Safety Zone; San Francisco Giants Fireworks, San Francisco Bay, San Francisco, CA
The Coast Guard will enforce the safety zone for the San Francisco Giants Fireworks display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).
Assessment Framework and Organizational Restatement Regarding Preemption for Certain Regulations Issued by the Coast Guard
The Coast Guard is extending the comment period for the notice of proposed rulemaking (NPRM) entitled ``Assessment Framework and Organizational Restatement Regarding Preemption for Certain Regulations Issued by the Coast Guard,'' which published on December 27, 2013. For reasons discussed in this notice, the comment period is extended until May 26, 2014.
Lifeboat Release Mechanisms
The Coast Guard announces the availability of a policy letter regarding a recent International Maritime Organization amendment to Chapter III of the International Convention for the Safety of Life At Sea, 1974 (SOLAS). The amendment requires all SOLAS ships, regardless of build date, to identify and replace existing lifeboat on-load release mechanisms that do not comply with certain provisions of the International Life-Saving Appliance (LSA) Code. Compliance is required no later than the next scheduled dry-docking after July 1, 2014, but in any case before July 1, 2019. The amendment does not apply to the release mechanisms on free-fall lifeboats. Any U.S. ship subject to SOLAS that operates on international voyages without complying with the amendment past the applicable compliance date may be subject to detention by foreign port state officials and other administrative action by foreign authorities.
National Offshore Safety Advisory Committee
The National Offshore Safety Advisory Committee (NOSAC) will meet on April 16 and 17, 2014, in New Orleans, LA, to discuss various issues related to safety of operations and other matters affecting the oil and gas offshore industry. These meetings are open to the public.
Safety Zone, Pasquotank River; Elizabeth City, NC
The Coast Guard is proposing to establish a temporary safety zone on the navigable waters of the Pasquotank River in Elizabeth City, NC in support of the fireworks display for the Potato Festival. This action is necessary to protect the life and property of the maritime public and spectators from the hazards posed by aerial fireworks displays. Entry into or movement within this safety zone during the enforcement period is prohibited without approval of the Captain of the Port.
Drawbridge Operation Regulation; Hackensack River, Jersey City, NJ
The Coast Guard proposes to change the drawbridge operation regulations that govern the PATH Railroad Bridge, mile 3.0, and the Hack-Freight Bridge, mile 3.1, across the Hackensack River, New Jersey. The bridge owners, the Port Authority Trans-Hudson (PATH) and Conrail, submitted requests to revise the operation schedule for the PATH Railroad Bridge and to change the Conrail Hack-Freight to operate remotely. In addition, we will be removing obsolete unnecessary language and requirements from the existing regulation that are now listed under other regulations. It is expected that these changes will continue to meet the reasonable needs of navigation.

Drawbridge Operation Regulation; Housatonic River, Stratford, CT
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Metro-North (Devon) Bridge across the Housatonic River, mile 3.9, at Stratford, Connecticut. The deviation is necessary to facilitate structural repairs at the bridge. This temporary deviation authorizes the bridge to remain in the closed position Monday through Thursday for eight weeks to facilitate repairs at the bridge.
Drawbridge Operation Regulation; Upper Mississippi River, Rock Island, IL
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Rock Island Railroad and Highway Drawbridge across the Upper Mississippi River, mile 482.9, at Rock Island, Illinois. The deviation is necessary to allow the Front Street 5K Run/Walk to cross the bridge. This deviation allows the bridge to be maintained in the closed-to-navigation position for one hour.
Safety Zone, Fifth Coast Guard District Fireworks Display Cape Fear River, Wilmington, NC
The Coast Guard is proposing a temporary change to the enforcement location of a safety zone for one specific recurring fireworks display in the Fifth Coast Guard District. This regulation applies to only one recurring fireworks event, held adjacent to the Cape Fear River, Wilmington, North Carolina. The fireworks display formerly originated from a location on land but this year will originate from a barge. The safety zone is necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in a portion of the Cape Fear River, Wilmington, North Carolina, during the event.
