Safety Zone: Fireworks Display, Broad Bay, Virginia Beach, VA
The Coast Guard proposes the establishment of a 420 foot safety zone in support of the Cavalier 4th of July Fireworks Display occurring on July 04, 2006, on the banks of Broad Bay, Virginia Beach, VA. This action is intended to restrict vessel traffic on Broad Bay as necessary to protect mariners from the hazards associated with fireworks displays.
Drawbridge Operation Regulations; Hutchinson River (Eastchester Creek), New York City, NY
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the AMTRAK Pelham Bay railroad bridge, across the Hutchinson River at mile 0.5, at New York City, New York. This deviation allows the bridge to open on a limited daily schedule from March 27, 2006 through April 25, 2006. Vessels that can pass under the bridge without a bridge opening may do so at all times. This deviation is necessary to facilitate scheduled bridge maintenance.
Regulated Navigation Area; Buzzards Bay, MA; Navigable Waterways With the First Coast Guard District
Subsequent to an Advance Notice of Proposed Rulemaking published in the October 26, 2004, edition of the Federal Register, the Coast Guard proposes to revise the regulations governing the Regulated Navigation Area (RNA) in First Coast Guard District waters to require that certain tank vessels and tug/barge combinations transiting Buzzards Bay, Massachusetts be accompanied by escort tugs and federally licensed pilots. The Coast Guard also proposes to establish a Vessel Movement Reporting System (VMRS) for Buzzards Bay and to require mandatory participation in the VMRS by vessels subject to the Vessel Bridge-to-Bridge VHF Radiotelephone regulations, including tug/barge combinations. Participation in the Buzzards Bay VMRS could be accomplished either automatically through a vessel's Automatic Identification System (AIS) or via VHF radiotelephone. The purpose of this proposed rulemaking is to reduce the likelihood of an incident that might result in a collision, allision, or grounding and the aftermath discharge or release of oil or hazardous material into the navigable waters of the United States.
Safety Zones: Fireworks Displays in the Captain of the Port Portland Zone
The Coast Guard is proposing to amend and revise 33 CFR 165.1315 to establish additional safety zones on the waters of the Suislaw, Willamette, Columbia, Coos, and Chehalis Rivers, located in the Area of Responsibility (AOR) of the Captain of the Port, Portland, Oregon, during annual fireworks displays. The Captain of the Port, Portland, Oregon, is taking this action to safeguard watercraft and their occupants from safety hazards associated with these displays. Entry into these safety zones is prohibited unless authorized by the Captain of the Port.

Security Zones; San Francisco Bay, San Pablo Bay, Carquinez Strait, Suisun Bay, CA
The Coast Guard is establishing temporary fixed security zones in the waters extending approximately 100 yards around six separate oil refinery piers in the San Francisco Bay area. These security zones are an integral part of the Coast Guard's efforts to protect these facilities and the surrounding areas from destruction or damage due to accidents, subversive acts, or other causes of a similar nature. Entry into the zones is prohibited, unless specifically authorized by the Captain of the Port (COTP) San Francisco Bay, or his designated representative. These zones will be subject to discretionary and random patrol and monitoring by Coast Guard, Federal, state and local law enforcement assets.
Special Local Regulations: St. Petersburg Grand Prix Air Show; St. Petersburg, FL
The Coast Guard is establishing a temporary special local regulation for the St. Petersburg Grand Prix Air Show, St. Petersburg, Florida (Air Show). The Air Show's aeronautic displays will be held daily from 9 a.m. until 4 p.m. on March 31, 2006 through April 3, 2006. This regulation is needed to restrict persons and vessels from entering, anchoring, mooring, or transiting the regulated area. This regulation is necessary to ensure the safety of Air Show participants, spectators, and mariners in the area.
Special Anchorage Regulations; Long Beach, CA
The Coast Guard is establishing three special anchorage areas in Long Beach, California where vessels less than 20 meters (approximately 65 feet) in length, and barges, canal boats, scows, or other nondescript craft, would not be required to sound signals required by Rule 35 of the Inland Navigation Rules. The effect of these special anchorages is to reduce the risk of vessel collisions within the harbors of Los Angeles and Long Beach by grouping unmanned barges, which typically do not sound signals in reduced visibility, within specified areas and indicating these designated areas on charts. Vessels moored in these areas will not have to sound signals in restricted visibility.
Drawbridge Operation Regulation; Boot Key Harbor, Marathon, FL
The Coast Guard is changing the regulations governing the operation of the Boot Key Harbor Bridge, mile 0.13, between Marathon and Boot Key, Monroe County, Florida. Due to the amount of vehicle traffic and the lack of openings during the proposed time period, this action will improve the movement of vehicular traffic while not unreasonably interfering with the movement of vessel traffic. This rule will allow the bridge to open as necessary on the hour between the hours of 7 a.m. to 7 p.m. At all other times, the bridge will open on demand following a one-hour notification to the bridge tender. The draw shall open as soon as practicable for the passage of tugs with tows, public vessels of the United States and vessels in a situation where a delay would endanger life or property.

