Shipping; Technical, Organizational and Conforming Amendments
This rule makes non-substantive changes throughout Title 46 of the Code of Federal Regulations. The purpose of this rule is to make conforming amendments and technical corrections to Coast Guard shipping and transportation regulations. This rule will have no substantive effect on the regulated public.
Agency Information Collection Activities: Submission for OMB Review; Comment Request
The Federal Emergency Management Agency (FEMA) has submitted the following information collection to the Office of Management and Budget (OMB) for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The submission describes the nature of the information collection, the categories of respondents, the estimated burden (i.e., the time, effort and resources used by respondents to respond) and cost, and includes the actual data collection instruments FEMA will use. Title: Write-Your-Own (WYO) Program. OMB Number: 1660-0020. Abstract: Under the Write Your Own (WYO) Program, private sector insurance companies may offer flood insurance to eligible property owners. The Federal Government is guarantor of flood insurance coverage for WYO companies, issued under the WYO arrangements. In order to maintain adequate financial control over Federal funds, the NFIP requires that WYO companies submit a monthly financial report. The NFIP examines the data to ensure that policyholders funds are accounted for and appropriately expended. Affected Public: Business or Other For-Profit. Number of Respondents: 97. Estimated Time per Respondent: .59 hours (35 minutes). Estimated Total Annual Burden Hours: 687. Frequency of Response: 12. Agency Information Collection Activities: Submission for OMB Review; Comment Request
The Federal Emergency Management Agency has submitted the following proposed information collection to the Office of Management and Budget for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995 (44 U.S.C. 3507). This submission adds complete details on a mail survey to be administered in the Newport, IN site. Title: Chemical Stockpile Emergency Preparedness Program (CSEPP) Evaluation and Customer Satisfaction Survey. Type of Information Collection: Revision of a currently approved collection. OMB Number: OMB 1660-0057. Abstract: Consistent with performance measurement requirements set forth by the Government Performance Results Act, the Chemical Stockpile Preparedness Program (CSEPP) will continue collecting data from state, local and tribal governments, individuals, and businesses residing in immediate or surrounding areas of eight chemical stockpile sites. The study will: assess outreach program effectiveness, measure/monitor customer satisfaction, and identify weaknesses and strengths of individual sites. Affected Public: Individuals (residents), Businesses, State, local, and Tribal Governments. Number of Respondents: 7,757 residents, businesses and government officials. Estimated Time per Respondent: 15 minutes. Estimated Total Annual Burden Hours: 1,910. Frequency of Response: Once annually. Suspension of Community Eligibility
This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.

Great Lakes Pilotage Advisory Committee; Vacancies
The Coast Guard seeks applications for membership on the Great Lakes Pilotage Advisory Committee (GLPAC). GLPAC provides advice and makes recommendations to the Secretary on a wide range of issues related to pilotage on the Great Lakes, including the rules and regulations that govern the registration, operating requirements, and training policies for all U.S. registered pilots. The Committee also advises on matters related to ratemaking to determine the appropriate charge for pilot services on the Great Lakes.
Special Local Regulations for Marine Event; John H. Kerr Reservoir, Clarksville, VA
The Coast Guard is establishing temporary special local regulations for ``Clarksville Hydroplane Challenge'', a power boat race to be held on the waters of the John H. Kerr Reservoir adjacent to Clarksville, Virginia. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of the John H. Kerr Reservoir adjacent to Clarksville, Virginia during the power boat race.
Special Local Regulations for Marine Events; Choptank River, Cambridge, MD
The Coast Guard is establishing special local regulations for the ``Chesapeakeman Ultra Triathlon'', an event to be held October 1, 2005 on the waters of the Choptank River at Cambridge, MD. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Choptank River during the Chesapeakeman Ultra Triathlon swim.
Safety Zone; Fireworks Display, Potomac River, Washington, DC.
The Coast Guard is establishing a safety zone on the waters of the Potomac River. This action is necessary to provide for the safety of life and property during a fireworks display on the Potomac River. The safety zone will allow for control of designated areas of the river and safeguard spectators and participants.

