The Coast Guard is temporarily changing the enforcement date of a safety zone for one recurring fireworks display in the Fifth Coast Guard District. This regulation applies to only one recurring fireworks event held in Barnegat Bay in Barnegat Township, New Jersey. The fireworks display is normally held on July 4th, but this year it will be held on July 5th. The safety zone is necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in a portion of Barnegat Bay near Barnegat Township, New Jersey, during the event.
Special Local Regulations; Recurring Marine Events in the Seventh Coast Guard District
The Coast Guard will enforce the special local regulation for the St. John 4th of July Carnival Fireworks Display from 8 p.m. until 10 p.m. on July 4, 2013. This action is necessary to ensure safety of life on navigable waters of the United States. During the enforcement period, a regulated area will exclude the presence of all vessels not associated with the show. All vessels not associated with the show will be prohibited from entering, transiting through, anchoring in, or remaining within the area unless authorized by the Captain of the Port San Juan or a designated representative.
Safety Zone; San Diego Symphony Summer POPS Fireworks 2013 Season, San Diego, CA
The Coast Guard is establishing a safety zone on the navigable waters of San Diego Bay in support of the San Diego Symphony Summer POPS Fireworks 2013 season. This safety zone is necessary to provide for the safety of the participants, crew, spectators, participating vessels, and other vessels and users of the waterway. Great Lakes Pilotage Advisory Committee
The Great Lakes Pilotage Advisory Committee (GLPAC) will meet virtually on July 15, 2013. The meeting will be open to the public via a web-enabled interactive online format and teleconference line. Seating will be available at Coast Guard Headquarters in Washington, DC for those interested.

The Coast Guard is establishing a temporary special local regulation for a tall ships parade located in the Captain of the Port Detroit Zone. This action is necessary and intended to ensure safety of life and property on navigable waters during this event. This special local regulation will establish restrictions upon, and control movement of, vessels in a portion of the Captain of the Port Detroit Zone. During the enforcement period, no person or vessel may enter the regulated area without permission of the Captain of the Port.
Special Local Regulations; Red Bull Flugtag National Harbor Event, Potomac River; National Harbor Access Channel, MD
The Coast Guard is establishing special local regulations during the ``Red Bull Flugtag National Harbor event'', to be held on the waters of the Potomac River on September 21, 2013. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. These special local regulations will establish an event area, where all persons and vessels, except those persons and vessels participating in the Flugtag event, are prohibited from entering, transiting through, anchoring in or remaining within, and a spectator area, where all vessels are prohibited from transiting in excess of wake speed, unless authorized by the Captain of the Port Baltimore or his designated representative. This action is intended to temporarily restrict vessel traffic in a portion of the Potomac River during the event.
Safety Zones; Multiple Firework Displays in Captain of the Port, Puget Sound Zone
The Coast Guard is establishing safety zones in Holmes Harbor, Elliot Bay Pier 90, and Southeast of Alki Point Light (approx. 1500 yds.) for various summer fireworks displays. The safety zones are necessary to help ensure the safety of the maritime public during the displays and will do so by prohibiting all persons and vessels from entering the safety zones unless authorized by the Captain of the Port or his designated representative.
Safety Zones; Annual Independence Day Fireworks Displays, Skagway, Haines, and Wrangell, AK
The Coast Guard is establishing the following three permanent safety zones on the navigable waters of Taiya Inlet in the vicinity of on the White Pass and Yukon Railway Dock, Skagway; Portage Cove, Haines and; Wrangell Harbor, Wrangell, Alaska. These safety zones are necessary to protect spectators and vessels from the hazards associated with the annual Independence Day Fireworks Displays held in each location. This rule is intended to restrict all vessels from a portion of the navigable waters in the immediate vicinity of the fireworks launch platforms, before, during and immediately after the fireworks event.

The Coast Guard will enforce safety zones for eleven fireworks displays and two swim events in the Sector Long Island Sound area of responsibility on various dates and times listed in the table below. The Coast Guard is establishing a temporary security zone in the vicinity of Naval Anchorage 172, offshore of Silver Strand Beach, Coronado, CA. This security zone is to restrict vessels to a 1000 yard exclusion zone and a 1500 yard minimum speed zone from an anchored naval high value unit vessel during a Naval exercise, which will be conducted by the United States Navy. This temporary security zone is necessary to protect the public from the hazards associated with this evolution.

