Consistent with statutory requirements and provisions, the Coast Guard is expanding the applicability of notice of arrival (NOA) and automatic identification system (AIS) requirements to include more commercial vessels. This final rule amends the applicability of notice of arrival requirements to include additional vessels, sets forth a mandatory method for electronic submission of NOAs, and modifies related reporting content, timeframes, and procedures. This final rule also extends the applicability of AIS requirements beyond Vessel Traffic Service (VTS) areas to all U.S. navigable waters, and requires that additional commercial vessels install and use AIS, consistent with statutory requirements, and in limited cases, the Secretary's discretionary authority. These changes will improve navigation safety, enhance our ability to identify and track vessels, and heighten our overall maritime domain awareness (MDA), thus helping us address threats to maritime transportation safety and security.
Request for Public Comment on Waiver Revisions for Certain Medications and Suggestions for Risk Evaluation

The Coast Guard is seeking public comment on the policy clarification proposed in this Notice regarding the criteria for granting medical waivers to mariners who require the use of potentially impairing prescription medications. The Coast Guard is also seeking input regarding effective methods of risk evaluation of such mariners. Current Coast Guard guidance states that the ``use of certain medications is considered disqualifying for the issuance of credentials,'' and that ``the underlying cause or need for use of these medications and potential side effects may result in denial of a credential application or require a waiver.'' Current guidance specifically identifies that use of benzodiazepine medications, opioid and opiate medications, non-benzodiazepine sedative hypnotic medications, and barbiturate medications require a waiver, but does not specify the factors that the Coast Guard will consider in making its determination on whether the risks associated with use of these medications are low enough to warrant consideration for a waiver. The Coast Guard is proposing additions to the current medication policy that will clarify the circumstances that the Coast Guard will consider when determining whether to grant a medical waiver for use of these medications. Additionally, the Coast Guard is proposing to include a safety warning to mariners advising them to refrain from use of impairing medications while operating under the authority of their credential. The Coast Guard is seeking comments from the public on whether the proposed policy adequately addresses safety concerns regarding merchant mariners whose medical conditions require the use of medications that have the potential to impair cognitive ability, judgment or reaction time.

The Coast Guard is establishing a special local regulation on the waters of the Manatee River in Bradenton, Florida, during the Bradenton Area Riverwalk Regatta. The event is scheduled to take place annually from 11 a.m. to 7:30 p.m. on the first Saturday of February. The special local regulation is necessary to protect the safety of race participants, participant vessels, spectators, and the general public on the navigable waters of the United States during the event. The special local regulation will restrict vessel traffic in the waters of the Manatee River in the vicinity of Bradenton, Florida. It will establish the following two areas: Enforcement areas #1 and #2, where all persons and vessels, except those persons and vessels participating in the high speed boat races and those vessels enforcing the areas, are prohibited from entering, transiting through, anchoring in, or remaining within.

This notice announces that the Transportation Security Administration (TSA) has forwarded the new Information Collection Request (ICR) abstracted below to the Office of Management and Budget (OMB) for review and approval under the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. TSA published a Federal Register notice, with a 60-day comment period soliciting comments, of the following collection of information on July 2, 2014, 79 FR 37763. The collection involves the TSA's Screening Partnership Program (SPP) (49 U.S.C. 44920 (ATSA Sec. 108)), which enables commercial airports to apply for a qualified private screening company to provide passenger and baggage security screening services. An airport submits the SPP application to have employees of qualified private companies carry out the screening of passengers and property at the airport under a contract entered into with TSA. The application process is the initial notification to TSA Headquarters of an airport's desire to opt-out of the federal screening provided by TSA employees.

It will establish the following three areas: A race area, where all persons and vessels, except those persons and vessels participating in the high speed boat races, are prohibited from entering, transiting through, anchoring in, or remaining within; a spectator area, where all vessels must be anchored or operate at No Wake Speed; and an enforcement area where designated representatives may control vessel traffic as determined by the prevailing conditions.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/Federal Emergency Management Agency-011 Training and Exercise Program Records System of Records.'' This system of records allows the Department of Homeland Security/Federal Emergency Management Agency to collect and maintain records on its training and exercise programs. This system of records includes personally identifiable information of current and former Federal Emergency Management Agency employees and contractors, current and former members of the first responder and emergency management communities, and other individuals who have applied or registered to participate in training and exercise programs or who have assisted with Federal Emergency Management Agency's training and exercise programs. As a result of a biennial review of this system, DHS updated the (1) security classification, (2) system location, (3) purpose, and (4) routine uses of information. The Final Rule to exempt this system of records from certain provisions of the Privacy Act has not been changed and remains in effect. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.