The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed continuing information collections. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)), this notice seeks comments concerning the U.S. Fire Administration's National Fire Academy Long-term Course Evaluation Forms.
Drawbridge Operation Regulations; Saugus River, MA
The Coast Guard proposes to temporarily change the drawbridge operating regulations governing the operation of the General Edwards SR1A Bridge, at mile 1.7, across the Saugus River between Lynn and Revere, Massachusetts. This change to the drawbridge operation regulations would allow the bridge to remain in the closed position from November 1, 2005 through April 30, 2006. This action is necessary to facilitate structural maintenance at the bridge.

National Offshore Safety Advisory Committee
The meetings of the National Offshore Safety Advisory Committee (NOSAC) and its Liftboat III Subcommittee announced in the August 30, 2005 Federal Register (70 FR 51360) that were to be held in New Orleans are cancelled. These meetings have been rescheduled in Houston where NOSAC and its Subcommittee will meet to discuss various issues relating to offshore safety and security. Both meetings will be open to the public.

Notice of Partial Closure for the October 13, 2005, Meeting of the President's National Security Telecommunications Advisory Committee
The President's National Security Telecommunications Advisory Committee (NSTAC) will meet on Thursday, October 13, 2005, from 11 a.m. until 12 p.m. The meeting will take place via teleconference and will be partially closed to the public. For access to the conference bridge and meeting materials, interested members of the public should contact Ms. Elizabeth Hart at (703) 289-5948, or by e-mail at hart elizabeth@bah.com by 5 p.m. on Tuesday, October 11, 2005. The NSATC advises the President of the United States on issues and problems related to implementing national security and emergency preparedness (NS/EP) telecommunications policy. Between 11 a.m. and 11:30 a.m. the members will discuss activities of two NSTAC task forces including the results of the August 30, 2005, Incident Management Subject Matter Experts Meeting and Response to Hurricane Katrina. This portion of the meeting remains open to the public.
Towing Safety Advisory Committee
The Towing Safety Advisory Committee (TSAC) and its working groups will meet as required to discuss various issues relating to shallow-draft inland and coastal waterway navigation and towing safety. All meetings will be open to the public.
Drawbridge Operation Regulations: Fort Point Channel, MA
The Commander, First Coast Guard District, has issued a temporary deviation from the drawbridge operation regulations for the Northern Avenue Bridge, mile 0.1, across Fort Point Channel at Boston, Massachusetts. A one-hour advance notice will be required for bridge openings from 7 a.m. to 11 p.m., September 15, 2005 through October 31, 2005, and from 7 a.m. to 3 p.m., November 1, 2005 through November 14, 2005. This temporary deviation is necessary to facilitate bridge maintenance repairs.

The Coast Guard is establishing a special local regulation during the ``Sunset Lake Hydrofest'', a marine event to be held September 24 and 25, 2005, on the waters of Sunset Lake, Wildwood Crest, New Jersey. This special local regulation is necessary to provide for the safety of life on navigable waters during the event. This action will restrict vessel traffic in portions of Sunset Lake during the event.

Special Local Regulations for Marine Events; Delaware River, Philadelphia, PA and Camden, NJ
On August 18, 2005, the Coast Guard published a notice of proposed rulemaking (NPRM) in the Federal Register requesting public comments regarding establishment of temporary special local regulations for ``The Liberty Grand Prix'', a power boat race to be held on the waters of the Delaware River, adjacent to Philadelphia, PA and Camden, NJ. On September 13, 2005, the Coast Guard learned that this marine event was proposed to be conducted at a different date and time than previously published in the NPRM. This rule changes the dates of the temporary regulated area. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic between the Walt Whitman and Benjamin Franklin bridges in the Delaware River during the power boat race.
Adjustment of the Immigration Benefit Application Fee Schedule
This Notice announces that the Department of Homeland Security, U.S. Citizenship and Immigration Services, will increase the fees for immigration benefit applications and petitions to account for cost increases due to inflation. The fee increases will apply to applications or petitions filed on or after October 26, 2005. The average fee increase for inflation is approximately $10 per application or petition. Fees collected from persons filing immigration benefit applications and petitions are deposited into the Immigration Examinations Fee Account and are used to fund the full cost of providing immigration benefits, including the full cost of providing benefits such as asylum and refugee admission for which no fees are assessed.
