Import Restrictions Imposed on Certain Archaeological and Ethnological Materials From Colombia

This final rule amends the Customs and Border Protection (CBP) regulations to reflect the imposition of import restrictions on certain archaeological material and certain ethnological material from Colombia. These restrictions are being imposed pursuant to an agreement between the United States and the Government of Colombia that has been entered into under the authority of the Convention on Cultural Property Implementation Act in accordance with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The final rule amends CBP regulations by adding Colombia to the list of countries for which a bilateral agreement has been entered into for imposing cultural property import restrictions. The final rule also contains the designated list that describes the types of archaeological and ethnological articles to which the restrictions apply.

On January 3, 2006, the Preparedness Directorate of the Department of Homeland Security (DHS) issued ``Protective Action Guides for Radiological Dispersal Device (RDD) and Improvised Nuclear Device (IND) Incidents'' at 71 FR 173 to establish guidance for planning for and responding to an RDD or IND incident. The guidance included recommended ``protective action guidelines'' (PAGs) to support decisions to protect the public in response to an RDD or IND incident. The Notice invited the public to comment on the guidance from the date of publication through March 6, 2006. DHS has received requests from several organizations to extend the comment period to allow for further review of the guidance and preparation of comments. Accordingly, DHS has extended the comment period for this interim rule until April 14, 2006. This Notice informs the public that the comment period has been extended until April 14, 2006.

Drawbridge Operation Regulations; Connecticut River, Old Lyme, CT

The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the AMTRAK Old Saybrook-Old Lyme Bridge across the Connecticut River at mile 3.4, between Old Saybrook and Old Lyme, Connecticut. This temporary deviation requires the bridge to operate on a fixed opening schedule from March 8, 2006 through April 15, 2006, and also allows the bridge to remain in the closed position for 72 hours, from 6 a.m. on Saturday, March 11, 2006 through 6 a.m. on Tuesday, March 14, 2006. The draw shall open on signal for commercial vessels, except during the 72 hour bridge closure period, after at least a four- hour advance notice is given. This deviation is necessary to facilitate urgent bridge maintenance.
Regulated Navigation Area; Middle Waterway EPA Superfund Cleanup Site, Commencement Bay, Tacoma, WA

The Coast Guard proposes to create a permanent regulated navigation area on a portion of Commencement Bay, Tacoma, Washington. This regulated navigation area would be used to preserve the integrity of a clean sediment cap placed over certain areas of the Middle Waterway as part of the remediation process at the Commencement Bay, Nearshore/Tideflats Environmental Protection Agency (EPA) superfund cleanup site. This regulated navigation area would prohibit activities that would disturb the seabed, such as anchoring, dragging, trawling, or other activities that involve disrupting the integrity of the cap. It would not affect transit or navigation of the area.

The Coast Guard announces its intent to prepare an environmental impact statement (EIS) in connection with the development of proposed new regulations on the incidental discharge of dry cargo residue in the Great Lakes. Publication of this notice begins a public scoping process that will help determine the scope of issues to be addressed in the EIS and identify the significant environmental issues related to this EIS (40 CFR 1506.6). This notice also solicits public participation in the scoping process, and announces the availability of a study on current dry cargo residue discharge practices in the Great Lakes.

The Coast Guard is establishing permanent fixed security zones in the U.S. navigable waters extending approximately 100 yards around six separate oil refinery piers in the San Francisco Bay area. These security zones are an integral part of the Coast Guard's efforts to protect these facilities and the surrounding areas from destruction or damage due to accidents, subversive acts, or other causes of a similar nature. Entry into the zones is prohibited, unless specifically authorized by the Captain of the Port (COTP) San Francisco Bay, or his designated representative. These zones will be subject to discretionary and random patrol and monitoring by Coast Guard, Federal, state and local law enforcement assets.
Drawbridge Operation Regulations: Oceanport Creek, Oceanport, NJ

The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the New Jersey Transit Rail Operations (NJTRO) Bridge across Oceanport Creek at mile 8.4, at Oceanport, New Jersey. This temporary deviation allows the NJTRO Bridge to remain in the closed position for two weekends from 6 a.m. on Saturday through 6 p.m. on Sunday. This deviation is necessary in order to facilitate scheduled bridge maintenance.