Special Local Regulations for Marine Events, Nanticoke River; Bivalve, MD
The Coast Guard proposes to establish special local regulations during the ``Coastal Aquatics Swim Team Open Water Summer Shore Swim'', a marine event to be held on the waters of the Nanticoke River at Bivalve, MD on June 29, 2014. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Nanticoke River during the event.
Safety Zone; Helicopter Lift Operations, Main Branch Chicago River, Chicago, IL
The Coast Guard is establishing a temporary safety zone on the Main Branch of the Chicago River in Chicago, IL. This temporary safety zone is intended to restrict vessels and persons from a portion of the Main Branch of the Chicago River during construction operations involving a helicopter. This temporary safety zone is necessary to protect workers, the surrounding public, and vessels from the hazards associated with the construction operations.
Safety Zones; Revolution 3 Triathlon, Lake Erie, Sandusky Bay, Sandusky, OH
The Coast Guard is establishing two permanent safety zones on Lake Erie near Sandusky, OH that will be enforced two consecutive mornings annually during the first or second weekend in September. This is intended to restrict vessel traffic during the swim portion of the Revolution 3 Triathlon in Lake Erie and Sandusky Bay, Sandusky, OH, and is necessary to protect participants, spectators, and vessels from the hazards associated with a triathlon event.
Special Local Regulations; Dragging on the Waccamaw, Atlantic Intracoastal Waterway; Bucksport, SC
The Coast Guard proposes to establish special local regulations on the Atlantic Intracoastal Waterway in Bucksport, South Carolina during the Outboard Drag Boat Association (ODBA) dragging on the Waccamaw, a series of high-speed boat races. The event is scheduled to take place from 10:30 a.m. on June 21, 2014, through 8:30 p.m. on June 22, 2014. Approximately 50 high-speed race boats are anticipated to participate in the races. These special local regulations are necessary to provide for the safety of life and property on navigable waters of the United States during the event. These special local regulations would temporarily restrict vessel traffic in a portion of the Atlantic Intracoastal Waterway. Persons and vessels that are not participating in the races would be prohibited from entering, transiting through, anchoring in, or remaining within the restricted area unless authorized by the Captain of the Port Charleston or a designated representative.
Safety Zone, Brandon Road Lock and Dam to Lake Michigan including Des Plaines River, Chicago Sanitary and Ship Canal, Chicago River, and Calumet-Saganashkee Channel, Chicago, IL
The Coast Guard will enforce a segment of the Safety Zone; Brandon Road Lock and Dam to Lake Michigan including Des Plaines River, Chicago Sanitary and Ship Canal, Chicago River, Calumet-Saganashkee Channel on all waters of the Chicago Sanitary and Ship Canal from Mile Marker 296.1 to Mile Marker 296.7 at specified times from March 21 to March 30, 2014. This action is necessary to protect the waterway, waterway users, and vessels from the hazards associated with the U.S. Army Corps of Engineers' Fish Suppression and Dispersal Barriers testing operations. During any of the enforcement periods listed below, entry into, transiting, mooring, laying-up or anchoring within the enforced area of this safety zone by any person or vessel is prohibited unless authorized by the Captain of the Port, Lake Michigan, or his designated representative.
Special Local Regulations; Recurring Marine Events in the Seventh Coast Guard District
The Coast Guard will enforce the FKCC Swim around Key West Special Local Regulation in the Atlantic Ocean and Gulf of Mexico, from 8:30 a.m. until 4:30 p.m. on June 14, 2014. This action is necessary to ensure the safety of race participants, participant vessels, spectators, and the general public from the hazards associated with this event. During the enforcement period, no person or vessel may enter the regulated area without permission from the Captain of the Port.
Drawbridge Operation Regulation; Pearl River, LA/MS
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the US 90 highway bridge (East Pearl River Bridge), a swing span bridge across the Pearl River, mile 8.8, near Pearlington, Mississippi. The deviation is necessary in order to conduct electrical and structural repairs to the bridge. These repairs are essential for the continued safe operation of the bridge. This deviation allows the bridge to remain temporarily closed to navigation for ten hours on three separate dates to effect the repairs.