Safety Zone; Greater Cleveland Area Triathlon
The Coast Guard proposes the establishment of a safety zone for the annual Greater Cleveland area Triathlon located in the Captain of the Port Buffalo Zone. This safety zone is necessary to provide for the safety of life during the swimming portion of this event. Implementation of Sector Southeastern New England
This notice explains the details associated with the establishment of Sector Southeastern New England. The date on which the boundaries of the areas of responsibility discussed herein shifted was February 28, 2006, the date of the official stand-up of Sector Southeastern New England. The Sector Commander has the authority, responsibility, and missions of Group Woods Hole, Captain of the Port (COTP) and Marine Safety Office Providence in the zone identified in this notice. The Coast Guard has established continuity of operations whereby all previous practices and procedures will remain in effect until superseded by an authorized Coast Guard official or document.

The EIS will analyze the environmental impacts of Coast Guard vessel and air operations when engaged in the following missions and activities: law enforcement, national security, search and rescue, aids to navigation, and oil pollution and vessel grounding response. Drawbridge Operation Regulations; Connecticut River, Old Lyme, CT
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the AMTRAK Old Saybrook-Old Lyme Bridge across the Connecticut River at mile 3.4, between Old Saybrook and Old Lyme, Connecticut. This temporary deviation requires the bridge to operate on a fixed opening schedule from March 8, 2006 through April 15, 2006, and also allows the bridge to remain in the closed position for 72 hours, from 6 a.m. on Saturday, March 11, 2006 through 6 a.m. on Tuesday, March 14, 2006. The draw shall open on signal for commercial vessels, except during the 72 hour bridge closure period, after at least a four- hour advance notice is given. This deviation is necessary to facilitate urgent bridge maintenance.
Regulated Navigation Area; Middle Waterway EPA Superfund Cleanup Site, Commencement Bay, Tacoma, WA
The Coast Guard proposes to create a permanent regulated navigation area on a portion of Commencement Bay, Tacoma, Washington. This regulated navigation area would be used to preserve the integrity of a clean sediment cap placed over certain areas of the Middle Waterway as part of the remediation process at the Commencement Bay, Nearshore/Tideflats Environmental Protection Agency (EPA) superfund cleanup site. This regulated navigation area would prohibit activities that would disturb the seabed, such as anchoring, dragging, trawling, or other activities that involve disrupting the integrity of the cap. It would not affect transit or navigation of the area.
Drawbridge Operation Regulations; Jamaica Bay and Connecting Waterways, New York City, NY
The Coast Guard has temporarily changed the regulation governing the operation of the New York City Highway Bridge (Belt Parkway), at mile 0.8, across Mill Basin, at New York City, New York. This notice announces a teleconference of the Chemical Transportation Advisory Committee (CTAC). Dry Cargo Residue Discharges in the Great Lakes; Preparation of Environmental Impact Statement
The Coast Guard announces its intent to prepare an environmental impact statement (EIS) in connection with the development of proposed new regulations on the incidental discharge of dry cargo residue in the Great Lakes. Publication of this notice begins a public scoping process that will help determine the scope of issues to be addressed in the EIS and identify the significant environmental issues related to this EIS (40 CFR 1506.6). This notice also solicits public participation in the scoping process, and announces the availability of a study on current dry cargo residue discharge practices in the Great Lakes.

