Cooperative Research and Development Agreement: Broadband Cellular and Satellite Communications Exploratory Development

The Coast Guard announces its intent to enter into a Cooperative Research and Development Agreement (CRADA) with General Dynamics Mission Systems, Inc., to investigate the operational use of broadband cellular technology, including equipment that may be integrated into the National Public Safety Broadband Communication Band 14 LTE Network (commonly called FirstNet). The research also includes tactical employment of Multiple User Objective System (MUOS) Satellite Communications and common operational picture applications to establish Coast Guard network centric operations. A Pilot Demonstration schedule has been proposed in which General Dynamics will provide and install their Band 14 LTE Network, GeoSuite Server Common Operational Picture application, Satcom radios, smart phones, vehicle routers, modems, and antennas suitable for installation on select Coast Guard surface vessels, boarding teams, command center and ground vehicles. LTE Network base station radios will be placed on an existing CG-owned tower or a deployable equivalent. The Coast Guard Research and Development Center (R&D Center) will prepare a Pilot Demonstration Assessment Plan and a Coast Guard Sector will operate the equipment for exploratory development over a six-month period to collect information on suitability, reliability, maintenance requirements, and human systems interoperability. While the Coast Guard is currently considering partnering with General Dynamics Mission Systems, Inc., the agency is soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential non-Federal participants to propose similar CRADAs.

Drawbridge Operation Regulation; Inner Harbor Navigation Canal, New Orleans, LA

The Coast Guard has issued a temporary deviation from the operating schedule that governs the US 90 (Danziger) vertical lift span drawbridge across the Inner Harbor Navigation Canal, mile 3.10 at New Orleans, Orleans Parish, Louisiana. The deviation is necessary to conduct field measurements and other preparations for repairs and maintenance that are scheduled for later in the year. This deviation allows the bridge to remain closed-to-navigation for nine days. During this closure, the bridge will open with at least four hours notice except during scheduled curfew times.

Ideation and Prototype Multi-Phase Prize Competition

The Department of Homeland Security (DHS) gives notice of the availability of the ``Environmentally Friendly Replacement for Buoy Mooring Systems'' ideation and prototype multi-phase prize competition and rules. The DHS Science and Technology Directorate (DHS S&T) Borders and Maritime Division in conjunction with the United States Coast Guard's Research and Development Center (USCG RDC) is seeking innovative technology from individuals and entities for ``fixing'' a navigational buoy in a waterway. The current method for mooring buoysthe use of a concrete anchor and a heavy chainhas not changed substantially in decades. The goal is to develop a buoy mooring system that would have minimal impacts on the ocean floor, especially in environmentally sensitive areas. This prize competition consists of up to three phases, two of which are optional. Phase I: Ideation; Phase II (optional): Pilot Approach Plan and Presentation; and Phase III (optional): Pilot Phase. The total cash prize payout for all three phases of this competition is up to $290,000 (USD). Phase I (Ideation) consists of a cash purse of up to $40,000 (USD) with at least one cash prize of $10,000 (USD) and no award will be less than $10,000 (USD). Phase I awards and amounts will be paid to the best submission(s) as solely determined by the Seeker. Contestants invited to participate in Phase II will be awarded $5,000 (USD) each to assist in preparing and presenting their Phase II competition package. The Phase II prize competition winner will receive up to $175,000 (USD) in milestone award payments for successful participation in Phase III as agreed to between the USCG RDC and the Phase II prize competition winner. An initial milestone payment will be determined to assist with the startup costs of the Phase III pilot. The USCG RDC reserves the right to award up to a $50,000 (USD) award bonus for successful demonstration and completion of the Phase III Pilot Phase. The Coast Guard announces that it has received approval from the Office of Management and Budget for an information collection request associated with ballast water management reporting and recordkeeping requirements in a final rule we published in the Federal Register on November 24, 2015. In that rule, we stated we would publish a document in the Federal Register announcing the effective date of the collection-of-information related sections. This rule establishes February 22, 2016, as the effective date for those sections.

The Coast Guard is establishing a temporary safety zone for all waters of the Intracoastal Waterway (ICW) extending 100-yards east and west of ICW Mile Marker 244.5 located at position 30[deg]03'38'' N. 093[deg]22'19'' W. (NAD 83) in Lake Charles, Louisiana. This safety zone is necessary to protect personnel, vessels, and the marine environment from hazards created by high power electrical line installation operations via helicopter over the Intracoastal Waterway. Entry of vessels or persons into this safety zone is prohibited unless specifically authorized by the Captain of the Port, Port Arthur.

The deviation is necessary to allow the bridge owner to make necessary bridge maintenance repairs. This deviation allows the bridge to be secured in the closed-to- navigation position during the deviation period.
