In accordance with the Privacy Act of 1974, the Department of Homeland Security (DHS) proposes to establish a new system of records titled, ``DHS/Federal Emergency Management Agency (FEMA)-013 Operational Use of Publicly Available Social Media Internet Sources for Situational Awareness System of Records.'' This system of records authorizes DHS/FEMA to monitor, collect, and maintain information from publicly available social media sources to provide critical situational awareness in support of FEMA's mission to reduce the loss of life and property and protect the nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters. FEMA's social media monitoring initiative was neither designed nor intended to collect personally identifiable information (PII); however, given the unpredictable nature of disasters and emergency management, the content that is posted, and the voluntary and unrestricted nature of social media, it is possible for FEMA to collect, maintain, and in extremis circumstances, disseminate a limited amount of PII to first responders. FEMA is publishing this System of Records Notice because FEMA may collect PII from social media for certain narrowly tailored categories. For example, in the event of an in extremis situation involving potential life and death, FEMA will collect and share certain PII with Federal, State, local, tribal, and territorial first responders in order for them to take the necessary actions to save a life, such as the name and location of a person asking for help during a man-made or natural disaster. This new system of records will be included in the DHS inventory of record systems.

Updates to Protected Critical Infrastructure Information Program

The Department of Homeland Security (DHS) proposes to update its procedures for accepting Critical Infrastructure Information (CII) as a step towards meeting the challenges of evolving technology and identifying ways to make the PCII Program's protective measures more effective for information-sharing partnerships between the government and the private sector. The Critical Infrastructure Information Act of 2002 authorizes DHS to establish a program to accept information relating to critical infrastructure voluntarily submitted from the public, owners and operators of critical infrastructure, and State, local, tribal, and territorial governmental entities, while limiting public disclosure of that sensitive information under the Freedom of Information Act and other laws, rules, and processes. To implement this authority, DHS issued the ``Procedures for Handling Critical Infrastructure Information'' Final Rule in 2006. This Advance Notice of Proposed Rulemaking (ANPRM) provides an opportunity for DHS to hear and consider, during the development of new regulations to update DHS's PCII program, the views of the private and public sector, and other interested members of the public on their recommendations for program modifications, particularly subject matter areas that have developed significantly since the issuance of the initial rule, such as automated information sharing.

Cooperative Research and Development Agreement: Troposcatter Communications Exploratory Development

The Coast Guard announces its intent to enter into a Cooperative Research and Development Agreement (CRADA) with Comtech Systems, Inc., to investigate the potential operational use of troposcatter technology. The research includes employment of their Modular Transportable Transmission System (MTTS) in northern Alaska to establish beyond line of sight (BLOS) network links without using existing infrastructure or satellite communications. Specifically, the MTTS will provide a wireless IEEE 802.3 (Ethernet) data link between two locations separated by long distances and elevated terrain. The MTTS will be setup in locations with no shelter/protection from the Northern Alaskan environment. A Pilot Demonstration schedule has been proposed in which Comtech Systems will provide their MTTS to connect two points separated by 68 miles with a 3000 foot elevation in between. The Coast Guard Research and Development Center (R&D Center) will prepare a Pilot Demonstration Assessment Plan and Comtech Systems will operate the equipment for exploratory development over a one week period to collect information on suitability, reliability, maintenance requirements, and ease of use. While the Coast Guard is currently considering partnering with Comtech Systems, Inc., the agency is soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential non-Federal participants to propose similar CRADAs.
Safety Zone; 2016 Wings Over Vermont Air Show, Lake Champlain, Burlington, VT

The Coast Guard is considering amending the regulations for Hampton Roads, VA and adjacent waters anchorages by establishing a new anchorage, near Cape Charles, VA on the Lower Chesapeake Bay. This advance notice of proposed rulemaking (ANPRM) provides information relevant to, and solicits public comment on the possible creation of a Federal anchorage west of Cape Charles, VA on the Chesapeake Bay. Port of Virginia infrastructure improvements and growth in commercial vessel traffic entering the port, including large and deep-draft vessels have prompted this solicitation for comments on a potential proposed rulemaking. If the Coast Guard proceeds with a proposed rulemaking, the intended effect would be to ensure that the Hampton Roads Anchorage Grounds continue to safely support current and future maritime commerce and commercial vessel anchoring needs. We invite your comments on this ANPRM.

This Circular provides guidance to vessel owners, riggers, marine surveyors, other marine service providers, and Coast Guard marine inspectors regarding inspection of sail rigging, masts, and associated components for commercial sailing vessels and the use of preventative maintenance as a good marine practice. It provides guidance for the purpose of assisting vessel owners and operators, and U.S. Coast Guard personnel with the inspection and recommended documentation of maintenance for sail rigging and masts on inspected sailing vessels. It is intended to enhance consistency with the Coast Guard inspection process for the commercial sailing fleet.

The Transportation Security Administration (TSA) invites public comment on one currently approved Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0062 abstracted below that we will submit to OMB for renewal in compliance with the Paperwork Reduction Act (PRA). On August 21, 2015, OMB approved TSA's request to combine two previously approved BASE ICRs (1652-0061 and 1652-0062) into a single request.\1\ TSA later requested an emergency revision due to requirements in the Gerardo Hernandez Airport Security Act of 2015,\2\ addressing active shooter training and communication processes. OMB approved the emergency revision on February 29, 2016.\3\ TSA is now seeking to renew the collection as it expires on August 31, 2016. The ICR assesses the current security practices in the mass transit/passenger rail transit and highway and motor carrier industries by way of the Baseline Assessment for Security Enhancement (BASE) program, which encompasses site visits and interviews, and is part of the larger domain awareness, prevention, and protection program supporting TSA's and the Department of Homeland Security's (DHS) missions. This voluntary collection allows TSA to conduct transportation security-related assessments during site visits with security and operating officials of certain surface transportation entities.

The Coast Guard is establishing an emergency safety zone in the navigable waters of Santa Cruz County, California due to severe shoaling at the entrance to Santa Cruz Harbor that has created hazardous conditions for vessels transiting the harbor. This emergency safety zone is established to ensure the safety of the mariners and vessels from the dangers associated with the severe shoaling. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port or a designated representative. This regulation is necessary to provide for the safety of life on the navigable waters in vicinity of the Santa Cruz Harbor entrance.

The USCG is publishing this notice on behalf of the National Scheduling Coordination Committee (NSCC), which has been renamed and henceforth will be known as the PREP Compliance, Coordination, and Consistency Committee (PREP 4C). The PREP 4C is comprised of the same membership as was the NSCC, and includes representatives from the USCG under the Department of Homeland Security (DHS); the Environmental Protection Agency (EPA); the Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation (DOT); and the Bureau of Safety and Environmental Enforcement (BSEE) under the Department of the Interior (DOI).

This deviation is necessary to allow the bridge owner to replace rails, ties, walkways, and handrails at the bridge. This deviation allows the bridge to remain closed for two weekends.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Blynman (SR127) Bridge across the Annisquam River and Blynman Canal at mile 0.0 at Gloucester, MA. This deviation is necessary to facilitate public safety during a public event, the annual Saint Peter's Fiesta 5K Road Race. This deviation allows the bridge to remain closed for thirty minutes to facilitate public safety.

Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report are used by insurance agents and others to calculate appropriate flood insurance premium rates for buildings and the contents of those buildings.