Beacon Port Liquefied Natural Gas Deepwater Port License Application; Draft Environmental Impact Statement
The Coast Guard and the Maritime Administration (MARAD) announce the availability of the draft environmental impact statement (DEIS) for this license application. The application describes a project that would be located in the Gulf of Mexico, in lease block High Island Area 27, on the outer Continental Shelf (OCS). The Main Terminal would be located approximately 45 miles South of High Island and 50 miles East-Southeast of Galveston, Texas, with a riser platform in lease block West Cameron 167, approximately 27 miles South of Holly Beach and 29 miles South-Southeast of Johnson's Bayou, Louisiana. The Coast Guard and MARAD request public comments on the DEIS.
Drawbridge Operation Regulations; Connecticut River, East Haddam, CT
The Coast Guard proposes to temporarily change the drawbridge operating regulations governing the operation of the Route 82 Bridge, mile 16.8, across the Connecticut River at East Haddam, Connecticut. This proposed rule would allow the Route 82 Bridge to operate on a fixed opening schedule from April 1, 2006 through June 30, 2006. The bridge would open at all times for commercial vessels after at least a 24-hour advance notice and a 2-hour confirmation is given by calling the number posted at the bridge. This rule is necessary to facilitate rehabilitation construction at the bridge.

Workshop: Approval for Experimental Shipboard Installation of Ballast Water Treatment System
The Coast Guard is announcing a workshop for interested and affected parties regarding changes to the Shipboard Technology Evaluation Program (STEP) for ballast water treatment systems. Our goal in this program is to facilitate the development of effective ballast water treatment (BWT) technologies, through rigorous evaluations of prototype systems under shipboard conditions. This will create more options for vessel owners seeking alternatives to ballast water exchange for use in meeting the ballast water management (BWM) requirements established by the Coast Guard. To aid in the development of applications to STEP, the Coast Guard will hold a workshop to expand public awareness of STEP and present recent changes to the guidance materials on applications. We encourage all interested and/or affected stakeholders to attend the workshop.
Drawbridge Operation Regulations; New Jersey Intracoastal Waterway, Manasquan River
The Coast Guard is temporarily changing the operating regulations that govern the operation of the Route 35 Bridge, at New Jersey Intracoastal Waterway (NJICW) mile 1.1, across Manasquan River, at Brielle, New Jersey. The bridge will be closed to navigation on three four-month closure periods from 8 a.m. November 1, 2006 until 5 p.m. March 1, 2007; from 8 a.m. on November 1, 2007 until 5 p.m. March 1, 2008; and from 8 a.m. on November 1, 2008 until 5 p.m. March 1, 2009. Extensive structural, mechanical, and electrical repairs and improvements necessitate these closures.
Safety Zone; Wantagh Parkway 3 Bridge over the Sloop Channel, Town of Hempstead, NY
The Coast Guard is establishing a temporary safety zone in the waters surrounding the Wantagh Parkway Number 3 Bridge across the Sloop Channel in Town of Hempstead, New York. This zone is necessary to protect vessels transiting in the area from hazards imposed by construction barges and equipment that are being utilized to construct a new bascule bridge over the Sloop Channel. Entry into this zone is prohibited unless authorized by the Captain of the Port Long Island Sound, New Haven, Connecticut.
Security Zone; High Capacity Passenger Vessels and Alaska Marine Highway System Vessels in Alaska
The Coast Guard is revising its first supplemental notice of proposed rule rulemaking published October 31, 2005, establishing permanent moving security zones around all escorted High Capacity Passenger Vessels (``HCPV'') and escorted Alaska Marine Highway System Vessels (``AMHS vessels'') during their transit in the navigable waters of the Seventeenth Coast Guard District to exempt from the provisions of this rule all commercial fishing vessels, as defined by applicable United States Code, only while actively engaged in fishing.

The Coast Guard announces the availability of a document that provides revised interim guidelines for the development and review of plans for responding to a discharge, or threat of a discharge, of oil from nontank vessels. The document, in the form of a change to Navigation and Vessel Inspection Circular No. 01-05, is available as indicated in this notice. Federal law requires that these response plans be prepared and submitted to the Coast Guard.
Drawbridge Operation Regulations; N.E. 14th Street, Atlantic Intracoastal Waterway Mile 1055.0 at Pompano, FL
The Coast Guard proposes to temporarily amend the regulations governing the operation of the N.E. 14th Street Bridge across the Atlantic Intracoastal Waterway, mile 1055.0, Pompano, Broward County, Florida. This proposed temporary rule provides for solely single-leaf bridge operations between May and June 2006. The Coast Guard proposes to temporarily modify the drawbridge operation regulations for the Simpson Avenue Bridge across the Hoquiam River, mile 0.5, at Hoquiam, Washington.