Special Local Regulation; Stuart Sailfish Regatta, Indian River; Stuart, FL
The Coast Guard proposes to establish a special local regulation on the Indian River located northeast of Ernest F. Lyons Bridge and south of Joes Cove, in Stuart, Florida during the Stuart Sailfish Regatta, a series of high-speed boat races. The Stuart Sailfish Regatta will take place from May 16 through May 18, 2014. Approximately 120 high-speed power boats will be participating in the event. It is anticipated that at least 100 spectator vessels will be present during the event. This special local regulation is necessary for the safety of race participants, participant vessels, spectators and the general public during the event. The special local regulation will establish the following three areas: (1) A race area, where all persons and vessels, except those participating in the high-speed boat races, are prohibited from entering, transiting through, anchoring in, or remaining within; (2) a buffer zone around the race area, where all persons and vessels, except those persons and vessels enforcing the buffer zone, or authorized participants or vessels transiting to the race area, are prohibited from entering, transiting through, anchoring in, or remaining within; and (3) a spectator area, where all persons are prohibited from entering the water or swimming in the designated area.
Special Local Regulation; Low Country Splash, Wando River, Cooper River, and Charleston Harbor, Charleston, SC
The Coast Guard proposes to issue a special local regulation on the waters of the Wando River, Cooper River, and Charleston Harbor in Charleston, SC during the Low Country Splash in Charleston, SC, on May 24, 2014, from 7 a.m. to 9 a.m. This special local regulation is necessary to ensure the safety of participants, spectators, and the general public during the event. The special local regulation will temporarily restrict vessel traffic in a portion of the Wando River and Charleston Harbor, preventing non-participant vessels from entering, transiting through, anchoring in, or remaining within the regulated area unless authorized by the Captain of the Port Charleston or a designated representative.
Drawbridge Operation Regulation; Sacramento River, Sacramento, CA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Tower Drawbridge across the Sacramento River, mile 59.0 at Sacramento, CA. The deviation is necessary to allow the community to participate in the ``Girls on the Go'' run event. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
Drawbridge Operation Regulation; Inner Harbor Navigation Canal, New Orleans, LA
The Coast Guard has issued a temporary deviation from the regulation governing the operation of the Senator Ted Hickey (Leon C. Simon Blvd./Seabrook) bascule bridge across the Inner Harbor Navigation Canal, mile 4.6, at New Orleans, Louisiana. The deviation is necessary to ensure the safety of participants in the Ochsner Ironman 70.3 New Orleans event as they run across the bridge. This deviation allows the bridge to remain in the closed-to-navigation position continuously during the event.
Drawbridge Operation Regulation; Broad Creek, Laurel, DE
The Coast Guard is changing the regulation that governs the operation of the Poplar Street Bridge, mile 8.2, and the U.S. 13A Bridge over Broad Creek, mile 8.25, both at Laurel, DE. The new rule will change the current regulation requiring a forty-eight hour advance notice and allow the bridges to remain in the closed position for the passage of vessels. There have been no requests for openings since 1975.
Drawbridge Operation Regulation; Chef Menteur Pass, at Lake Catherine, LA
The Coast Guard has issued a temporary deviation from the regulation governing the operation of the U.S. Highway 90 swing highway bridge across the Chef Menteur Pass, mile 2.8, at Lake Catherine, Orleans Parish, Louisiana. The deviation is necessary to ensure the safety of participants in the Ochsner Ironman 70.3 New Orleans event as they run across the bridge. This deviation allows the bridge to remain in the closed-to-navigation position continuously during the event.
Area Maritime Security Advisory Committee (AMSC), Eastern Great Lakes and Regional Sub-Committee Vacancies
This notice requests individuals interested in serving on the Area Maritime Security Committee (AMSC), Eastern Great Lakes, and the four regional sub-committees: Northeast Ohio Region, Northwestern Pennsylvania Region, Western New York Region, and Eastern New York Region to submit their applications for membership to the Captain of the Port (COTP), Buffalo. The Committee assists the Captain of the Port, Buffalo, in developing, reviewing, and updating the Area Maritime Security Plan for their area of responsibility.
