The Coast Guard proposes to establish 67 temporary safety zones around the construction of each facility during the development of the Revolution Wind Farm project area within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0486, approximately 15 nautical miles offshore southeast of Point Judith, Rhode Island. This action protects life, property, and the environment during construction of each facility from June 1, 2024, to May 31, 2027. When enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the temporary safety zones.

The USS New Jersey will be transiting from berth in Camden, NJ, to Paulsboro, NJ, and then over to the Navy Yard in Philadelphia, PA. The safety zone, which will only be enforced during active towing operations, is needed to protect personnel, vessels, and the marine environment from potential hazards created by the dead ship tow. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Delaware Bay.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Lady's Island (Woods Memorial) Bridge across the Atlantic Intracoastal Waterway (AICW) (Beaufort River), mile 536.0, at Beaufort, SC. South Carolina Department of Transportation (SCDOT) has requested the Coast Guard consider changing the operating schedule to remove the seasonal operating schedule aligning with other drawbridges along the AICW in SC. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding this deviation.

The Coast Guard's Mariner Credentialing Program issues merchant mariner credentials and medical certificates, approves training courses and programs, and approves other qualifications such as a Qualified Assessor and a Designated Examiner. Under this rulemaking, the Coast Guard proposes to allow for the electronic submission of information required for credentialing to allow for the future implementation of a new information technology system to support the mariner credentialing process. The Coast Guard also proposes to require the electronic payment of mandatory fees for merchant mariner credentials through Pay.Gov, to remove the requirement for prospective mariners to take an oath before an authorized official, and to change the requirements for the Certificate of Discharge to Merchant Mariners. Finally, the Coast Guard proposes technical amendments to update addresses and websites, to remove antiquated terminology, and to amend language to use gender-neutral terms.

This special local regulation will be enforced from 7 a.m. to 5 p.m. on Saturday, April 6, 2024, and from 7 a.m. to 4 p.m. on Sunday, April 7, 2024. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels of the rowing event, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

The National Fire Academy (Academy) is requesting individuals who are interested in serving on the Board of Visitors for the National Fire Academy (Board) to apply for appointments as identified in this notice. Pursuant to the Federal Fire Prevention and Control Act of 1974, the Board shall review annually the programs of the Academy and shall make recommendations to the Federal Emergency Management Agency (FEMA) Administrator, through the United States Fire Administrator, regarding the operation of the Academy and any improvements that the Board deems appropriate. The Board is composed of eight members, all of whom have national or regional leadership experience in the fields of fire safety, fire prevention (such as community risk reduction to include wildland urban interface), fire control, research and development in fire protection, treatment and rehabilitation of fire victims, or local government services management, which includes emergency medical services. The Academy seeks to appoint one individual to a position on the Board that will be open due to term expiration. If other positions are vacated during the application process, candidates may be selected from the pool of applicants to fill the vacated positions.

The Coast Guard is proposing a temporary safety zone for certain waters of the Inner Harbor of Baltimore, MD, where Maryland Fleet Week and Flyover Baltimore 2024 will take place from June 12 to 18, 2024. The safety zone would protect personnel, vessels, and the marine environment from potential hazards during multi-agency helicopter rescue demonstration. It would be enforced thirty minutes prior to a demonstration and lifted at its conclusion. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Maryland-National Capital Region, or a designated representative.
