Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, all agencies are required to publish in the Federal Register a notice of their systems of records. Notice is hereby given that the Federal Energy Regulatory Commission (FERC) is publishing a notice of modification to an existing FERC system of records previously titled ``Critical Energy Infrastructure Information (CEII) Records (FERC-58)''and now titled ``Critical Energy/Electric Infrastructure Information (CEII) Records (FERC-58).''
Proposed Agency Information Collection Revision
The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) has submitted to the Office of Management and Budget (OMB) for clearance, a proposal for a three-year extension, with changes, of a collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will provide DOE with the information necessary to meet its statutory and regulatory obligations under the National Environmental Policy Act (NEPA) of 1969 and the DOE NEPA implementing regulations, which requires EERE to perform environmental impact analyses prior to making a decision to provide Federal funding for research, development and demonstration projects funded by DOE.
Record of Decision for the Final Site-Wide Environmental Impact Statement for Continued Operation of the Lawrence Livermore National Laboratory
The National Nuclear Security Administration (NNSA), a semi- autonomous agency within the U.S. Department of Energy (DOE), is issuing this Record of Decision (ROD) for the Final Site-Wide Environmental Impact Statement (SWEIS) for Continued Operation of the Lawrence Livermore National Laboratory (LLNL) in California (Final LLNL SWEIS) (DOE/EIS-0547). NNSA prepared the Final LLNL SWEIS to analyze the potential environmental impacts associated with reasonable alternatives for continuing LLNL operations and foreseeable new and/or modified operations and facilities for approximately the next 15 years. The SWEIS analyzes two alternatives: No-Action Alternative and Proposed Action. In this ROD, NNSA announces its decision to implement the Proposed Action.

National Definition for a Zero Emissions Building: Part 1 Operating Emissions Version 1.00m Draft Criteria; Reopening of Public Comment Period
On January 9, 2024, the U.S. Department of Energy (DOE) published in the Federal Register a Request for Information (RFI) regarding the creation of a standardized, verifiable basis for defining a zero emissions building by the White House Office of Domestic Climate Policy (Climate Policy Office), through DOE. The RFI provided for the submission of written comments by February 5, 2024. This notice announces a reopening of the public comment period for submitting comments in response to the RFI through March 6, 2024.
Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including consumer conventional cooking products. In this direct final rule, the U.S. Department of Energy (``DOE'') is adopting new and amended energy conservation standards for consumer conventional cooking products. DOE has determined that the new and amended energy conservation standards for these products would result in significant conservation of energy, and are technologically feasible and economically justified.

The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including consumer conventional cooking products. In this notice of proposed rulemaking (``NOPR''), the U.S. Department of Energy (``DOE'') proposes new and amended energy conservation standards for consumer conventional cooking products identical to those set forth in a direct final rule published elsewhere in this issue of the Federal Register. If DOE receives adverse comment and determines that such comment may provide a reasonable basis for withdrawal of the direct final rule, DOE will publish a notice of withdrawal and will proceed with this proposed rule.