Special Local Regulation; Annual Marine Events on the Colorado River, Between Davis Dam (Bullhead City, AZ) and Headgate Dam (Parker, AZ) Within the San Diego Captain of the Port Zone
The Coast Guard will enforce the Blue Water Spring Classic 2014 special local regulations during this year's race on April 5, 2014 through April 6, 2014. This event occurs in the Lake Moovalya region of the navigable waters of the Colorado River in Parker, Arizona. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels of the boat race, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone, Barnegat Inlet; Barnegat Light, NJ
The Coast Guard has established a safety zone in Barnegat Inlet from March 7, 2014 to November 31, 2014 around the Barnegat Inlet north jetty repair project. The Army Corps of Engineers has contracted with Agate Construction to repair the damage to the north jetty that was caused by Hurricane Sandy in October 2012. The presence of work barges in the channel reduces the width of the navigable portion of Barnegat Inlet, making it too narrow for vessels to safely pass each other within the inlet. This regulation is necessary to provide for the safety of life on the navigable waters of Barnegat Inlet and is intended to restrict traffic movement to protect mariners from hazards associated with the north jetty repair operations.
Regulated Navigation Area; Piscataqua River Channel Obstruction Near Memorial Bridge, Piscataqua River, Portsmouth, NH
The Coast Guard is establishing a temporary regulated navigation area (RNA) on the Piscataqua River near the Memorial Bridge, Portsmouth, NH, due to debris obstructing the channel. This RNA establishes draft restrictions on vessels transiting the regulated area and prohibits vessels whose draft exceeds 12 feet from coming within 300 yards of the Memorial Bridge unless authorized by the First District Commander or the Captain of the Port (COTP), Sector Northern New England, or until the obstruction is cleared.

The Coast Guard is establishing a temporary safety zone within the navigable waters of Lake Havasu for the 2014 Lake Havasu Boat Show Water Ski Marathon. The temporary safety zone is necessary to provide safety for the water ski race participants, crew, rescue personnel, and other users of the waterway. Persons and vessels are prohibited from entering into, transiting through, or anchoring within this safety zone unless authorized by the Captain of the Port or his designated representative.
Safety Zone; 2014 International Oil Spill Conference On-Water and Aerial Technical Demonstration; Savannah River, Savannah, Georgia
The Coast Guard proposes to establish a temporary safety zone on the waters of the Savannah River near the Westin Resort, Savannah, Georgia, on Wednesday, May 7, 2014. The safety zone is necessary to provide for the safety of life on navigable waters during the International Oil Spill Conference On-Water and Aerial Technical Demonstration. Persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port Savannah or a designated representative.
Special Local Regulations for Marine Events, Choptank River, Between Cambridge, MD and Trappe, MD
The Coast Guard proposes to establish special local regulations during the ``Choptank Bridge Swim'', a marine event to be held on the waters of the Choptank River between Cambridge, MD and Trappe, MD on May 10, 2014. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Choptank River during the event.
Special Local Regulation; 38th Annual Swim Around Key West, Atlantic Ocean and Gulf of Mexico; Key West, FL
The Coast Guard is proposing to establish a special local regulation on the waters of the Atlantic Ocean and the Gulf of Mexico surrounding the island of Key West, Florida during the 38th Annual Swim around Key West on June 28, 2014. The event entails a large number of participants who will begin at Smather's Beach and swim one full circle clockwise around the island of Key West. The proposed special local regulation is necessary to provide for the safety of the spectators, participants, participating support vessels and kayaks, and the general public during the event. The proposed special local regulation will consist of a moving area that will temporarily restrict vessel traffic in a portion of both the Atlantic Ocean and the Gulf of Mexico, and will prevent non-participant vessels from entering, transiting through, anchoring in, or remaining within the area unless authorized by the Captain of the Port Key West or a designated representative.