The Coast Guard is establishing a temporary safety zone in the lower Duwamish Waterway around the South Park Bridge in Seattle, Washington for the re-construction of the bridge. Electrical Equipment in Hazardous Locations
The Coast Guard proposes to amend its regulations. This proposed subpart would be applicable to foreign Mobile Offshore Drilling Units (MODUs), floating facilities, and vessels that engage in OCS activities for the first time after the effective date of the regulations. The proposed subpart would also be applicable to newly constructed U.S. MODUs, floating facilities, and vessels, excluding offshore supply vessels (OSVs). The proposed regulations would expand the list of national and international explosion protection standards deemed acceptable, as well as add the internationally accepted independent third-party certification system, the IEC System for Certification to Standards relating to Equipment for use in Explosive Atmospheres, as an accepted method of testing and certifying electrical equipment intended for use in hazardous locations. The proposed regulations would also provide owners and operators of existing U.S. MODUs, floating OCS facilities, and vessels, other than OSVs, that engage in OCS activities and U.S. tank vessels that carry flammable or combustible cargoes the option of choosing between the compliance regime contained in existing regulations. This proposal would support the U.S. Coast Guard's maritime safety mission.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Long Beach Bridge, mile 4.7, across Reynolds Channel at Nassau, New York. Under this temporary deviation, the bridge may remain in the closed position for two and a half hours to facilitate a public event, the Town of Hempstead Annual Fireworks Display.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Union Pacific Railroad Drawbridge across the Carquinez Strait, mile 7.0 at Martinez, CA. The Coast Guard has issued a temporary deviation from the regulation governing the operation of the Meridian Bigbee Railroad (MBRR) vertical lift bridge across the Tombigbee River, mile 128.6, near Naheola, between Choctaw and Morengo Counties, Alabama. The deviation is necessary for emergency replacement of the uphaul and downhaul ropes. This deviation allows the bridge to remain closed to navigation for two 10-hour closures on two consecutive weekends.

The Coast Guard is establishing a temporary moving safety zone around the M/V TEAL during its inbound transit on the Savannah River to the Georgia Ports Authority, Garden City Terminal Container Berth 8 (CB8). This safety zone facilitates the safe transit and offload of four oversized ship to shore (STS) cranes. The moving safety zone will transition to a temporary fixed safety zone when the M/V TEAL moors to CB8. This regulation is necessary to protect life and property on the navigable waters of the Savannah River due to the hazards associated with the transport of these oversized cranes and offloading operations. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Savannah or a designated representative.

The Coast Guard proposes to establish temporary moving safety zones during the Swim Around Charleston, a swimming race occurring on the Wando River, the Cooper River, Charleston Harbor, and the Ashley River, in Charleston, South Carolina. The Swim Around Charleston is scheduled on Sunday, September 29, 2013. The temporary safety zones are necessary to protect swimmers, participant vessels, spectators, and the general public during the event. Persons and vessels would be prohibited from entering the safety zones unless authorized by the Captain of the Port Charleston or a designated representative.
Safety Zones; Recurring Events in Captain of the Port Boston Zone
The Coast Guard proposes to add three new permanent safety zones to the Coast Guard Captain of the Port Boston Zone annual recurring marine events. When activated and subject to enforcement, these permanent safety zones would restrict vessels from portions of water areas during annual recurring events. These three permanent safety zones would expedite public notification of these annual recurring events, and ensure the protection of the maritime public and event participants from the hazards associated with these annual recurring events.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Route 82 Bridge across the Connecticut River, mile 16.8, between East Haddam and Haddam, Connecticut. The Coast Guard has issued a temporary deviation from the operating schedule that governs the Stillwater Highway Drawbridge across the St. Croix River, mile 23.4, at Stillwater, Minnesota. The deviation is necessary, due to increased vehicular traffic after a local 4th of July fireworks display. The deviation allows the bridge to be in the closed-to-navigation position to clear increased traffic congestion.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulations governing the operation of the Metropolitan District Commission (Craigie) Bridge across the Charles River, mile 1.0, at Boston, Massachusetts. Under this temporary deviation the bridge may remain in the closed position for two hours on July 4, 2013, to facilitate the Fourth of July Concert and Fireworks. This deviation is necessary to facilitate public safety during a public event.
