Notice of Intent To Commence Administrative Law Judge Hearings for Regulatory Enforcement Cases
The U.S. Department of Energy (DOE) is issuing this NOI to notify interested parties of DOE's intent to immediately commence on-the-record hearings before Administrative Law Judges (ALJs) in civil penalty cases for violations of DOE's conservation standards and certification requirements. This NOI also provides the web address for the procedures that will govern these hearings.

Notice of Availability of Draft Guidance on Hydrogen and Fuel Cell Program: Guidance for the Clean Hydrogen Production Qualifications
The U.S. Department of Energy (DOE) announces the notice of availability (NOA) and invites public comment on its Clean Hydrogen Production Standard (CHPS) Draft Guidance. The draft guidance contains the initial proposal for the CHPS, as required by the Infrastructure Investment and Jobs Act (IIJA). Specifically, in the draft guidance, DOE establishes a target for the lifecycle (i.e., well-to-gate) emissions intensity of hydrogen production, based on the IIJA definition of the term ``clean hydrogen'' and other factors set forth in section 40315(b) of the IIJA.

Public Availability of the Department of Energy's FY 2020 Service Contract Inventory
In accordance with Division C of the Consolidated Appropriations Act of 2010 and Office of Management and Budget (OMB) guidance, the Department of Energy (DOE) is publishing this notice to advise the public on the availability of the FY 2020 Service Contract Inventory Analysis Plan and FY 2019 Service Contract Inventory Analysis. This inventory provides information on service contract actions over $150,000 that DOE completed in FY 2020. The inventory has been developed in accordance with guidance issued by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). FY 2020 government-wide service contract inventory can be found at https:/ /www.acquisition.gov/service-contract-inventory. The Department of Energy's service contract inventory data is included in the government- wide inventory posted on the above link and the government-wide inventory can be filtered to display the inventory data for the Department.