Safety zone; Sea World San Diego Fireworks, Mission Bay; San Diego, CA
The Coast Guard is establishing a temporary safety zone within the navigable waters of Mission Bay for Sea World firework shows. This temporary safety zone covers four evening events held in March 2014. The temporary safety zones provide for the safety of participants, crew, rescue personnel, and other users of the waterway. Persons and vessels are prohibited from entering into, transiting through, or anchoring within this safety zone unless authorized by the Captain of the Port or his designated representative.
Draft Revisions to the Marine Safety Manual, Volume III, Chapters 20-26
This is a supplemental notice to the August 9, 2013 request for comments on the draft changes to the Marine Safety Manual (MSM), Volume III, Marine Industry Personnel. The draft revision will be available in the docket for this notice. The primary reasons for this supplemental notice are to announce the incorporation in Volume III of the 2010 amendments to the STCW Convention, and to address the public comments received from the initial solicitation as well as input from the Merchant Marine Personnel Advisory Committee. Additionally, chapters 20 through 26 of Volume III have been reformatted, and are now presented as Volume III Part B, chapters 1 through 7. In the draft revision, these proposed revisions since the initial request for comments, including other changes necessary to reorganize and clarify Volume III, are highlighted in yellow. The Coast Guard will consider comments on this draft revision before issuing a final version of this manual.
Chemical Transportation Advisory Committee
The Chemical Transportation Advisory Committee (CTAC) and its Subcommittees will meet on April 8, 9, and 10, 2014, in Houston, TX, to discuss the safe and secure marine transportation of hazardous materials. The meetings will be open to the public.
Safety Zone; Webb Institute Fireworks, Long Island Sound, Glen Cove, NY
The Coast Guard proposes to establish a temporary safety zone on the navigable waters of Long Island Sound in the vicinity of Glen Cove, New York for a fireworks display. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays. This rule is intended to restrict all vessels from a portion of Long Island Sound before, during, and immediately after the fireworks event.
Special Local Regulations for Marine Events, Atlantic Ocean; Ocean City, MD
The Coast Guard proposes to establish special local regulations during the ``2014 Ocean City Air Show,'' a marine event to be held above the waters of the Atlantic Ocean during June 12-15, 2014. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Atlantic Ocean in the vicinity of Ocean City, MD during the event.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, Galveston, TX
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the Galveston Causeway Railroad Vertical Lift Bridge across the Gulf Intracoastal Waterway, mile 357.2 west of Harvey Locks, at Galveston, Galveston County, Texas. The deviation is necessary in order to conduct maintenance on the bridge. These actions are essential for the continued safe operation of the bridge. This deviation allows the bridge to remain temporarily closed to navigation for 10 hours during day light hours and will operate normally at all other times.
Drawbridge Operation Regulation; Lake Pontchartrain, Between Jefferson and St. Tammany Parishes, LA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the draws of bascule span of the Greater New Orleans Expressway Commission Causeway across Lake Pontchartrain between Metairie, Jefferson Parish and Mandeville, St. Tammany Parish, Louisiana. This deviation allows the draws of the bridge to remain closed to navigation for six weeks to allow for the replacement of electrical parts of the bridge. This deviation is necessary to provide for the continued safe operation of the bridge.
International Code for Ships Using Gases or Other Low-Flashpoint Fuels (IGF Code)
The United States Coast Guard will hold a public workshop in Washington, DC on topics related to the development of the International Maritime Organization's International Code for Ships Using Gases or Other Low-Flashpoint Fuels (IGF Code). Various safety topics will be discussed including design, equipment, operational and training requirements. This workshop is intended to be an interactive exchange of information between policymakers, industry experts, and interested members of the public.

Drawbridge Operation Regulations; Saugatuck River, CT
The Commander, First Coast Guard District, has issued a temporary deviation from the regulations governing the operation of the Metro North (SAGA) Bridge. The deviation is necessary to facilitate replacement of timber ties at the bridge. This deviation allows the Metro North SAGA Bridge, across Saugatuck River, mile 1.1, at Saugatuck, Connecticut, to require an advance notice for bridge openings for 15 days at various times.
