine, while moored at the North Carolina State Port, Wilmington, NC. This rule will enhance the safety of vessels transiting this area of the Cape Fear River during the period of reduced horizontal clearance.
Security Zone; Cape Fear River, Wilmington, NC
The Coast Guard will establish a temporary security zone on the waters of the Cape Fear River off the North Carolina State Port Authority facilities, Wilmington, North Carolina during the USS NORTH CAROLINA Commissioning ceremony. The security zone is necessary to provide for the security of the USS NORTH CAROLINA and the safety of life of event participants, spectators and mariners on U.S. navigable waters during the event. Entry into the zone is prohibited unless authorized by the Captain of the Port or a designated representative.
Proposed Expansion of the Cove Point Facility, Cove Point, MD: Draft Supplemental Environmental Assessment
The Coast Guard announces the availability of a draft supplemental Environmental Assessment (EA) for the proposed issuance of a Letter of Recommendation (LOR) on the suitability of the waterway for the expansion of the Cove Point LNG facility for Dominion Cove Point LNG, LP, in Cove Point, MD. The Coast Guard requests public comments on the draft supplemental EA.
Security Zone; Waters Surrounding U.S. Forces Vessel SBX-1, HI
The Coast Guard is establishing a permanent security zone around the U.S. Forces vessel SBX-1 during transits within the Honolulu Captain of the Port Zone. This zone is necessary to protect the SBX-1 from threats associated with vessels and persons approaching too close during transit. Entry of persons or vessels into this security zone is prohibited unless authorized by the Captain of the Port (COTP).
Drawbridge Operation Regulations; Gulf Intracoastal Waterway (GIWW), mile 49.8, near Houma, Lafourche Parish, LA
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the SR 316 Blue Bayou Pontoon Bridge across the Gulf Intracoastal Waterway, mile 49.8, near Houma, Lafourche Parish, LA. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. This deviation will allow the draw of the bridge to open on signal except during the regular school year on Monday through Friday except Federal holidays from 7 a.m. to 8:30 a.m., from 2 p.m. to 4 p.m., and from 4:30 p.m. to 5:30 p.m.
Drawbridge Operation Regulations; Gulf Intracoastal Waterway (GIWW), mile 49.8, near Houma, Lafourche Parish, LA
The Coast Guard proposes to change the regulation governing the operation of the SR 316 Blue Bayou Pontoon Bridge across the Gulf Intracoastal Waterway, mile 49.8, near Houma, Lafourche Parish, Louisiana. Currently the bridge opens on signal, but due to high vehicular traffic and school bus traffic Lafourche Parish requested this change. The proposed rule will require the draw of the bridge to open on signal except during the regular school year on Monday through Friday, except Federal holidays, from 7 a.m. to 8:30 a.m., from 2 p.m. to 4 p.m., and from 4:30 p.m. to 5:30 p.m.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulations governing the operation of the Amtrak Railroad Bridge, across the Niantic River, mile 0.0, at Niantic, Connecticut. Under this temporary deviation a two-hour advance notice will be required for bridge openings between 8 p.m. and 6 a.m. during the following time periods: March 21, 2008 to March 24, 2008 and March 28, 2008 to March 31, 2008. Notice may be given by calling the bridge on marine radio channel VHF 13, or by telephone at (860) 510-5628. Vessels that can pass under the draw without an opening may do so at all times. This deviation is necessary immediately to facilitate required bridge maintenance in order to prevent further disruption in train service and navigation.
Drawbridge Operation Regulations; Potomac River, Between Maryland and Virginia
The Commander, Fifth Coast Guard District, has approved an additional temporary deviation from the regulations governing the operation of the new Woodrow Wilson Memorial (I-95) Bridge, mile 103.8, across Potomac River between Alexandria, Virginia and Oxon Hill, Maryland. While construction continues, this added deviation allows the drawbridge to remain closed-to-navigation each day from 10 a.m. to 2 p.m. beginning March 2, 2008 until and including May 30, 2008.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulations governing the operation of the Amtrak Railroad Bridge, across the Connecticut River, mile 3.4, at Old Lyme, Connecticut. Under this temporary deviation a two-hour advance notice will be required for bridge openings between 8 p.m. and 6 a.m. during the following time periods: February 29, 2008 to March 5, 2008; March 7, 2008 to March 10, 2008; and March 14, 2008 to March 17, 2008. Notice may be given by calling the bridge on marine radio channel VHF 13, or by telephone at (860) 510-5622. Vessels that can pass under the draw without an opening may do so at all times. This deviation is necessary immediately to facilitate required bridge maintenance in order to prevent further disruption in train service and navigation.
Anchorage Regulations; Yarmouth, ME, Casco Bay
The Coast Guard hereby establishes three special anchorage areas in Yarmouth, Maine, Casco Bay. This action is necessary to facilitate safe navigation in that area and provide safe and secure anchorages for vessels not more than 65 feet in length. This action is intended to increase the safety of life and property in Yarmouth, improve the safety of anchored vessels, and provide for the overall safe and efficient flow of vessel traffic and commerce.