The Coast Guard is modifying the effective date of a published temporary deviation from the operating schedule that governs the Morgan City (Berwick Bay) Railroad Bridge across the Atchafalaya River, mile 17.5 (Gulf Intracoastal Waterway (Morgan City-Port Allen Alternate Route) mile 0.3) in Morgan City, St. Mary Parish, Louisiana. The modification of the date is necessary to further minimize the effects on navigation caused by additional repairs required for the bridge. The deviation is necessary to complete the previously approved repairs and to allow additional repairs to the fender system. This deviation allows for the bridge to remain closed to navigation for four consecutive hours in the morning and three hours in the afternoon with an opening in the middle to pass vessels for five weekdays over a two-week period.

The Coast Guard is establishing a temporary safety zone in the navigable waters of the San Francisco Bay near Yerba Buena Island, CA in support of the San Francisco-Oakland Bay Bridge (SFOBB) Demolition Safety Zone from December 31, 2014 through December 30, 2015. An earlier temporary safety zone was established in this same area from September 1, 2013 through December 30, 2014 to protect mariners transiting the area from the dangers associated with over-head demolition and debris removal operations of the SFOBB. Extended demolition efforts necessitate a new temporary safety zone in the area. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or their designated representative.

The Coast Guard announces a public meeting will take place on February 9, 2015, in Fort Lauderdale, Florida to receive comments on a notice of proposed rulemaking (NPRM) published in the Federal Register on December 10, 2014, under the title ``Consolidated Cruise Ship Security Regulations.'' This proposed rule would amend Coast Guard regulations on cruise ship terminal security by implementing amendments that provide detailed, flexible requirements for the screening of all baggage, personal items, and personsincluding passengers, crew, and visitorsintended for carriage on a cruise ship. The proposed regulations would standardize the security requirements of cruise ship terminals and would eliminate redundancies in current regulations that govern the security of cruise ship terminals.

The Coast Guard is declaring Sea Area A1 in certain areas off the coast of the United States based upon the performance of the Coast Guard's Rescue 21 System, and in accordance with applicable provisions of the International Convention for the Safety of Life at Sea, 1974 (SOLAS). The Coast Guard defines Sea Area A1 as those areas where more than ninety percent of the area within 20 nautical miles seaward of the territorial baseline along the East, West and Gulf Coasts of the United States, excluding Alaska, and including Hawaii, Puerto Rico, Guam, the Virgin Islands of the United States, and the Northern Mariana Islands of Saipan, Tinian, and Rota, is within coverage of Coast Guard very high frequency (VHF) Coast Stations that provide both a continuous watch for Digital Selective Calling (DSC) distress alerts on Channel 70 and a capability to respond to distress alerts.

The Federal Emergency Management Agency (FEMA) is requesting individuals who are interested in serving on the FEMA National Advisory Council (NAC) to apply for appointment as identified in this notice. Pursuant to the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA), the NAC shall advise the Administrator of FEMA on all aspects of emergency management. The NAC shall incorporate state, local, tribal, and territorial government, non-profit and private sector input in the development and revision of national emergency management doctrine, policy, and plans. The NAC consists of up to 35 members, all of whom are experts and leaders in their respective fields. FEMA seeks to appoint individuals to seven (7) positions, or disciplines, on the NAC that will be open due to term expiration. If other positions are vacated during the application process, candidates may be selected from the pool of applicants to fill the vacated positions.

The Coast Guard has issued a temporary deviation from the regulation governing the operation of the Morgan City(Berwick Bay) Railroad Bridge across the Atchafalaya River, mile 17.5 (Gulf Intracoastal Waterway (Morgan City-Port Allen Alternate Route) mile 0.3) in Morgan City, St. Mary's Parish, Louisiana. This deviation provides for the bridge to remain closed to navigation for four consecutive hours in the morning and three hours in the afternoon with an opening in the middle to pass vessels. This will last for six consecutive days. The purpose of the closure is to conduct scheduled maintenance and repairs to the drawbridge.
