This document informs owners and operators of facilities located within Captain of the Port Zones Charleston, Long Island Sound, Jacksonville, and Savannah that they must implement access control procedures utilizing TWIC no later than December 1, 2008.

The Transportation Security Administration (TSA) published a notice in the Federal Register on November 24, 2006, to establish the Service Provider Key Personnel Fee and the Registered Traveler Interoperability Pilot Participant Fee for the Registered Traveler Interoperability Pilot (RTIP). Under the RTIP, passengers who voluntarily provided biometric and biographic information to TSA, or a TSA agent, and successfully completed a TSA security threat assessment, could obtain expedited security screening at participating airports. TSA implemented the fees announced in the November 24, 2006, notice to compensate TSA for the cost of performing security threat assessments on RTIP applicants and related program operation costs. Today, TSA is announcing the completion of the RTIP and termination of the TSA RTIP fees. TSA will continue to work with private sector partners as they continue to develop the Registered Traveler business as a private sector enterprise. That business is no longer limited to the 10-20 locations outlined in the November 24, 2006 Federal Register notice.

The Coast Guard is establishing a temporary safety zone on the waters of the Columbia River encompassed in a 500 foot radius surrounding the LST-1166 vessel located near the southeastern tip of Lord Island at position 46[deg]07'18'' N 123[deg]00'51'' W adjacent to the Oregon shoreline. Entry into this safety zone is prohibited during the cleanup operation unless authorized by the Captain of the Port or his designated representatives. The Captain of the Port Portland, Oregon is taking this action to ensure the safety of boaters transiting this area and the safety of the people conducting the cleanup operation of the LST-1166.

The update provides a change to the previously published FRN DHS-2008-0074, which moved the start time of the Critical Infrastructure Partnership Advisory Council meeting on July 30, 2008, from 8:20 a.m. Eastern Daylight Time (EDT) to 8 a.m. EDT. The meeting will adjourn at 4 p.m. EDT. Check-in for the meeting will begin at 7:30 a.m. EDT. Please note that the meeting may adjourn early if the committee has completed its business.

The Coast Guard is establishing temporary safety zones during the month of August around the ``Sprucewold Cabbage Island Swim,'' ``Tri for a Cure Triathlon,'' ``Greater Burlington YMCA Lake Swim,'' ``Y-Tri Triathlon,'' and ``Rockland Breakwater Swim'' marine events while the events are in progress. These safety zones are needed to protect swimmers, event sponsors' safety vessels, and others in the maritime community from the safety hazards that may arise from events of this type. Entry into these safety zones is prohibited unless authorized by the Captain of the Port Sector Northern New England.

This notice amends the notice of a major disaster declaration for the State of Oklahoma (FEMA-1775-DR), dated July 9, 2008, and related determinations.

This is a notice of the Presidential declaration of a major disaster for the State of Vermont (FEMA-1778-DR), dated July 15, 2008, and related determinations.

This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.

The Coast Guard is establishing a temporary safety zone on Lake Erie, Buffalo, NY. This zone is intended to restrict vessels from a portion of Lake Erie during the August 16, 2008 Carly's Crossing Swimming Event. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with Swimming Events.

Pursuant to the Privacy Act of 1974, the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) gives notice that it is establishing a distinct System of Records, Border Crossing Information (BCI). BCI will receive and maintain border crossing information on travelers who are admitted or paroled into the United States, this information includes: Certain biographical information; a photograph; certain itinerary information provided by air and sea carriers and any other forms of passenger transportation, including rail, which is or may subsequently be mandated, or is or may be provided on a voluntary basis; and the time and location of the border crossing. Previously, maintenance of this border crossing information was covered by the Treasury Enforcement Communications System (TECS) ``system of records notice.'' See 66 FR 52984, dated October 18, 2001. As part of DHS's ongoing effort to increase transparency regarding the collection of information at the Department, as well as its efforts to specifically review the personally identifiable information maintained on the TECS information technology platform, DHS and CBP have identified different data sets that call for individual notice so as to provide appropriate routine uses, retention, and exemptions to the Privacy Act. This system of records notice does not identify or create any new collection of information, rather, the Department is providing additional notice and transparency with respect to the handling of an existing collection of information, by separately noticing its collection as a distinct system of records.

The Coast Guard is establishing special local regulations during the ``Pride of Baltimore Recycled Regatta'', a marine event to be held August 2, 2008 on the waters of the Patapsco River, Inner Harbor, Baltimore, MD. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Baltimore Inner Harbor during the event.

This document proposes to amend the U.S. Customs and Border Protection (``CBP'') Regulations to establish uniform rules governing CBP determinations of the country of origin of imported merchandise. This proposal would extend application of the country of origin rules codified in 19 CFR part 102. Those rules have proven to be more objective and transparent and provide greater predictability in determining the country of origin of imported merchandise than the system of case-by-case adjudication they would replace. The proposed change also will aid an importer's exercise of reasonable care. In addition, this document proposes to amend the country of origin rules applicable to pipe fittings and flanges, printed greeting cards, glass optical fiber, and rice preparations. Finally, this document proposes amendments to the textile regulations set forth in Sec. 102.21 to make corrections so that the regulations reflect the language of section 334(b)(5) of the Uruguay Round Agreement Act.

The Coast Guard proposes to change the operating regulation for the Illinois Street drawbridge, mile 0.3, and the 3rd Street drawbridge, mile 0.4, over Islais Creek to open on signal if at least 72 hours notice is given. This action is proposed due to the minimal amount of vessels requiring drawbridge openings on the waterway.

The Department of Homeland Security (DHS) invites the general public and other federal agencies the opportunity to comment on new information collection request 1670-NEW, Infrastructure Protection Data Call. As required by the Paperwork Reduction Act of 1995, (Pub. L. 104- 13, 44 U.S.C. chapter 35) as amended by the Clinger-Cohen Act (Pub. L. 104-106), DHS is soliciting comments for this collection.

Comments are requested on the proposed Base (1 percent annual- chance) Flood Elevations (BFEs) and proposed BFE modifications for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the proposed regulatory flood elevations for the reach described by the downstream and upstream locations in the table below. The BFEs and modified BFEs are a part of the floodplain management measures that the community is required either to adopt or show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, these elevations, once finalized, will be used by insurance agents, and others to calculate appropriate flood insurance premium rates for new buildings and the contents in those buildings.

The Houston/Galveston Navigation Safety Advisory Committee (HOGANSAC) and its working groups will meet in Texas City, Texas, to discuss waterway improvements, aids to navigation, area projects impacting safety on the Houston Ship Channel, and various other navigation safety matters in the Galveston Bay area. The Coast Guard will enforce the ``Celebrate Milwaukie Fireworks Display safety zone on the Willamette River''; from 8:30 p.m. through 11:30 p.m. On July 26, 2008. This action is necessary to provide a safe display for the public and to keep them clear of the fall out area of the fireworks. During the enforcement period, no person or vessel may enter the safety zone without permission of the Captain of the Port.

The Critical Infrastructure Partnership Advisory Council will meet on July 30, 2008 in Washington, DC. The meeting will be open to the public.
